1.5 COMMISSIONING PLAN

A. The CxA will develop the commissioning plan. The following narrative provides a brief overview of the typical commissioning tasks during construction and the general order in which they occur.

1. Commissioning during construction begins with an initial scoping

commissioning meeting conducted by the CxA where the commissioning process is reviewed with the project commissioning team members. 2. Weekly meetings will be required during construction, scheduled by the

CxA, through the owner or CM, with necessary parties attending to plan, scope, coordinate, schedule future activities, and resolve problems. Typically these meetings commence during MEP installation and continue into the building occupancy period or until all issues are resolved.

3. The CxA develops equipment and system performance test procedures. 4. The performance tests are executed by the contractor under the direction of

the CxA with the assistance of the facility staff. Documentation is by the CxA.

5. The CxA reviews the training plan provided by the contractor. 1.6 RESPONSIBILITIES

A. The general responsibilities of various parties in the commissioning process are provided in this sub-section. The specific responsibilities are in the Technical Specifications.

B. All Parties:

1. Follow the commissioning plan. 2. Attend commissioning meetings. C. Architect (of A/E):

1. Construction Phase

a. Attend the commissioning scoping meeting and selected commissioning team meetings.

b. Perform submittal review, construction observation, as-built drawing preparation, O&M manual preparation, etc., as contracted.

c. Prepare and submit final as-built design intent documentation for inclusion in the O&M manuals. Review and approve the O&M manuals. D. Mechanical and Electrical Designers/Engineers (of the A/E)

1. Construction Phase:

a. Attend commissioning scoping meeting and other selected

commissioning team meetings.

b. Participate in the resolution of system deficiencies identified during commissioning, according to the contract documents.

c. Review and approve the performance test procedure forms for major pieces of equipment for sufficiency prior to their use.

2. Occupancy and Operations Phase:

a. Participate in the resolution of non-compliance, non-conformance and design related issues identified during commissioning during warranty- period commissioning.

E. Commissioning Authority (CxA): The CxA will verify the execution of

commissioning process activities using random sampling. Verification will include, but is not limited to, equipment submittals, construction checklists, training, operating and maintenance data, tests, and test reports to verify compliance with the OPR. When a random sample does not meet the requirement, CxA will report the failure in the "Issues Log."

1. Construction Phase:

a. Coordinates and directs the commissioning activities in a logical, sequential, and efficient manner using consistent protocols and forms, centralized documentation, clear and regular communications, and consultations with all necessary parties.

b. Plan and conduct a commissioning scoping meeting and other commissioning meetings.

c. Review those contractor submittals which are applicable to systems being commissioned for compliance with commissioning needs, concurrent with the A/E reviews.

d. Write and distribute construction checklists.

e. Develop startup and initial systems checkout plan with subcontractors. f. Approve construction checklist completion by selected site observation

and spot checking.

g. With necessary assistance and review from installing contractors, write the performance test procedures for equipment and systems, including energy management control system trending, or manual performance testing.

h. Analyze any performance data to verify performance.

i. Coordinate and witness manual performance tests performed by installing contractors. Coordinate retesting as necessary until satisfactory performance is achieved.

j. Maintain a master Issues Log. Provide the owner/CM with written progress reports and test results with recommended actions. k. Review the training of the owner’s operating personnel. l. Provide a final commissioning report.

m. Coordinate the development of a systems manual. 2. Occupancy and Operations Phase:

a. Return to the site within 10 months into the 12 month warranty period and review with facility staff the current building operation and the condition of outstanding issues related to the original and seasonal commissioning.

F. Owner or Owner’s Representative (CM): 1. Construction and Acceptance Phase:

a. Facilitate the coordination of the commissioning work by the CxA, and, with the GC and CxA, ensure that commissioning activities are being scheduled into the master schedule.

b. Attend a commissioning scoping meeting and other commissioning team meetings.

c. Coordinate the resolution of non-compliance and design deficiencies identified in all phases of commissioning.

