Tree Permit Process
Intake:
1. Applicants may obtain the Tree Permit Applications from the Environmental Resources Division in the Planning and Zoning Department located at 444 SW 2nd Avenue, 3rd Floor, Miami, FL 33130. Applications may also be downloaded from the Planning and Zoning website at
http://www.miamigov.com/planning/treeprotection.html.
2. The completed tree permit application, along with the supporting documentation required, shall be submitted to the Environmental Resources Division. A nontechnical completeness review is conducted of your application and construction plans/documents with the objective of identifying any missing, critical elements prior to the actual start of the formal review process. If elements are missing, you will be advised of any missing plans/documents.
a. Checklists (attached) have been designed to list the required supporting documentation needed for compliance. The following Checklists shall be used for the below listed projects:
New construction with the removal, relocation or root pruning of trees (A) New construction with no tree removals, relocations or root pruning (B) Tree removal, relocation, root pruning, trimming without construction (C) Tree planting in the City Right-of-Ways (D)
(A combination of checklists may be applicable depending on the scope of work)
3. An application/process number is issued and the applicant (on file) is notified via email. Applicants can check on the review status via the internet using the process number issued.
Review:
4. Upon receipt of the tree permit application, the department shall review said application for compliance. The review shall include a field inspection of the site and referral of the application to other departments or agencies, as necessary, such as Planning Environmental (PA, PE or PH). Note: The proposed scope of work of the tree permit application is reviewed in accordance with Zoning and Public Works’ review and comments for the new construction.
5. Once the review is completed, the applicant (on file) is notified of the review results and the Department shall issue a notice of Intended Decision. This notice is posted onto the subject property or adjacent to for ten (10) calendar days which provides all interested parties the opportunity to review and appeal the Intended Decision.
Issuance of Permit:
6. If no appeals are received within the appeal period, the applicant (on file) is notified and a receipt is generated for payment.
7. Once payment is made, the permit is issued accordingly.
Final Inspection:
8. The final inspection shall be completed no more than six (6) months from the approval date of the tree permit. This inspection shall be approved prior to requesting a Temporary Certificate of Occupancy (TCO) or Certificate of Occupancy (CO) from the Building Department.
9. To request the final inspection, the applicant shall call the number indicated on the permit card or the Environmental Resources Division at 305.416.1551.
Tree Permit Application Checklist (A)
NEW CONSTRUCTION
Tree permit application – completed, signed and notarized by property owner or authorized representative (proof of ownership or authorization must be submitted)
New construction / Building Process Number – provide the Master Building Process Number, for new construction, in conjunction with the tree permit application. Please note: The proposed scope of work of the tree permit application is reviewed in accordance with Zoning and Public Works’ review and comments for the new construction.
Written statement - from property owner or authorized representative indicating the reason(s) for the work
Three (3) signed and sealed sets of the following plans:o Tree/Boundary survey – drawn to scale, identifying the tree species, location, and listing the height, spread and diameter of all existing trees including all trees within the right-of-way. Plan shall illustrate the location of all existing structures and any overhead and/or underground utilities. This survey shall be prepared by a professional Land Surveyor, licensed in the state and dated no more than 12 months.
The Base Building Line, establishing the property boundaries, shall be marked on said Boundary Survey by the Building or Public Works Department.
o Disposition Plan / Site Plan- drawn to scale, identifying and listing all existing trees and specifying the condition of each tree and whether said trees are to remain, to be removed, or to be relocated. The tree disposition plan shall superimpose all proposed new construction. Plan shall include lot dimensions, Center Line, Monument Line and adjacent street names
o Tree Replacement/Landscaping Plan - drawn to scale, illustrating all proposed new construction, new locations of relocated and newly installed trees. Said plan shall include lot dimensions, Center Line, Monument Line and depict adequate tree spacing between trees, hardscapes and utility lines. Tree requirements for both Miami 21 landscape requirements as well as Chapter 17 tree replacement requirements shall be included and depicted on the Landscape Plan to ensure both requirements are met. If minimum tree requirements are not provided on-site, applicant must meet alternative requirements via off-site replacement or Tree Trust Fund
o Tree Protection / Planting / Maintenance Plan – identifying all trees to remain on site with the approved tree protection plan and protection barrier detail, as guided by a Certified Arborist. Said plan shall also include the details on newly installed planting materials and a one (1) year maintenance guarantee.
*All plans shall be prepared by and bear the seal of a registered Landscape Architect currently licensed in the state or by
persons authorized by F.S. ch. 481 to prepare landscape plans or drawings.
Certified Arborist Report – providing an assessment on all existing trees with the trees’ specifications (condition, species, size, etc.) and includes color photographs in support of the assessment. Said report shall be dated no more than three (3) monthsNEW CONSTRUCTION CHECKLIST (B)
WITH NO TREE IMPACT
(No tree removals, relocations or root pruning)
New construction / Building Process Number – provide the Master Building Process Number, for
new construction, in conjunction with the tree permit application
New Construction Plan:
o Tree/Boundary survey – drawn to scale, identifying the tree species, location, and listing the height, spread and diameter of all existing trees including all trees within the right-of-way. Plan shall illustrate the location of all existing structures and any overhead and/or underground utilities. This survey shall be prepared by a professional land surveyor, licensed in the state and dated no more than 12 months
o Disposition Plan / Site Plan- drawn to scale, showing the proposed new construction and identifying and listing all existing trees and specifying the condition of each tree. Said plan shall be prepared by and bear the seal of a registered Landscape Architect currently licensed in the state.
o Tree Protection Plan – plan shall identify all trees to remain on site with the approved tree protection plan and protection barrier detail, as guided by a Certified Arborist.
Certified Arborist Report
– shall identify and provide photographs of all existing trees and list their species, height, spread, diameter, condition and tree protection zone (TPZ). Said report shall be dated no more than three (3) monthsNote: Said plan(s) shall be Signed and Sealed, perforated by the Building Department and
inserted into the original Master Building Plan set, prior to approval.

Survey/sketch shall illustrate the location of all existing structures, property boundaries, adjacent roads and any overhead and/or underground utilities.
Base Building Line
– marked on the Boundary Survey. This is obtained at the Building or Public Works Dept.
Certified Arborist Report (when applicable)
- providing an assessment on all existing trees with the trees’ specifications (condition, species, size, etc.) and includes color photographs in support of the assessment. Said report shall be dated no more than three (3) monthsMeasuring Tree Diameter
1. Measure the circumference (like measuring your waist) of the
tree at 4 ½ feet above the ground level.
2. Use a calculator to divide the circumference by 3.1416. This will
give you the diameter at breast height (DBH).
DBH = Circumference x 3.1416
For example, a Live Oak with a 45 in. circumference would have a
diameter of 14.3 in.

Any existing and the proposed tree species, location, height, spread and diameter shall be depicted on the plan.
