for the State of Goa ... Revised (2020)

The Government of Goa is hereby pleased to revise the Breeding Policy for Cattle and Buffaloes for the State of Goa, notified vide Notification read at Sr. No. 2 above, and further revised vide Notification read at Sr. No. 3 above as follows:

Goa State is having hot and humid coastal conditions, wherein milch animal breeding with 100% exotic blood level should not be permitted and maintaining 50% exotic and 50% indigenous blood level has proved to be beneficial in terms of disease resistance and adaptability to climatic conditions of the State. However, earlier breeding policy was framed based on the recommendations of central/ /NDDB reports. Considering the performance of existing cross bred, exotic and indigenous animals in the State and also as the said revised policy was to hold good for a period of 3 (three) years only, it is hereby revised by the Government and republished for kind information of the public.

(I) (a) Breeding of Non-descript cattle — The Non descript cattle would be artificially bred with 100% Jersey, HF, Gir, Sahiwal and Red Sindhi Germ-plasm. The present non-descript cattle population stands at - 31,465.

The F1 and F2 generation would be bred with 100% Jersey and HF Germ-plasm of high pedigree bulls. It can also be bred with Gir, Sahiwal and Red Sindhi Germ plasm accordingly.

(b) Cross-bred cattle — In order to fulfil the increasing demand of milk in the State, it is proposed for upgrading available breedable cattle population. The Committee proposes the blood level of exotic Germ-plasm to be maintained at 50-75%. Accordingly it is proposed that the

HF X cattle be bred with 50% HF X 50% Sahiwal/Gir/Red Sindhi Germ-plasm, while Jy X Cattle be bred with 50% Jy X 50% Sahiwal/Gir/Red Sindhi Germ-plasm of high pedigree. This would introduce good genetic traits (Black hoof, disease resistance, increased milk yield with higher fat %).

(c) Non-descript Buffaloes— Goa State doesn’t have its own recognized breed of buffaloes. The indigenous/Non-descript buffalo population stands at 25,630.

The Non-descript buffaloes be bred with 100% Pandharpuri, Murrah Germ-plasm of high pedigree while the existing Murrah Buffaloes with only Murrah Germ-plasm.

(II) Farm.— The Directorate of Animal Husbandry and Veterinary Services has 2 (two) Farms, namely:—

(1) Cattle Breeding Farm, Copardem-Satari.

(2) Government Livestock Farm, Dhat--Mollem.

Government Livestock Farm, Dhat-Mollem (a) Murrah Breed.— The Farm maintains pure-bred Murrah Stock. Presently, the breed is bred with 100% Murrah Germ-plasm of high pedigree from recognized Semen Banks.

It is proposed that the Breeding Policy of breeding Murrah Buffaloes to purity with pure Murrah Germ-plasm from high pedigree buffaloes bulls can be continued. The present pure Murrah buffalo population in Goa stands at 741.

(b) Red Sindhi Cattle.— This pure breed of Red Sindhi is inherited from the erstwhile Portuguese regime. At present, the breed is bred with 100% Red Sindhi Germ-plasm of high pedigree.

Germ-plasm. The present pure Red Sindhi population stands at 111 in the State. Cattle Breeding Farm, Copardem, Satari— The farm maintains Pure Sahiwal, Gir breeds and their cross-breds.

Gir Breed— Presently the pure Gir breed which is high yielding is bred with Pure Gir Germ-plasm of high pedigree to purity so as to maintain the indigenous breed. It is proposed to continue to breed Gir to purity and enhance the stock of existing animals. The present pure Gir population stands at 626 in the State.

Sahiwal Breed— The pure Sahiwal breed is maintained at CBF Copordem. Presently the breed is bred with 100% Sahiwal Germ-plasm of high pedigree. It is proposed to breed the Sahiwal breed with 100% Sahiwal Germ-plasm to purity to preserve the Sahiwal breed. The present pure Sahiwal population stands at 196 in the State.

The existing Indigenous breed of cattle such as Sahiwal, Gir and Red Sindhi and also the Murrah breed of Buffalo with the farmers of the State will be bred with the respective 100% Germ-plasm of high pedigree.

Awareness for Veterinarians, Paravets and Farmers.— The farmers and paravets will be made aware as regards the breeding activities in the State of Goa.

It is proposed to arrange awareness at Stockmen Training Centre, Curti Ponda, ICAR, Old Goa, Goa State Co-op Milk Producers Union, Curti Ponda on breeding activities and benefits which would be accrued.

