Teachers engagement: As per RTE the Teachers Eligibility Test(TET) was organized in Darrang district for appointment of new teachers in the vacant post of all PS and UPS. After qualifying in the test and following the criteria of NCTE the new Contractual teachers were engaged in the vacant post of LP and ME govt. schools. The teachers were engaged in phase manner in the month of June and August 2012.The table below shows the number of teachers engaged in each phase :

At present total 1799 numbers of teachers are working in the district.

Training of untrained teachers: Total 1400 numbers of untrained newly engaged contractual teachers were enrolled for two years long term in service D.EL.ED course. The training is initiated by Krihna Kanta Handique open university(KKHOU) in the in total 10 centres of the district.

Free distribution of New Textbook as per NCF-05 : The Government of Assam has adapted the NCERT textbooks on core subjects viz Science, Mathematics, English and Hindi from class-I to VIII. The remaining other subjects, were developed in state context based on NCF-2005. The SCERT, Assam has developed (both translation & adaptation) the new Textbooks from class-I to class VIII in collaboration with SSA, Assam and accordingly the district has also distributed the free textbooks to the learners of elementary schools.

Distribution of Evaluation & Practice Book,Children diary, Akhar Likho Aaha and Academic Calendar : Like the previous year this year also SSA, Assam has initiated the process of the distribution of learning materials for the learners so that they can develop their learning potentialities inculcating their habit of practice. Vigyan Jagaran Jatra : National Curriculum Framework (NCF) 2005 emphasises on popularization of Science and Mathematics education at the elementary level. Keeping the above points, SSA, Assam has planned a series of exhibition cum competition on “Model/Project” among the learners of upper primary schools at cluster, block and district level. Accordingly our district has organized the exhibition cum competition at block level in the collaboration with British council a 6 days training of LP school teachers in English was held in the district in the month of December 2012. Total 300 numbers of teachers were trained in the programme.

Community Mobilization

The objectives of the component

 To Provide the Access of Community Support through formation of Various Peoples Committees & Release of Annual school grant.

 Bridging the gender & social category gaps through specific activities for girls, ST/SC & minority community.

 Community Mobilisation to ensure retention of children and to facilitate children’s attendance & community’s participation in school activities.

 Strengthening & capacity build up of SMCs & PRI Members to prepare School Development Plan & to work as a bridge between community & school.

Activities conducted in the year 2012-13:

1. Utsav Vidyarambha, 2013 (Enrolment Drive for the year 2013):

To welcome children at the gateway of their journey towards education, the programmed named “Utasav Vidyarambha-2013” was organized at all schools in the district for 5-days at the beginning of

the academic session during January 2013. In this programme, activities like Cleaning of school campus, School Signboard renovation; Illuminating/lighting lamps in the school building were conducted and the programme was widely published through public communication system in some particular areas. Besides, the Mothers Groups and Student Govt were also reconstituted during this programme. 2. Observation of RANGMELA:

A progrmme namely as “RANGMELA”, was organized in each and every elementary level schools, in each cluster, in each block and also in the district. In ‘RANGMELA’ various competitions on co-curricular and co-scholastic activities was also organized among the children.

3. Release of Annual School Grants:

The annual school grants namely Annual School Infrastructure Grant, Annual School Maintenance Grant and Teachers grants have been provided to all Govt., Provincialised and Recognized LP & ME, MV, MEM and Pre Sr. Madrassa, composite schools & new school (upgraded EGS centre) to meet up the certain requirement of the school and preparation TLM for effective class room transaction for the year 2012-13 through the way of bank transfer

5. Saturday Club Activities:

To developing the potentiality of children in co-scholastic areas in a systematic and structured manner, total 153 Saturday Clubs was constituted in 153 numbers of schools of the district. In this regard a Manual for Saturday Club was prepared and printed at district level and the Manual was shared with the concern School Management Committee at district. An amount of Rs.1000/- per School Management Committee was also provided for conducting various activities of Saturday Club to 153 numbers of school.

