District Description
The Ewen-Trout Creek Consolidated School District operates a K – 12 educational program in a large geographical area in southern Ontonagon County. The District encompasses the Townships of Bergland, Duncan, Haight, Interior, Matchwood, McMillan, and Stannard.
K – 12 student enrollment in September 2011 was 245. Enrollment has declined steadily in recent years. The district currently has 67% of the student population qualified for free or reduced lunch.
The district currently employs 17 full and part-time teachers for the 2012-2013 school year.
The district operates a single K – 12 building with approximately 25 classrooms, two gymnasiums, a cafetorium and various services areas located throughout the building.

The Ewen-Trout Creek Consolidated School District believes in the cooperation of school, family and community in order to provide our youth with the skills, knowledge and attitudes necessary to contribute to today’s rapidly changing society.

Vision/Technology Goals
The Ewen-Trout Creek School District realizes the importance of integrating technology across the curriculum. Our main goal is focused on giving our students the skills necessary to utilize the technology available. Integrating technology across the curriculum is our highest priority. The use of technology will make our students more effective communicators, problem solvers, researchers and life-long learners. To achieve our vision, the District is committed:
1. To provide all students the experience with technology necessary to meet or exceed their needs to become successful citizens and workers in the 21st century.
2. To provide students and teachers with access to current technology and software aligned with the Michigan Educational Technology Standards and Expectations and the National Educational Technology Standards.
3. To provide professional development of staff to ensure the integration of technology into all curriculum areas.
4. To make all types of technology available to students, staff and community.
Technology Strategies
Goal 1:To provide all students the experience with technology necessary to meet or exceed their needs to become successful citizens and workers in the 21st century.
Strategies:
1. Implement the Michigan Educational Technology Standards and Expectations and the National Educational Technology Standards Curriculum
2. Create approaches for creating technology/multimedia projects or presentations
3. Implement ethical and legal standards in the use of technology
Objectives and Implementation:
Grades K – 2: Students will learn basic computer skills to enable them to use this tool for beginning communication activities
● Students will learn computer terminology, basic parts and functions
● Students will learn beginning communications skills using the computer to input and print their communication
● Students will have access to the drop-in lab to use multimedia software and other equipment
Grades 3 – 5: Students will master the keyboard by the end of the 5th grade
● a drop in lab is available for classes as general subject area use
● teachers will determine by item analysis the lowest 15 MEAP objectives and set up web sites for student research
● Students will have access to the drop-in lab to use multimedia software and other equipment
Grades 3 – 5: Students will use a variety of research tools to gather information on a variety of subjects. Research tools shall include CD ROM, DVD, databases, internet, electronic bulletin board, calculators, magazines, video tapes and TV.
● Students will utilize multimedia software, internet and other research tools in lessons integrated into the classroom curriculums
● Students will use computers to develop charts, graphs, maps and databases to record and/or illustrate concepts in math, science and social studies
● Students will have access to the drop-in lab to use multimedia software and other equipment
Grades 6 – 8: Students will improve communications skills to produce reports using at least four types of technology and will participate in group projects developing a multimedia presentation of information for specific purposes and specific audiences.
● Students will do assigned classroom work using different types of technology
● Students will use acquired technology skills (such as word processing, internet research and multimedia) to create reports and presentations required for classroom assignments
● Students will have access to computer labs and all technologies available to complete classroom assignments

Grades 9 – 12: Students will become masters of available current technologies to increase
communications skills and knowledge in academic areas to prepare for the MEAP, ACT and to complete classroom assignments.
Math and Science: Students will have access to and instruction in scientific and graphing calculators, computers for research, microscopes, spectroscopes, stereoscopes and various measuring devices (i.e. venier calipers, micrometers)
● English: Students will use PowerPoint software and projectors to present research presentations and word processing software to create reports and other classroom assignments
● Social Studies: Students will use the internet for research and the computer for word processing to complete assignments
● Business Services and Technology/Computer Applications
1. Students will utilize all programs in the MicroSoft Office Suite (Power School, Word, Excel, PowerPoint, Access, Publisher, FrontPage)
2. Students will learn basic computer maintenance and troubleshooting
3. Students will learn to use fax machine, email, photocopier, telephone technologies, multimedia projector, SmartBoard and multi-conferencing unit
4. Students will apply advanced communications skills to all documents
5. Students will learn and apply ethical and legal standards in planning, accessing and implementing technology
● Music/Art/Health and Physical Education: Students will use the internet and other computer related tools to do research and complete classroom assignments