A refresher training to in-service Paravets (Veterinary Assistants/Extension Officers) is proposed at Stockmen Training Centre, Curti, Ponda with emphasis on practical training at the Government Farms (Cattle Breeding Farm, Copardem and Government Livestock Farm, Dhat-Mollem) and maintenance of records and semen handling.

A Seminar on breeding activities and Dairy Management is proposed to be arranged wherein luminaries/Scientists would throw light on the subjects.

Record keeping— Breeding Card:

The Breeding Cards which were introduced at the field level when the Breeding Policy was operational is to be continued. Pink coloured for Cattle and Blue coloured for Buffaloes. A specimen of Breeding Card is appended.

Goa does not have its recognized breed. However present Institute Director of ICAR-CCARI has done substantial work to ascertain the cattle having common phenotypic characters amongst the non-descript cattle population in State of Goa which can be recognized as a breed. A favourable outcome is expected shortly.

The Core Committee formed to look into the above issue will also look after the revising of the Breeding Policy

The Committee shall be as follows:

It was decided that Breeding Policy shall be uniform throughout the State inclusive of Goa State Co-operative Milk Producers Union and other Institutes.

No person/Organisation will procure Frozen Semen straws independently without the approval of Director A.H. & V.S. who is the custodian of all Livestock in the State.

The following draf t rules which the Government of Goa proposes to make in exercise of the powers conferred by section 29 of the Goa, Daman and Diu School Education Act, 1984 (Act 15 of 1985) so as to further amend the Goa, Daman and Diu School Education Rules, 1986 are hereby pre-published as required by sub-section (1) of section 29 of the said Act, for information of all the persons likely to be affected thereby and notice is hereby given that the said rules will be taken into consideration by the Government after expiry of a period of fifteen days from the date of publication of this Notification in the Official Gazette.

All objections and/or suggestions to the said draft rules may be forwarded to the Director of Education, Directorate of Education, Government of Goa, Porvorim-Goa, before the expiry of the said period of fifteen days so that they may be taken into consideration at the time of finalization of the said draft rules.

DRAFT RULES

In exercise of the powers conferred by section 29 of the Goa, Daman and Diu School Education Act, 1984 (Act 15 of 1985) and all other powers enabling it in this behalf, the Government of Goa hereby makes the

following rules so as to further amend the Goa, Daman and Diu School Education Rules, 1986, namely:—

1. Short title and commencement.— (1) These rules may be called the Goa School Education (Amendment) Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Amendment of rule 88.— In rule 88 of the Goa, Daman and Diu School Education Rules, 1986—

(i) in proviso to sub-rule (1), for the word “August”, the word “November” shall be substituted;

(ii) sub-rule (2) shall be omitted.

All objections and/or suggestions to the said Draft Rules may be forwarded to the Director and Ex-Officio Additional Secretary to the Government of Goa, Directorate of Transport, Panaji-Goa, before the expiry of the said period of fifteen days so that they may be taken into consideration at the time of finalization of the said Draft Rules.

DRAFT RULES

In exercise of the powers conferred by sections 26, 28, 38, 65, 95, 96, 107, 111, 138, 159, 176 and 213 of the Motor Vehicles Act, 1988 (Central Act 59 of 1988) and all other powers enabling it in this behalf, the Government of Goa hereby makes the following rules, so as to further amend the Goa Motor Vehicles Rules, 1991 namely:—

1. Short title and commencement.— (1) These Rules may be called the Goa Motor Vehicles (Amendment) Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Amendment of rule 92.— In rule 92 of the Goa Motor Vehicles Rules, 1991,—

(i) in sub-rule (1), for the expression “Regional Transpor t Authority ”, the expression “Regional Transport Authority or State Transpor t Authority ” shall be substituted;

(ii) for sub-rule (2), the following sub-rule shall be substituted, namely:—

“(2) On receipt of an application under sub-r ule (1), the State Transpor t Authority or Regional Transpor t Authority, as the case may be, may require the transferor and the transferee or their duly authorized representatives to remain present before the Assistant Director of Transport (HQ) in case of State Transpor t Authority and Assistant Director of Transport of respective sub offices in Taluka, in case of Regional Transpor t Authority, to prove their identity and append their respective signatures”;

(iii) in sub-rules (3), (4) and (5), for the expression “Regional Transport Authority”, whenever it occurs, the expression “Regional Transport Authority or State Transport Authority”, as the case may be, shall be substituted.
