SECTION 01505 MOBILIZATION PART 1 -- GENERAL

1.1 GENERAL

A. Mobilization shall include the obtaining of all permits; moving onto the site of all necessary equipment; furnishing and erecting temporary buildings and other construction facilities; and implementing security requirements; all as required for the proper performance and completion of the Work. Mobilization shall include the following principal items:

1. Mobilize to the site of all Contractor's equipment, personnel, supplies, and incidentals required for first month’s operations.

2. Project sign in accordance with Section 01580, if required.

3. On-site sanitary facilities, safety equipment, and first aid supplies.

4. Arrange for Work and storage yard in accordance with Section 01550, if applicable.

5. Mobilize full-time superintendent to the job site.

6. Detailed approved schedule in accordance with Section 01310.

7. Required submittals which allow the Contractor to commence Work.

8. All required permits, insurance, bonds and licenses to commence Work.

9. Post all OSHA, MSDS, SRF and NPDES required notices.

10. Submittal of the affidavit of findings of the survey of burrowing owl, bald eagle and gopher tortoise nests and a plan for meeting the requirements if the nests are present.

11. All Direct Purchase Order (DPO) requisitions, if required.

12. Safety Plan/Training Plans if required.

PROTECTION OF EXISTING FACILITIES PART 1 – GENERAL

1.01 REQUIREMENTS INCLUDED

A. Where applicable furnish, install and maintain suitable barriers as required to prevent public entry, and to protect the Work, existing facilities, trees and plants from construction operations; remove when no longer needed, or at completion of Work.

1.02 RELATED REQUIREMENTS

A. Section 01010: Summary of Work.

B. Section 01500: Construction Facilities and Temporary Controls.

PART 2 - PRODUCTS

2.01 MATERIALS, GENERAL

A. Materials may be new or used, suitable for the intended purpose, but must not violate requirements of applicable codes and standards.

2.02 FENCING

A. Minimum fence height six feet.

B. Open-Mesh Fence:

1. Galvanized steel posts; 1-1/2 inch line posts and two inch corner posts.

2.03 BARRIERS

A. Materials are Contractor's option, as appropriate to serve required purpose.

PART 3 – EXECUTION 3.01 GENERAL

A. Install facilities of a neat and reasonably uniform appearance, structurally adequate for the required purposes.

B. Maintain barriers during entire construction period.

C. Relocate barriers as required by the progress of construction.

3.02 FENCES

A. Provide and maintain fences necessary to assure security of the site during construction to keep unauthorized people and animals from the site when construction is not in progress.

B. Gates shall have locks; and keys shall be furnished to the Owner.

C. Provide additional security measures as deemed necessary and approved by the Engineer.

3.03 TREE AND PLANT PROTECTION

A. Preserve and protect existing trees and plants at site which are designated to remain, and those adjacent to site.

B. Consult with the Engineer, and remove agreed-on roots and branches which interfere with construction.

1. Employ qualified tree surgeon to remove branches and treat cuts.

C. Provide temporary barriers to a height of six feet, around each, or around each group, of trees and plants.

D. Protect root zones of trees and plants:

1. Do not allow vehicular traffic or parking.

2. Do not store materials or products.

3. Prevent dumping of refuse or chemically injurious materials or liquids.

4. Prevent puddling or continuous running water.

E. Carefully supervise excavating, grading and filling, and other construction operations, to prevent damage.

F. Replace, or suitably repair, trees and plants designated to remain which are damaged or destroyed due to construction operations.

3.04 REMOVAL

A. Completely remove barricades, when construction has progressed to the point that they are no longer needed and when approved by Engineer.

HURRICANE PREPAREDNESS PART 1 -- GENERAL

1.1 THE REQUIREMENT

A. The Contractor is responsible for having plans for protection of the WORK site during hurricanes, and shall prepare and submit a Hurricane Preparedness Plan prior to any construction activity and mobilization.

B. The Hurricane Preparedness Plan shall be submitted to the City at the Preconstruction Meeting for approval and shall include the following:

1. Items and equipment that must be removed from the WORK site.

2. Methods and materials that will be utilized to secure the materials and WORK site.

3. Methods and materials that will be utilized to protect uncompleted WORK items.

4. Plan for maximizing traffic lanes for evacuation.

5. Items that must commence at the time of hurricane watch in order to be completed prior to evacuation.

C. When the National Weather Service issues a Hurricane Watch for Lee, Charlotte, or Collier County, the Contractor shall immediately implement the Hurricane Preparedness Plan.

D. The cost of preparing and implementing the Hurricane Preparedness Plan shall be the responsibility of the Contractor. Hurricane watch and warning will be grounds for contract time extensions.

E. When the National Weather Service issues a Hurricane Warning for Lee, Charlotte, or Collier County, the Contractor shall immediately take down and securely store all project signs. Signs shall be restored to the site prior to commencing construction activities.