Evaluation:
In cooperation with our intermediate school district, the Ewen-Trout Creek School will be aligned with the Michigan Department of Education’s Technology Content Standards and Benchmarks. Once
implemented, a yearly review will allow us to implement new technologies and strategies into the learning process.
Goal 2:
To provide students and teachers with access to current technology and software aligned with the
Michigan Educational Technology Standards and Expectations and the National Educational Technology Standards Curriculum.
Strategies:
1. Develop a technology team consisting of teachers, staff, parents and other community members that will annually assess the implementation of the newest technologies, current software for alignment with curriculum, and discuss long-range technology goals for the district.
2. The district will continue to explore alternative funding to aid in the implementation of the Michigan Educational Technology Standards and Expectations
3. The district will continue the availability of specialized courses offered through Michigan Virtual High School
4. The district will continue the availability of specialized courses, virtual field trips and interactive communication through the use of digital equipment
Implementation:
● Maintain a computer rotation plan for replacement of older computers in labs and classrooms
● Students are given the opportunity to earn high school and/or college credits through on-line classes
● Students are given the opportunity to participate in Distance Learning classes offered throughout our intermediate school district, including computer repair, computer aided drafting
● Network infrastructure is examined in light of new and existing technologies, including telephone systems, cell phones, wiring, networks, servers and related technologies
Evaluation:
The technology committee and/or administration is responsible for planning, evaluating and
implementing new and existing technologies. The committee will make recommendations regarding these technologies to the administration.
A timeline for implementation and evaluation of technologies will be created and followed to aid the committee in this process.

Goal 3:
To provide professional development for all staff to ensure the integration of technology into all curriculum areas.
Strategies:
1. Implement the Michigan Educational Technology Standards and Expectations and the National Educational Technology Standards.
2. Annual identification of each teacher’s technology skills and aid in the integration of those skills
into the curriculum
3. Establish and continue ongoing in-service and training opportunities for all staff members
4. Provide staff with opportunities to explore new technologies related to their curriculum areas and interests
5. Explore grant funding to assist with technology related training.
Implementation:
● Survey of teachers’ technology skills
● Technology workshops offered at district-wide professional development days
● Summer Institute courses through the intermediate school district and/or REMC
● Technology in-service sessions at E-TC in-service days
Evaluation:
The staff will be surveyed each year to determine the level of technological expertise each teacher possesses and to help identify in-service needs. These surveys will allow the district to measure the growth of the staff and to identify potential weak areas.
Goal 4:
To make all types of technology available to students, staff, parents, and community.
Strategies:
1. All students will have access to current technologies in school.
2. All staff will have access to current technologies for administrative, curriculum and research purposes.
3. Community members will be provided with the opportunity to use current technologies through local programming.
4. Increased communications with parents and community members will be achieved through
technology programs, school newsletters, voice messaging systems, School Improvement meetings and the collaboration between parents and teachers through Power School, and the Community Youth Enrichment Team.
5. Adequate technical support will be available to the district for maintenance and training.
Implementation:
● Partnerships with local school districts, Gogebic Community College, our intermediate school district, Michigan Virtual High School, Compass Learning, and the UP Global Program.

To provide a safe learning environment for all students and staff.

Implementation:
● Continuation of blocking student access to inappropriate websites using Fortiguard
● Teacher access and monitoring of student computers while students are logged in

Evaluation:
The technology committee will meet, evaluate and discuss computer usage throughout the district. A timeline for implementation and evaluation of security equipment shall be created and followed to aid the committee in this process.
Projected Costs of Technologies and Related Expenses
The Ewen-Trout Creek School District is financially committed to the integration of technology into the school. The allocation of bond and general fund dollars, At Risk funds, REAP grant funds and USF grant discounts have been used to purchase new equipment, update some old equipment, renovate some lab areas, provide internet access and network services to both the elementary and secondary wings of the K-12 building.
The committee recognizes the need to plan for the future. Currently the district has equipment at various ages and technologies. The district has a rotation schedule for the replacement of older technology. On an as-needed basis, professional development activities are provided to staff.
Grant sources will play a large role in our steps toward basic literacy and integration. The district coordinates the applications for the following available state and local fund resources:

Evaluation of Technology Implementation
Increased use of technology in our classrooms will improve student learning as indicated by improved assessment levels on the MEAP tests, Michigan Merit Exam, ACT, PSAT, and Explore.
The integration of technology will be evaluated based on observations by administrators, increased requests for content specific software and increased use of libraries, computer labs and other technology. Increased implementation of technology will have a positive effect on student motivation, along with fewer discipline referrals and increased attendance rates. All indicators of success will be monitored to aid in future plan development.