6. Mass Mobilization Campaign in Special Focus Areas:

To generate awareness among the masses of SFG areas like the tea garden, char, flood affected and borders areas regarding Right to Education Act-09 and to ensure their active participation in SSA activities for achieving UEE and retention of the learners mass mobilization campaign through street play was organized in weekly/daily huts (markets) of the district. Altogether 45 nos. of camp was organized in the district through the District Implementation Unit of Assam Mahila Samata Society, Darrang.

7. Social Audit in selected elementary school:

To ensure the Community participation and to enhance community awareness, Social Audit was conducted in 250 numbers of selected schools of the district through the concerned SMCs.

8. Observance of National Education Day:

For commemoration of birth day of great Educationist and first Union Education Minister Moulana Abdul Kalam Azad, the 11th November’2012 was celebrated as ‘National Education Day’ in the district. In this day, various competitions were organized among the students and one general meeting was organized to share the significance of the day.

Key Achievement

1. All most all schools have prepared 3 years school development plan for their respective school. 2. School Grants have been properly utilised by the school management committees.

3. No gender gap prevails in the district. Now, percentage of girl’s school going children is higher (96.62%) than boys school going children (95.97%).

4. Out of school children reduced from 50089 in inception of SSA to 6911 in the present year.

5. School Management Committees convening meeting to share various issues related to the school in a regular interval.

Major Agenda of AS component:

 To implement KGBV schemes in EBBs.  To ensure gender equity in education.

 To ensure access to education in all habitations.  To carry out media related programme.

Kasturba Gandhi Balika Vidyalaya:

In all 3 EBBs, declared by the GoI, Kasturba Gandhi Balika Vidyalayas were set up, with a vision of providing education to the dropped out girls belonging to Educationally Backward Blocks of undivided Darrang district namely, Pub Mangaldai, Dalgaon Sialmari & Bechimari. In order to achieve objective of ‘quality with equity’ at elementary education upto the age of 14 , Model II KGBVs were set-up at the above named 3 CD Blocks , where as per Census Data of 2001, the rural female literacy rate was

below the national average and gender gap in literacy was more than the national average. School Building: The KGBV Pub Mangaldai & KGBV Dalgaon are in its own building constructed by

SSA, and the KGBV Bechimari is at rented building complex. Enrolment in KGBVs:

 District Level convention for Girls: ACCESS:

Not having schooling facility at some habitations leads to making the children deprived of education. In view of landmark RTE Act 2009 and State Rules of RTE Act 2009 , all the habitations not having schooling facilities within 1 km & 3 km radius must have school of Lower primary and upper primary level respectively, so that the children of that hamlet can enjoy schooling facility at a prescribed distance.

GPS mapping:

The GPS exercise has been completed in the district and submitted to state level for further analysis, through which need of schools of LP & UP standard would be finalized.

MEDIA:

In general, "media" refers to various means of communication. For example, television, radio, and the newspaper are different types of media, which has a constructive role to play for the society. Today News Channels and even some Newspapers are mouthpieces of some social issues, which helps us to estimate the realities of lives. Media has played an important role in order to focus on the social issues in almost every era.

Since, the SSA is a community owned programme, its every aspect needs to reach the community, which would bring involvement and participation. Following activities are taken up….

Publish of RTE Act 2009 mandates and responsibility of stakeholders through Journal, Souvenir published by different organizations.

o Installation of hoarding at different places of the district.

o Preparation of Documentary on good practices.

o Practice of conveying information through Social Networking Site (twitter).

SPECIAL TRAINING CENTRE (RURAL)

Since inception SSA has been striving to reach out all children of 6-14 years age group in order to ensure universalisation of elementary Education. For this various interventions have been operationalised like setting up of EGS centre, AIE Centres viz. Sanjogi Siksha Kendra, Community Coaching Programme, Upper Primary Bridge Course Centre, Work Site Siksha Kendra, Seasonal Hostels etc. Even the alternative schooling centre has been extended to the Religious Madrassa as well. After the enactment of RTE Act 2009 the AIE Centre has been converted to Special Training centre. As RTE Act 2009 made it clear that every child of age group of 6-14 years shall have a right to free and compulsory education in a neighborhood School till completion of Elementary Education and every child of age up to 14 years , whether he/she is never enrolled or dropped out shall have the right to enroll in formal school in a class appropriate to his/her Age and in order to be at par with others, have right to receive a Special Training and shall be entitled to free education till completion even after 14 years. So as per the enactment of RTE new Special Training Centre has been operationalised in order to cover the out of school children.

