Art. 1. Introduction

Name of the event: ESOK RALLY 2021 (11th Eskişehir Rally) Date of the event: 23-25th of April 2021

Art. 1.1 Preamble

This rally will be run in compliance with the FIA International Sporting Code (ISC) including appendices, the FIA Regional Rally Sporting Regulations including appendices, the ASN Rally Regulations (only when related to national cars) the WADA/NADA Codes, and the FIA Anti-Doping Regulations, as amended from time to time. The National Road Traffic Regulations shall apply. Unless provided otherwise by these Supplementary Regulations, the provisions of the above Rules and Regulations shall apply.

Any modifications, amendments and/or additions to the Rules and Regulations shall be made in the form of numbered and dated bulletins. Additional information will be published in the Rally Guide. All FIA regulations can be found at https://www.fia.com/regulations .

The various documents will be written in English and Turkish in case of any discrepancy the English text will be binding.

Entries must be submitted in accordance with the FIA RRSR Art. 22 – Art. 24. See also FIA ISC Art. 3.8 – Art. 3.14

An electronic entry application (Internet) will be accepted on the organisers’ website www.esokrally.com If the application is sent by fax, by email or made electronically, the original duly signed entry form must reach the organisers within 5 days following the close of entries.

Nationally homologated cars may participate in the European Rally Trophy rallies when they fit into a national group/class of the organising country, without eligibility to score Trophy points.

Art. 4.4 Entry fees/entry fee packages

Art. 4.5 Payment

The entry fee shall be paid by cheque attached to the entry form or by bank transfer to the account indicated below (in the latter case, adequate proof of payment must be attached to the entry form):

Art. 4.6 Entry fee refunds

The entry fee shall be refunded in full • if the event does not take place

• to teams whose entry application is rejected

The organiser may partially refund entry fees, if a competitor cannot take part in the event due to a duly proved case of force majeure.

Art. 5. Insurance Cover

Art. 5.1 The Organizer has concluded an insurance contract with MAPFRE INSURANCE.

Art. 5.2 The insurance fee (35 €) include the insurance premium liability to covering damage caused to a third party during the competition up to 425.000 EUR in aggregate.

Art. 5.3 Insurance cover start of the rally (TC0) and include only special stages. It will cease at the end of the event or the moment of retirement or disqualification. In case of withdrawal, the time taken into account will be the closing time of the following TC. Cars having retired and re-started the next Day shall not be

considered to have permanently retired.

Art. 5.4 In accordance with Art. 16.3 of the 2021 Regional Rally Sporting Regulations, vehicles with Service and Auxiliary plates and/or other special plate issued by the Organizer are not covered by event policy. Vehicles used by the crews during reconnaissance, even if have the event’s specific stickers, must be insured by their owners.

Art. 5.5 In case of accident during the rally, competitor or his representative must immediately notify in to the Clerk of Course.

Art. 5.6 Car third party liability insurance - all crews at Administrative Check have to hand in a valid motor third party liability insurance policy International Green Card which must be valid for road / liason sections on the rally. Without this card, the crew won’t be permitted to start.

Art. 6. Advertising and Identification

Art. 8. Fuel

All type of fuel must follow Appendix J Art. 252.9. (RRSR Art. 62).

8.1 Fuel Requirements

It is mandatory for participants to use Fuel in accordance with Art.62.1 – V1b 2021 FIA ERT Regulations. 8.2 Closing Date For Ordering Fuel

The closing date for ordering fuel is 17th of April 2021 8.3 Distrubition For Non-Priority Drivers

Competitors may only refuel in the refuelling zones or remote refuelling zones designated by the Organiser in the Road Book.

8.4 Refuelling

Refuelling will be done in accordance with Art. 62 of the 2021 FIA RRSR.

For safety and environmental reasons, refuelling will be carried out just behind the TC of Service Parks exit and in the special remote refuelling zones. Competitors may only refuel in the refuelling zones or remote refuelling zones designated by the Organiser in the Road Book. Only crew members and support personnel are responsible for compliance with fire safety regulations during the refuelling. Only team members with the team passes, who must wear fire proofing clothing, will be allowed to go in to the refuel area.