Description of Sustained Professional Development
A portion of the district’s budget will be allocated to provide professional development for teachers in the areas of technology. Continued opportunities for professional growth will be provided for administrators, teachers, and personnel by attending statewide workshops, intermediate school district-wide in-services, and district in-services and by technical support personnel. Content specific software and updated equipment will complement the integration of technology into the classroom as teachers apply their technological skills to improve student learning.

Sources of Ongoing Training and Technical Assistance
Ongoing training will be provided by attendance at technology workshops and conferences. REMC and ISD personnel will provide technical assistance and in-services. The district will provide continuing individual technical training for each staff member and student as needed.
Evaluation of Technology Plan
In conjunction with the annual evaluations listed in this plan, the impact of this plan must be assessed on an “on-going” basis. The technology committee and administration will evaluate this document as it relates to classroom integration. Parents and community members will also be invited to the annual review to allow the committee to gain insight from the entire community.

Internet Safety Policy for Ewen-Trout Creek School District
Introduction
It is the policy of Ewen-Trout Creek to: (a) prevent user access over its computer
network to, or transmission of, inappropriate material via Internet electronic mail, or other forms of direct electronic communications; )b) prevent unauthorized access and other unlawful online activity; © prevent unauthorized online disclosure, use, or dissemination of personal
identification information of minors; and (d) comply with the Children’s Internet Protection Act [Pub.L.No. 106-554 and 47 USC 254(h)].
Definitions
Key terms are as defined in the Children’s Internet Protection Act*
Access to Inappropriate Material
To the extent practical, technology protection measures (or “Internet filters”) shall be used to block or filter Internet, or other forms of electronic communications, access to appropriate information.
Specifically, as required by the Children’s Internet Protection Act, blocking shall be
applied to visual depictions of material deemed obscene or child pornography, or to any material deemed harmful to minors.
Subject to staff supervision, technology protection measures may be disabled for adults or, in the case of minors, minimized only for bona fide research or other lawful purposes.
Inappropriate Network Usage
To the extent practical, steps shall be taken to promote the safety and security of users of the Ewen-Trout Creek online computer network when using electronic mail, chat rooms, instant messaging, and other forms of direct electronic communications.
Specifically, as required by the Children’s Internet Protection Act, prevention of
inappropriate network usage includes: (a) unauthorized access, including so-called ‘hacking,’ and other unlawful activities; and (b) unauthorized disclosure, use, and dissemination of personal identification information regarding minors.
Education, Supervision and Monitoring
It shall be the responsibility of all members of the Ewen-Trout Creek staff to educate, supervise and monitor appropriate usage of the online computer network and access to the Internet in accordance with this policy, the Children’s Internet Protection Act, the Neighborhood Children’s Internet Protection Act, and the Protecting Children in the 21st Century Act.
Procedures for the disabling or otherwise modifying any technology protection measures shall be the responsibility of designated representatives.
The designated representatives will provide age-appropriate training for students who use the Ewen-Trout Creek’s Internet facilities. The training provided will be designed to promote the Ewen-Trout Creek’s commitment to:
a. The standards and acceptable use of the Internet services as set forth in the Ewen-Trout Creek’s Internet Safety Policy;
b. Student safety with regard to: i. safety on the Internet;

c. Compliance with the E-rate requirements of the Children’s Internet Protection Act (“CIPA”).
Following receipt of this training, the student will acknowledge that he/she received the training, understood it, and will follow the provisions of the District’s acceptable use policies.
Adoption
This Internet Safety Policy was adopted by the Board of Ewen-Trout Creek at a public meeting, following normal public notice, on May 30, 2012.

* CIPA definitions of terms:
MINOR. The term “minor” means any individual who has not attained the age of 17 years.
TECHNOLOGY PROTECTION MEASURE. The term “technology protection measure” means a specific technology that blocks or filters Internet access to visual depictions that are:
1. OBSCENE, as that term is defined in section 1460 of title 18, United States Code;
2. CHILD PORNOGRAPHY, as that term is defined in section 2256 of title 18, United States Code; or
3. Harmful to minors.
HARMFUL TO MINORS. The term “harmful to minor” means any picture, image, graphic image file, or other visual depiction that:
1. Taken as a whole and with respect to minors, appeals to a prurient interest in nudity, sex, or excretion;
2. Depicts, describes, or represents, in a patently offensive way with respect to what is suitable for minors, an actual or simulated sexual act or sexual contact, actual or simulated normal or perverted sexual acts, or a lewd exhibition of the genitals; and
3. Taken as a whole, lacks serious literary, artistic, political, or scientific value as to minors. SEXUAL ACT; SEXUAL CONTACT. The terms “sexual act” and “sexual contact” have the meanings given such terms in section 2246 of title 18, United States Code.