Section IV of the RTE Act , 2009 specifically refer to the enrolment of out of school children into age appropriate classes and the requirement to provide special training that will enable this to take place. As per the act all children of 6 to 14 years must be enrolled in age appropriate classes. This particular section of the act has important implications pertaining to other section of the act ,notably those related issues of quality, curriculum, and class room practices, teachers and teachers training ,responsibilities of the state government and local authorities and school management committees and the role of civil society. Hence, implementation of Special Training is crucial, important and challenging for proper implementation of the Act. Section 8 (a) of the Act further says “compulsory education means obligation of the appropriate government to ensure compulsory admission, attendance and completion of elementary education by every child of the age of 6-14 years and school provision of the Act lays down that a child so admitted in elementary education should be entitled to free education till completion of elementary education even after 14 years”.

In 2011-12 200 special training centres had been operattionalised covering 3762 nos. of out of scholl children and all the centres has been successfully closed down after mainstreaming the learners in age appropriate classes.In 2012-13 130 new special training centres has been operationalised covering 2180 nos. of children.These centres are presently functioning as there was delay in opening of the centres and these centres will be continued in 2013-14. Proposal has been sent to State Mission office for 100 new centres in 2013-14.These centres will cover approximately 2000 out of school children.These special training centres are opened within the school itself and one Education volunteer is engaged by the concerned School managing committee for imparting special training to the identified children. An honorarium of Rs.3000/- is paid to the EV.This amount is released to the EV through the concerned SMC. Necessary centre materials and teaching learning materials for learners are provided apart from the bridge materials and condensed books.

SPECIAL TRAINING IN RELIGIOUS MADRASSA

There is large nos. of religious Madrassa functioning in the area dominated by Muslim community. Prime objective of this institution is to impart religious education to the children of Muslim community. The core curriculum of these Institutions is purely religious and its main aim is to create a group of religious priest. But in some Madrassa it has been observed that the management is trying to introduce some subject of secular education. These Madrassa covers a Sizable Nos. of children below 14 years age and most of them are not getting any input of formal education as such. To bring these children within the purview of formal education, It is designed to open alternative schooling centre in these institutions as well where the children could learn the competencies of formal schooling apart from the religious lessons. Considering the above importance the district has extended AIE intervention to 55 nos. Religious Madrassa covering 3011 nos. of children.

These Madrasaa are mainly run by public donations and there is a managing committee in each Madrassa. Honorarium and monthly centre contingency etc is released to the managing committee. The learners of the Madrassa are not mainstreamed in the formal school because they go to pursue higher religious training to the other religious Institutions. For any SSA intervention “back to school” is the prime objective for every children. But in the Madrassa intervention this is beyond execution. Hence this is a challenge for SSA to provide continuation of formal education for these learners.

37 nos. of seasonal Centres has been reoperationalized. This intervention was first implemented in 2007—2008. Since then every year seasonal worksite centre are being operationalized in the period from Nov. to March for a short term.

Through this intervention the children living with parents working in the brick kiln, stone quarries are provided alternative schooling facility. A worksite seasonal centre is established in the premises of brick kiln itself. One SK is engaged in each Centre and necessary learning materials like Black board, work book and other stationary item are provided to the children. In addition to the specific goal of imparting education, the programme focuses on maintaining a liaison with SSA/ schooling authorities of sending areas. For linking to the children to their original school of native areas after their return. These children get a educational progress card on return to their native place.

Inclusive Education is basically a concept wherein the stress is to provide education to Children With Special Needs (CWSN) in an environment most appreciate to their learning needs. The Right to Education Act.2009 ensure the Free & Compulsory Education to the CWSN. Provided that a Child with disability as defined in clause (i) of section 2 of PWD Act-1995 shall have the right to pursue Free & Compulsory Elementary Education in accordance with the provisions of Chapter – V of the said Act.

Computer Aided Learning has played a great role in enhancing the quality of the learners and capability of teachers. It is found from the comparative study that, the intervention under SSA has made a positive impact in these CAL schools particularly in the area of increase in enrolment and retention and reducing the drop out of children.