G. Contractor: Each contractor and their subcontractors and vendors shall assign

representatives with expertise and authority to act on their behalf and schedule them to participate in and perform commissioning process activities including, but not limited to, the following:

1. Construction Phase:

a. Facilitate the coordination of the commissioning and incorporate commissioning activities into the Overall Project Schedule.

b. Ensure that all subcontractors and vendors execute their commissioning responsibilities according to the contract documents.

c. Attend and participate in commissioning team meetings held weekly during the functional testing phase.

d. Provide the training of owner personnel.

e. Review and accept construction checklists provided by the commissioning authority.

f. Complete construction checklists as work is completed and provide the filled out checklists to the CxA on a weekly basis.

g. Accomplish commissioning process test procedures.

h. Cooperate with the CxA for resolution of issues recorded in the “Issues

Log.”

i. Prepare O&M manuals according to the contract documents, including clarifying and updating the original sequences of operation to as-built/as- tested conditions.

2. Occupancy and Operations Phase:

a. Ensure that subcontractors correct deficiencies and make necessary adjustments to O&M manuals and as-built drawings for applicable issues identified in any seasonal testing.

H. Contractor and Subcontractors:

1. Attend commissioning portion of Project Meetings as necessary.

2. Participate in resolution of problems and deficiencies that are discovered during commissioning.

3. Coordinate and direct system installers in executing their commissioning tasks.

4. Coordinate with Commissioning Agent on integration of construction and commissioning schedules.

5. Notify Commissioning Agent when all the following have been achieved. It is permissible, with prior approval by the Commissioning Agent, to provide

notification for individual systems, as the following are all completed for each system.

a. All controls sequence checkout is complete. b. All test and balancing is complete.

c. All manual isolation valves have been left open.

d. Piping and duct systems have been cleaned and tested. I. Installer’s and Manufacturer’s Representatives:

1. Attend commissioning portion of Project Meetings as necessary.

2. Participate in resolution of problems and deficiencies that are discovered during commissioning.

3. Assist Commissioning Agent by completing pertinent sections of the Commissioning Procedures.

4. Commissioning does not relieve installers from obligations to complete Work as required by Contract Documents.

J. DDC Control System Installer:

1. Review and approve Commissioning Procedures as relevant to controls work.

2. Submit to Commissioning Agent, prior to Sequence Demonstration, two (2) copies of as-installed control Drawings, sequence narratives, control wiring diagrams, and program code or block diagrams.

3. Sequence Demonstration: After completing and documenting all required sequence tests with own staff, demonstrate sequence tests to the

Commissioning Agent.

4. Assist Commissioning Agent with execution of the commissioning functional test procedures.

5. Participate in resolution of problems and deficiencies that are discovered during Commissioning.

K. Lighting Control System Installer:

1. Review and approve Commissioning Procedures as relevant to controls work.

2. Submit to Commissioning Agent, prior to Sequence Demonstration, two (2) copies of as-installed control Drawings, sequence narratives, control wiring diagrams, and program code or block diagrams.

3. Sequence Demonstration: After completing and documenting all required sequence tests with own staff, demonstrate sequence tests to the

4. Assist Commissioning Agent with execution of the commissioning functional test procedures.

5. Participate in resolution of problems and deficiencies that are discovered during Commissioning.

L. VRF System Installer:

1. Review and approve Commissioning Procedures as relevant to controls work.

2. Submit to Commissioning Agent, prior to Sequence Demonstration, two (2) copies of as-installed control Drawings, sequence narratives, control wiring diagrams, and program code or block diagrams.

3. Sequence Demonstration: After completing and documenting all required sequence tests with own staff, demonstrate sequence tests to the

Commissioning Agent.

4. Assist Commissioning Agent with execution of the commissioning functional test procedures.

5. Participate in resolution of problems and deficiencies that are discovered during Commissioning.
