JOB PROFILE

Post: Finance Manager

Salary: £28,692 to £34,538 (inc islands allowance) depending on experience

Reporting to: General Manager Principal Aim

This post is responsible for the management and performance of the Finance Department and function. The role supports the Board in all financial operations, has planning and operational responsibilities and supervises the financial administrative and governance functions of Shetland Arts. The post supports the achievement of excellent value for money and ensures that financial risk is properly managed and that the organisation operates its business with high levels of integrity and propriety.

Key relationships: Senior Management Team, Board of Shetland Arts, Stakeholders and Administrative staff

Indicative Job Description

The following gives an indication of the duties and responsibilities that the post may involve. The exact nature of these duties and responsibilities will change over time and the post holder will be expected to work flexibly and carry out any work that is reasonably required and is appropriate to the grade

1. To be responsible for the efficient and effective financial management of Shetland Arts and be the lead reference point on all financial matters. This includes supporting the General Manager and the Board to assess the financial issues in the short and longer term.

2. Ensure that all OSCR requirements are met and that timely production of all relevant financial information meets OSCR, Board and Stakeholder timelines.

3. Compile and scrutinise budgets according to Shetland Arts guidelines and through the participatory involvement of Managers; ensure that Operations,

Programming and Development budgets are harmonised and are effectively monitored to increase efficiency in the use of both Shetland Arts core funds and external funding.

4. Advises and influences budget holders over financial issues by the provision of expert advice on setting, implementation and review of budgets and financial reporting. Ensure that budgets are effectively managed in line with agreed funding terms and expenditure plans and that project financial reports are prepared and submitted according to set deadlines.

5. Prepare and analyse monthly financial management reports and advise other members of the Management Team and the Board on any variances in expenditure with supporting rationale and options.

6. Overall responsibility for updating, creating and evaluating financial management policies and practices aligned to the needs of Shetland Arts. 7. Oversee the production of accurate and timely financial management

information to staff, Managers, Trustees and Stakeholders in a form that is accessible, meets best practice standards and promotes high quality and effective decision making.

8. Prepare and deliver efficient, effective and customer focused arrangements for all financial administration functions such as payments, payroll, income collection, and invoicing and debt collection.

9. Responsible for creating and maintaining a business continuity plan for the Finance function.

10. Authorised signatory for expenditure across the Finance function and Shetland Arts as agreed by the board in Authorities Schedule.

11. Lead the Finance Team, ensuring its effective contribution towards meeting Shetland Arts’ objectives through delivering an efficient, customer-focused service to the whole organisation. This includes promoting a culture of high performance, customer service, continuous improvement, positive communication and teamwork, liaising and working closely with Managers and their teams.

12. Ensure that staff within the function have the appropriate training and knowledge to carry out their duties by appropriate appraisal and objective setting, delegation of tasks, feedback and coaching.

13. Coach Managers and staff in all matters relating to financial management in order to build staff capacity for the future production of accurate and timely annual budgets and medium term forecasts.

14. Contribute to strategic development as an active member of the Senior Management Team

Relevant experience

At least three years experience in accounting

Management experience

Experience with Excel and SAGE Accounting and Payroll systems or similar accounting package

Non-profit/ social enterprise experience

Education Relevant degree and/or qualification Qualified CIMA/CIPFA

Membership of the Association of Chartered Certified Accountants (ACCA) or equivalent

Trained in the specifics of managing finances in the not-for profit sector

Skills, abilities and knowledge

Good strategic financial management skills (including ability to understand and work with restricted and

unrestricted funds concepts, and project funding issues);

understanding of financial

management policy frameworks and ability to lead in this area.

Financial planning, budgeting and report-

writing skills.

Ability to design new processes and procedures.

Excellent communication,

motivational and team working skills, a high degree of flexibility and good problem solving and co-ordinating abilities to resolve unusual or unexpected situations