Art. 9. Reconnaissance of Special Stages

Reconnaissance will be according to FIA RRSR Art. 35. The schedule for the reconnaissance is published in Appendix 2 of these supplementary regulations.

Art. 9.1 Registration procedure

Art. 9.2 Specific regulations

During reconnaissance, all national traffic regulation must be followed, including but not limited to the speed limits. Please note that the Special Stages will not be closed to public traffic during reconnaissance. The organizer may reduce the allowed speed individually by marking the areas in the road book and along the route. Speeding during reconnaissance and / or shakedown will penalised according to FIA RRSR Article 34.2. Art. 9.3 Collection of speed control checking devices

All reconnaissance cars must be equipped with a speed control checking devise. This devise can be collected according the programme in chronological order (SR Art. 3)

Art. 10. Administrative checks

Art. 10.1 Documents to be presented:

To keep the time required for the administrative checks to the necessary minimum, make sure to bring and present the following documents:

Competitors’ licence

 Driver’s and co-driver’s competition licences  Driver’s and co-driver’s ID cards/passports  Driver’s and co-driver’s valid driving licences

 ASN authorisation for foreign competitors (if required)  Completion of all details on the entry form

 Car registration papers

 Competition of all details on the entry form  Car insurance cover certificate

 Valid personal accident insurance

Documents and registration papers for the rally car

 An authorization letter from the registered owner if the car is not the property of one of the crew members.

Art. 11. Scrutineering, Sealing and Marking

Art. 11.1 Scrutineering, venue and time

Cars may be presented at scrutineering by a representative of the team. See programme (SR Art. 3) Art. 11.1.1 Scrutineering, mandatory documents

Cars’ complete certified homologation  SOS / OK board (DIN A3 format)

For each car of the FIA Priority Drivers, one spare gearbox and one set of spare differentials (front and/or centre and/or rear) may be used in each rally. These spare components and those fitted to the car will be marked/sealed at initial scrutineering. These cars must have their sump guards removed for sealing of gearboxes and differentials and be kept with the car for the purpose of weighting.

All items of clothing including helmets and FHR (Front Head Restraint) intended to be used, e.g. HANS devices, must be presented for scrutineering. They shall be checked for compliance with Appendix L, Chapter III.

Art. 11.5 Noise level

The maximum noise level permitted is 103 dBA. Cars not complying with this rule will not be allowed to start.The noise will be measured with a sonometer regulated at “A” and “SLOW”, placed at an angle of 45 degrees to and a distance of 50 cm from the exhaust outlet, with the cars engine running at 3 500 RPM. Art. 11.6 Special national requirements

11.6.1 Cars equipment

Competing cars must be equipped with:

 Two fluorescent jackets (one per person);  First aid kit;

 One reflective triangle;

 Two seatbelt cutters easily accessible for the driver and co-driver when seated with their harnesses fastened as prescribed on Art. 253.6.1of Appendix J – FIA

 “SOS” / “OK” sign measuring at least 42 cm x 29,7 cm (A3) as per 2021 RRSR Art. 40.2.2 11.6.2 Cars lighting

On the road sections and the special stages, mandatory use the car lighting only through the original fitted headlamps. Complying with this provision will be checked by judges of fact. Any infringement will be reported to the Stewards.

Art. 11.7 Installation of the safety tracking system

All ERT Drivers are OBLIGED to have Safety Tracking System installed during Recce. In case of breach 1.750 TL (250 EURO) fine is to be applied.

Art. 12. Other procedures and regulations

Art. 12.1 Ceremonial start procedures and order Art. 12.1.1 Ceremonial start procedure and order

The Ceremonial start is mandatory for all crews and competing cars and will take place at ESPARK AVM on from 21:30 at Friday, 23th April 2021. All competing cars will enter a holding area placed on the central square till 21:00 at the latest, holding area will be open from 20:30h. 100 euros penalty will be applied in case of delay. Ceremonial start will be run following the start list of the ceremonial start. After the Ceremonial start competing cars will be at competitor’s disposal.

