The Alternative Certification Programs at ESC Region 12 are
designed to offer a cost-saving alternative to traditional colleges
and universities for prospective teachers, paraprofessionals or
current educators seeking certification. Services are offered at
convenient times, using a blended model of face-to-face and
online instruction at an accelerated pace that makes them a
viable option for working professionals.
Counselor Certification
ESC Region 12, in partnership with ESC Region 4, provides online
counselor certification. The program courses are offered online
through ESC Region 4, with internships supervised by ESC Region 12. Participants must have a master’s degree and submit an
application to ESC Region 4.

• Flexibility of online course • Integrated theory and practice
• Practicums can be completed anywhere in state of Texas • Cohorts beginning February and August of each year
ALTERNATIVE CERTIFICATION &
Master Teacher Certification
A certified Master Teacher teaches content and serves as a content
teacher mentor. The ESC Region 12 Master Teacher Preparation Program provides approximately 100 hours of instruction,
preparing participants to take the appropriate certification test for possible master teacher certification in Reading (K-12), Math (EC-4,
4-8, 8-12) or Science (EC-4, 4-8, 8-12). Course includes:
Principal Preparation &
Certification Program (PPCP)
The Principal Preparation and Certification Program (PPCP) provides an alternative to the traditional certification path for
ESC Region 12 customers. Educators who enter this program must possess a master’s degree and have completed at least two years of creditable teaching experience.

Master of Arts in Teaching
ESC Region 12 facilitates the offering of a Master of Arts inteaching through Louisiana College as a dual enrollment in
conjunction with our teacher certification program. Students
will receive 15 hours of credit toward the 33 hours required to obtain the Master of Arts degree when completing the Pre-service Training of the TPCP program.

MASTER TEACHER
CERTIFICATION
A Master Teacher is an individual who holds a Master Teacher
Certificate and whose primary duties are to teach the content
and to serve as a content teacher mentor to other teachers.
Master teacher certification will result in deeper content and
pedagogy knowledge to effectively instruct struggling students
and to effectively mentor campus teachers.
The ESC Region 12 Master Teacher Preparation
Program (Master Reading or Master Math

Innovation Collaborative (BRIC)
The Education Service Center (ESC) Region 12
has partnered with Huckabee, an educational
architectural, engineering and management
firm, and the Baylor Research and Innovation
Collaborative (BRIC) to design and test the
next-generation of innovative classrooms and laboratories
in a near-6,000-square-foot educational research
facility located in the BRIC. The partnership
constitutes the first project fully dedicated to one
of the founding objectives of the BRIC: furthering
education and research in the science, technology,
engineering and mathematics (STEM) disciplines.

Response to Intervention
(RtI) Support
This program provides professional development through training, technical assistance and leadership to district and charter school personnel to develop a district/ campus framework that addresses the needs of all students. This is accomplished through a continuum of services which provide high-quality instruction and tiered intervention strategies aligned with individual student needs for grades K-12, frequent monitoring of progress to make results-based academic or behavioral decisions and the application of child response data to important educational decisions.

Direct services and support is offered to migrant students and
families in Region 12 LEAs under the Title I - Part C Migrant Education Program, which was designed to support programs that help migrant students overcome the challenges of mobility, cultural and language barriers, social isolation, and other
difficulties associated with a migratory lifestyle.
Services include:
• No cost professional development
• An assigned Migrant Service Coordinator (MSC) • Training for MSC and migrant program personnel • Assistance in the identification and recruitment of migrant
students
• Migrant student data entry services through the New Generation System (NGS)
• Migrant Parent Advisory Council
• Priority for Service instructor to work one-on-one with campus administrators and teachers

Arrangement (SSA)
This shared service arrangement method will allow districts to utilize Title II, Part A funds to implement innovative programs of training and professional development in core academic areas for paraprofessionals, teachers and principals, as well as campus/district leadership skills for principals and small school superintendents. District
participants in the SSA direct the flow of these funds to
ESC Region 12 to obtain training and professional development.

The ESC Region 12 Federal Program Division and Counselor’s Cooperative work collaboratively to provide support and direct assistance through personalized technical assistance and up-to-date professional development with a focus on state compliance and continuous improvement. Training opportunities are planned yearly.
Professional Development and Services include: • Identifying at-risk students based on the 13 State
Compensatory Education criteria and adequately addressing the needs of at-risk learners and those students who are behind their peers