F. The Contractor shall notify the City upon activation of the hurricane preparedness plan, when preparations are complete, when the job site is secure, and when the job site is shut down.

1.2 CONTRACTOR SUBMITTALS

A. Submittals of the Hurricane Preparedness Plan shall be in accordance with Section 01300 Contractor Submittals.

FIELD OFFICES PART 1 - GENERAL

1.01 CONTRACTOR'S FIELD OFFICE

Contractor may at their own expense establish and maintain a field office on this project. The Contractor shall have one (1) complete, up-to-date set of As-Built Drawings, Specifications, and Contract Documents (including all Addenda, Change Orders, RFIs, Directives, etc. and SRF requirements) in this office at all times, available for reference at any time. The office shall be provided with telephone service, toilet facilities, light, air conditioning, and heat; the cost of which shall be borne by the Contractor. Notices, instructions, orders, directions, or other communications from the Engineer, left at this office, shall be considered as received by the Contractor.

Construction trailers shall be limited to 200 square feet for single family residential areas per code.

Field offices located in other areas may be combined for both Contractor and Resident Representative’s use. A single family residence or commercial property may be used to facilitate field office space if such said residence/commercial property complies with current code and regulations for said use. Refer to additional requirements outlined in the Cape Coral Land Use and Development Regulations.

SECTION 01600

PRODUCTS, MATERIALS, EQUIPMENT AND SUBSTITUTIONS PART 1 – GENERAL

1.1 DEFINITIONS

A. The word "Products," as used herein, is defined to include purchased items for incorporation into the Work, regardless of whether specifically purchased for the project or taken from Contractor's existing stock of previously purchased products. The word "Materials," is defined as products which must be substantially cut, shaped, worked, mixed, finished, refined, or otherwise fabricated, processed, installed, or applied to form units of Work. The word "Equipment" is defined as products with operational parts, regardless of whether motorized or manually operated and particularly including products with service connections (wiring, piping, and other like items). Definitions in this paragraph are not intended to negate the meaning of other terms used in the Contract Documents, including "specialties," "systems," "structure," "finishes,"

"accessories," "furnishings," special construction," and similar terms, which are self-explanatory and have recognized meanings in the construction industry.

B. Neither "Products" nor "Materials" nor "Equipment" includes machinery and equipment used for preparation, fabrication, conveying and erection of the Work.

1.2 QUALITY ASSURANCE

A. Source Limitations: To the greatest extent possible for each unit of Work, the Contractor shall provide products, materials, and equipment of a singular, generic kind from a single manufacturer.

B. Compatibility of Options: Where more than one choice is available as an option for the Contractor's selection of a product, material, or equipment, the Contractor shall select an option which is compatible with other products, materials, or equipment. Compatibility is a basic general requirement of product, material and equipment selections.

1.3 PRODUCT DELIVERY AND STORAGE

A. The Contractor shall deliver and store the products, materials and equipment in accordance with manufacturer's written recommendations and by methods and means that will prevent damage, deterioration, and loss including theft. Delivery schedules shall be controlled to minimize long-term storage of products at site and overcrowding of construction spaces. In particular, the Contractor shall ensure coordination to ensure minimum holding or storage times for flammable, hazardous, easily damaged, or sensitive materials to deterioration, theft, and other sources of loss.

1.4 TRANSPORTATION AND HANDLING

A. Products shall be transported by appropriate methods to avoid damage and shall be delivered in undamaged condition in manufacturer's unopened containers and packaging.

equipment including those provided by City, by methods to prevent soiling and damage.

C. The Contractor shall provide additional protection during handling to prevent marring and otherwise damaging products, packaging, and surrounding surfaces.

1.5 STORAGE AND PROTECTION

A. Products shall be stored in accordance with manufacturer's written instructions and with seals and labels intact and legible. Sensitive products shall be stored in weather-tight climate controlled enclosures and temperature and humidity ranges shall be maintained within tolerances required by manufacturer's recommendations.

B. For exterior storage of fabricated products, products shall be placed on sloped supports above ground. Products subject to deterioration shall be covered with impervious sheet covering and ventilation shall be provided to avoid condensation.

C. Loose granular materials shall be stored on solid flat surfaces in a well-drained area and shall be prevented from mixing with foreign matter. Loose granular and aggregate material shall be stored at least 6 feet beyond the edge of pavement and at least 10 feet from the radius of any intersection or as necessary to maintain proper site distances.

D. Storage shall be arranged to provide access for inspection. The Contractor shall periodically inspect storage sites to ensure products are undamaged and maintained under required conditions.