Art. 12.1.2 Start order and intervals Starting order for Leg 1 shall be as follows:

FIA priority drivers.

 All the other competitors at the discretion of the Organizers. Start order for Leg 2:

 The start order for Leg 2 shall be based on the classification at the finish of the final special stage of the Leg 1.

 Start interval for the all drivers’ cars will start at one minute intervals. .

Art. 12.2 Electronic start procedure

1- 4 small yellow LED's lights up to the left of the clock 30 seconds before start. 2- A round yellow light lights up 10 seconds before start.

3- Screen counts down from 5 with red round lights. 4- When all the lights go off competitors are allowed to start Art. 12.3 Finish procedures

The competition part of the rally ends with check in on Time Control TC-12, located at parc ferme at service area on 25 April 2021, Sunday, at 16:16

Art. 12.3 Permitted early check-in

Crews are authorized to check in early without incurring a penalty at TC-5C and TC-11A. Art. 12.4 Super Special Stage, regulations and order

Any crew which has failed to complete Leg1 may be assumed to re-start the rally from the start of the next Leg only if they confirm their intention in writing to the Clerk of the Course one hour prior to the publication of the start list of the Leg2. The competitor must advise the Organiser in writing of the reason for retirement (e.g. accident, technical problems, etc.) and the intention to have the car re-scrutineered.

This shall apply to any car which has been not classified on the grounds of exceeding the time limit or has failed to report to a time control, but shall not apply where car has been excluded for breach of eligibility requirements, traffic infringements by a decision of the Stewards.

The car must report to the overnight Parc Fermé prior to the next Leg no later than 1 hour before the scheduled start of next Leg. New time for scrutineering will be 1 hour before the start of Leg 2.

The car must retain its original body shell and engine block as marked at pre-rally scrutineering. The competitor must be represented during the re-scrutineering at a time to be advised by the organizers.

Art. 12.5.2 Penalties

For all crew which re-start a time penalty will be applied. This time penalty will be as follows:  For every stage or super special stage missed: 7 minutes

 However, should the first special stage or super special stage that is missed be:

 the last stage before overnight regroup, the penalty will be 10 minutes. This 10-minute penalty can be applied only once in a rally.

 This time penalty will be added to the fastest time of the driver’s group for each missed stage, which shall include the special stage or super special stage on which the crew has retired.

A limitation for servicing, refuelling and changes of mechanical parts is introduced in 2021 FIA RRSR. Services can be entered only with Service car (SERVICE).

Auxiliary vehicles are not allowed to enter the Service Park. Further details concerning the entrance of service and auxiliary vehicles are given in the Service Road Book.

Art. 12.5.5.2 Speed limit Art. 49.4 of 2021 FIA RRSR

Maximum speed in the Service Park may not exceed 30 km/h. Speeding will be penalized by the Clerk of Course as follows: 25 EUR per kilometer per hour over the speed limit.

Art. 12.5.5.3 Catering Within Service Park

Catering in the service park is forbidden except a written agreement with the Organiser has been reached. Catering service for drivers and service crew is allowed. Use of LPG is prohibited within the whole service park.

Art. 12.5.5.4 Behaviour Within the Service Park

Only competition vehicles and service vehicles with affixed service plates “SERVICE” (issued by the Organiser) are allowed to enter into the service area.

Damages of the surface of the Service Park has to be avoided. Nails, screws and other fittings for fixing anything on the surface of Service Park is not allowed. For damages at the service area assigned to the crew, the crew is liable. Crews are obliged to put a sufficiently large plastic ground sheet under the competition vehicle as long as service works are carried out. No sustainable and in avoidable damages shall be caused by service works. Refuelling is allowed only at the foreseen refuelling zone and in accordance with art. 58 of FIA 2021 RRSR. One fire extinguisher minimum 6kg must be present at each service place. After the rally the service park has to be handed over in tidy condition. Crews are responsible for the removal of their waste and sewage.

