Lokayan ("Dialogue of the People") has been an intellectual initiative to promote active and sustained exchange among activists from non-party political organizations and movements and other concerned citizens. Lokayan seeks to evolve a systematic critique of the established modes of development and political action, and move towards a new ideology for a decentralized democratic order which respects the cultural and social diversity of marginalized sections of society. LAWASIA was founded in 1966 as an association of lawyers and law societies in Southeast Asia. In 1979 the Sixth LAWASLA Conference decided to establish a Permanent Standing Committee on Human lbghts. The Conference resolved that the duties and functions of the committee should be to work towards

establishment of a Center for Human Rights in the Region whose principal function in the region by research, education, the use of the mass media and publication of literature; to publish reports on matters affecting human rights within the region; to safeguard the independence and freedom of lawyers and judges in the discharge of their duties in matters concerning human rights; and to work towards ratification and implementation of International Conventions on human rights by governments in the LAWASLA region