Use of the District’s Education Technology, including access to and use of the Internet through the REMC1NET, is limited to legitimate educational purposes to support and enhance the School District’s curriculum in a manner that is consistent with the School District’s Mission Statement.
In exchange for the privilege of access to and use of the Internet through the REMC1NET, the user acknowledges that the E-TC School District at the sole discretion of the District may revoke this privilege at any time and that improper use of Internet resources may also give rise to further disciplinary action.
The User agrees to abide by the following terms and conditions: 1. No internet based games allowed
2. No chat room usage allowed
3. No downloads allowed except for school related activities approved by teachers 4. No unacceptable web sites which include, but are not limited to the following:
a. Those of a sexually explicit nature
b. Those that promote drugs, alcohol or violence c. Those that encourage or promote gang activity 5. No on-line auctions, purchases or gambling
6. No accessing personal ad web sites
7. No use of another individual’s user account or password 8. No malicious destruction of hardware, software or date
9. If you require E-Mail access you must adhere to the following rules: a. Use the REMC E-Mail through the school
b. NO Hotmail, Yahoo, or other E-Mail accounts are allowed c. You must have written parental approval
Members are advised that some systems may contain defamatory, inaccurate, abusive, obscene, profane, sexually oriented, threatening, racially offensive, or illegal materials. REMC1Net, the CCISD, the GOISD, and the System Administrators DO NOT condone the use of such materials and do not permit the usage of such materials, which do not adhere to the stated purpose of REMC1Net, in the educational environment. A filtering solution has been installed to restrict access via the REMC1Net dial-up connection to such material, which is not in keeping with the goal of providing educational content, and is contrary to the community standards of the CCISD and GOISD. Users knowingly bringing such materials into the school environment shall be dealt with according to the discipline policies of the individual school building, local district, and ISD. Recognizing that REMC1Net staff cannot control the content of the Internet, which changes rapidly, and that any filtering solution is not infallible and may be unreliable, REMC1NET, the GOIDS, the CCISD, and the System Administrators assume no liability for damage, direct or indirect, arising from use of its computers or from connections to other Internet resources. REMC1Net is provided as an “as is, as available” basis.
In order to ensure adherence to these terms, the System Administrators reserve the right to monitor all activity on REMC1Net, to inspect any files, including e-mail, stored on the system, and to filter content according to community standards and educational goals and in compliance with The Child Internet Protection Act (CIPA).
The Ewen-Trout Creek School District has an internet web site which can be accessed at http://etc.k12.mi.us. Information available on this website includes, but is not limited to various sports schedules, the lunch menu, contact information for members of the faculty, staff and administration as well as random pictures of students and activities throughout the school year which your child may or may not be included in.

STAFF NETWORK AND INTERNET ACCEPTABLE USE AND SAFETY AGREEMENT To access e-mail and/or the Internet at school, staff members must sign and return this form.
Use of the Internet is a privilege, not a right. The Board's Internet connection is provided for business and educational purposes only. Unauthorized or inappropriate use will result in a cancellation of this privilege.
The Board has implemented technology protection measures which block/filter Internet access to visual displays that are obscene, child pornography or harmful to minors. The Board also monitors online activity of staff members in an effort to restrict access to child pornography and other material that is obscene, objectionable, inappropriate and/or harmful to minors.
The Superintendent or Administrator may disable the technology protection measure to enable access for bona fide research or other lawful purposes.
Staff members accessing the Internet through the Board's computers/network assume personal responsibility and liability, both civil and criminal, for unauthorized or inappropriate use of the Internet.
The Board reserves the right to monitor, review and inspect any directories, files and/or
messages residing on or sent using the Board's computers/networks. Messages relating to or in support of illegal activities will be reported to the appropriate authorities.
To the extent that proprietary rights in the design of a web site hosted on the Board's servers would vest in a staff member upon creation, the staff member agrees to license the use of the web site by the Board without further compensation.