Flexi Service will be run in compliance with art 51 of the 2021 FIA RRSR. Art. 12.5.6 Barriers

Due to safety reasons, tire barriers will be positioned on the rally route to reduce speed of rally cars. The judges of fact will follow in these points to the right passage of barriers.

Art. 12.6 Official time used during the rally

Official time used during the rally will be GMT+2:00 h. Art. 12.7 Excessive Speed During The Rally

 Speeding during a rally will incur a fine applied by the Clerk of the Course as follow: per km per hour over the speed limit: 25 EUR. Art. 20.3 of 2021 FIA RRSR

Art. 12.8 Traffic Laws

 Throughout the rally, both crew members must have a valid driving license and must observe the Turkish traffic laws. Infringements will be referred to the Clerk of the Course.

 In the case of an infringement of the traffic laws committed by a crew participating in the rally, the police officers or officials having noted the infringement must inform the thereof, in the same way as for normal road users.

 Should the police or the official decide against stopping the driver in the wrong. They my nevertheless request the application of any penalties set out in the Supplementary regulations of the rally, subject to the following:

that the notification of the infringement is made through official channels and in writing, before the posting of the provisional final classification

 that the statements are sufficiently detailed for the identity of the offending driver to be established beyond all doubt, and that the place and time of the offence are precise

Art. 15.1 Final Checks

Time and location: see programme (SR. Art. 3)

Any teams required to undergo final checks must immediately follow the instruction of the marshals in charge, even if this prevents them from proceeding to one or more time controls (TC). The complete original FIA homologation form and other necessary certifications must be available for final checks. For national cars the corresponding original ASN documents must be available.

Art.15.2 Protest deposit

The protest deposit is: EUR 1.000

If a protest requires the dismantling and re-assembly of a clearly defined part of the car, any additional deposit will be specified by the Stewards upon a proposal of the Chief Scrutineer.

Appendix 5 – Extracts from FIA ISC Appendix L relating to overalls, helmets and any

other safety requirements

All competitors are reminded of Appendix L of the FIA International Sporting Code, in particular its Chapter III - Drivers’ Equipment.

Helmets (Appendix L, Chapter III, Art. 1)

All crews must wear crash helmets homologated to one of the following FIA standards: • 8858-2002 or 8858-2010 (Technical List N°41),

• 8859-2015 (Technical List N°49),

• 8860-2004 or 8860-2010 (Technical List N°33), or • 8860-2018 or 8860-2018-ABP (Technical List N°69) Frontal Head Restraint (FHR, Appendix L, Chapter III, Art. 3)

All crews must use FIA approved FHR systems homologated to FIA standard 8858. Approved FHRs, anchorages and tethers are listed in Technical List N° 29.

All drivers and co-drivers must wear overalls as well as gloves (optional for co-drivers), long underwear, a balaclava, socks and shoes homologated to the FIA 8856-2000 standard (Technical List N°27) or 8856-2018 (Technical List N° 74). Please pay special attention to the prescriptions of Art. 2 concerning embroidery and printing on flame-resistant clothing (manufacturer certificates etc.) as well as concerning the correct wearing of the clothing elements! See also Regional Rally Sporting Regulations, Article 53.1.

Biometric Devices (Appendix L, Chapter III, Art. 2.1)

Drivers may wear a device to collect biometric data during racing.

• If the biometric device is integrated into a protective garment homologated to FIA Standard 8856, the garment shall be homologated to FIA Standards 8856 and 8868-2018.

• If the biometric device is a stand-alone device, then the device must be homologated to FIA Standard 8868-2018 only.This device must be worn in addition to the garment homologated to FIA Standard8856. Wearing of jewellery (Appendix L, Chapter III, Art. 5)

The wearing of jewellery in the form of body piercing or metal neck chains is prohibited during the competition and may therefore be checked before the start.

Appendix 6– Competitor Safety

EQUIPMENT OF THE CREWS

Whenever a car is in motion on any type of special stage and until the stop control, the crew must wear homologated crash helmets, all required safety clothing and equipment in compliance with Appendix L Chapter III - Drivers’ Equipment as intended by the equipment manufacturer and have their safety belts correctly fastened. Any infringement will be penalised by the Stewards.