E. Storage shall be arranged in a manner to provide access for maintenance of stored items and for inspection.

F. Valves, gaskets and seals shall be covered to protect from sunlight.

G. Pipe shall not be stored more than two bundles high.

1.6 MAINTENANCE OF STORAGE

A. Stored products shall be periodically inspected on a scheduled basis.

B. The Contractor shall comply with manufacturer's product storage requirements and recommendations.

C. The Contractor shall maintain manufacturer’s required environmental conditions continually.

D. The Contractor shall ensure that surfaces of products exposed to the elements are not adversely affected and that weathering of finishes does not occur.

E. For mechanical and electrical equipment, the Contractor shall maintain a copy of the manufacturer's service instructions with each item and the exterior of the package shall contain notice that instructions are included.

F. Products and equipment requiring service shall be serviced on a regularly scheduled basis prior to acceptance by the City. Service records shall be submitted with Owner’s Manuals.

1.7 PROPOSED SUBSTITUTIONS OR "OR-EQUAL" ITEM

A. Whenever materials or equipment are indicated in the Drawings or Specifications by using the name of a proprietary item or the name of a particular Supplier, the naming of the item is intended to establish the type, function, and quality required. If the name is followed by the words "or equal" indicating that a substitution is permitted, materials or equipment of other suppliers may be accepted if sufficient information is submitted by the Contractor to allow the City to determine that the material or equipment proposed is equivalent or equal to that named, subject to the following requirements:

1. The burden of proof as to the type, function, and quality of any such substitution product, material or equipment shall be upon the Contractor.

2. The City will be the sole judge as to the type, function, and quality of any such substitution and the City’s decision shall be final.

3. The City may require the Contractor to furnish additional data about the proposed substitution.

4. The City may require the Contractor to furnish a special performance guarantee or other surety with respect to any substitution.

5. Acceptance by the City of a substitution item proposed by the Contractor shall not relieve the Contractor of the responsibility for full compliance with the Contract Documents and for adequacy of the substitution.

6. The Contractor shall be responsible for resultant changes including design and construction changes resulting from the changes which the accepted substitution requires in the Contractor's Work, and the Work of its subcontractors

B. The procedure for review by the City will include the following:

1. If the Contractor wishes to provide a substitution item, the Contractor shall make written application to the City.

2. Unless authorized in writing by the City a substitution request shall be submitted within the 35-day period after award of the Contract.

3. Wherever a proposed substitution item has not been submitted within said 35-day period, or wherever the submission of a proposed substitution material or equipment has

Van Loon Pumping Station ITB-UT16-49/KR been judged to be unacceptable by the City, the Contractor shall provide the material or equipment indicated in the Drawings and Specifications.

4. The Contractor shall certify that the proposed substitution will perform adequately the functions and achieve the results called for by the general design, and be similar and of equal substance to that indicated, and be suited to the same use as that specified.

5. The City will evaluate each proposed substitution within fourteen (14) days.

6. As applicable, no shop drawing submittals shall be made for a substitution item nor shall any substitution item be ordered, installed, or utilized without the City's prior written acceptance of the Contractor's indicating a substitution request.

C. The Contractor's substitution request shall contain the following statements and information that shall be considered by the City in evaluating the proposed substitution:

1. The evaluation and acceptance of the proposed substitution will not cause a delay in the Contractor's achievement of substantial completion.

2. Whether or not acceptance of the substitution for use in the Work will require a change in any of the Drawings or Specifications to adopt the design to the proposed substitution.

3. Whether or not incorporation or use of the substitution in connection with the Work is subject to payment of any license fee or royalty.

4. All variations of the proposed substitution from the items originally specified will be identified.

5. Available maintenance, repair, and replacement service will be indicated. The manufacturer shall have a local service agency that maintains properly trained personnel and adequate spare parts and is able to respond and complete repairs within 24 hours.

6. Itemized estimate of all costs that will result directly or indirectly from acceptance of such substitution, including cost of redesign and claims of other subcontractors affected by the resulting change.

D. Without any increase in cost to the City, the Contractor shall be responsible for and pay all costs in connection with proposed substitutions and of inspections and testing of equipment or materials submitted for review prior to the Contractor's purchase thereof for incorporation in the Work, whether or not the City accepts the proposed substitution or proposed equipment or material.

PART 2 -- PRODUCTS

2.1 QUALIFIED PRODUCTS LIST (QPL)

A. The City, or its designated representative, shall maintain a Qualified Products List (QPL). The QPL shall consist of products that have been reviewed and accepted by the City. The QPL shall be

maintained in a separate document and updated as deemed necessary by the City. The Contractor is responsible for verifying and utilizing the most current version of the QPL.

B. A Product Review Committee, consisting of department staff with specific product expertise will coordinate the review of any new products or materials that could potentially be used in the Cape Coral Utilities system, as well as to review existing products or materials currently in use in order to determine whether the product or material meets the objectives and requirements of the department.