EQUIPMENT OF THE CARS

In case a Safety Emergency console (Tracking System) is provided by the organiser, the system must be easily accessible for the driver and co-driver when seated with their harnesses fastened. “SOS/OK” sign Each competing car shall carry a red “SOS” sign and on the reverse a green “OK” sign measuring at least 42 cm x 29.7 cm (A3). The sign must be placed in the car and be readily accessible for both drivers.

Each competing car must carry a red reflective triangle. INCIDENT ON A SPECIAL STAGE

In the case of an accident where urgent medical attention is required, the following applies: - The SOS switch on the emergency console must be activated as soon as possible (if.applicable)

- When possible the red “SOS” sign should immediately be displayed to the following cars and to any helicopter attempting to assist.

Any crew which has the red “SOS” sign displayed to them, or which sees a car which has suffered an accident where both crew members are seen inside or outside the car, shall immediately and without exception stop to render assistance unless they see the OK sign. All following cars shall also stop. The second car at the scene shall proceed to inform the next radio point. Subsequent cars shall leave a clear route for emergency vehicles. All crews stopped by this procedure will be allocated a time according to Art.39.

In the case of an accident where immediate medical intervention is not required or of a car stopping for any other reason on or beside a special stage, whether temporarily or permanently, the following applies_ - The OK switch on the emergency console must be activated within on minute (if applicable) The green “OK” sign must immediately be displayed to the following cars and to any helicopter attempting to assist.

If the crew leaves the vehicle, the “OK” sign must be displayed so that it is clearly visible to all following crews. Any crew which is able but fails to comply with the above rules will be reported to the clerk of the course. The road book shall contain a page giving the accident procedure.

Any crew retiring from a rally must report such final retirement to the organisers as soon as possible, save in a case of force majeure. Any crew failing to comply will be subject to a penalty at the Stewards’ discretion.

INCIDENT ON A SPECIAL STAGE INVOLVING A PERSON WHO IS NOT A CREW MEMBER

If a crew is involved in an accident in which a member of the public sustains physical injury, the car must stop immediately, and the procedure as laid down in Article 40.3.1 must be followed (in 2021 FIA RRSR)

Electronic Red Flags (if applicable) Electronic red flags will be used in all competing cars. When activated from rally control, the screen of the Emergency Console will turn red and show the message “RED FLAG”. Crews must immediately confirm the electronic Red Flag by pressing the button “ACKNOWLEDGE” and proceed as specified in Art. 40.5.3. (in 2021 FIA RRSR)

Red Flags at radio points

The Red Flag will be displayed to crews only on the instruction of the clerk of the course. The flags may only be displayed at radio points marked in the road book and by a marshal wearing a distinctive jacket of the colour stipulated in Appendix III, Article 5.2.6 and on which is marked the radio point symbol. Flags will be displayed at all radio points preceding the incident. A Red Flag must be available at each stage radio point (situated at approximately 5 km intervals).

No flag other than the Red Flag may be deployed at any point in a special stage. Meanings of a Red Flag

On passing a displayed Red Flag and/or receiving an electronic Red Flag, whichever happens first,xs the driver must immediately reduce speed, maintain this reduced speed until the end of the special stage, and the instructions of any marshals or intervention car drivers. Failure to comply with this rule will entail a penalty at the discretion of the Stewards.

A crew which has been shown the Red Flag will be given a notional time for the stage as in according to Art. 39. (in 2021 FIA RRSR)

If different signalling systems (e.g. flashing lights) are used in super special stages, full details must be included in the supplementary regulations. If a stage is interrupted or stopped and the crews are required to pass through the special stage, a Red Flag must be displayed at the start to inform the drivers how they must proceed.

Red Flag points during reconnaissance

During reconnaissance, a sign bearing the radio post symbol must be displayed at the location of each radio point. This sign may be smaller than that used in the rally but must be clearly visible to crews performing reconnaissance in order that the locations may be noted.
