PART 2 - PRODUCTS 2.01 MATERIALS
1.03 MARKING DEVICES
A. Provide felt tip marking pens for recording information in the color code designated by the Engineer.
1.04 RECORDING
A. Label each document "PROJECT RECORD" with a rubber stamp having one (1) inch high letters.
B. Record information concurrently with construction progress.
1. Do not conceal any work until required information is recorded.
C. Drawings: Legibly and clearly mark, to scale, each drawing to record actual construction:
1. Depths of various elements of foundation in relation to finish first floor datum.
2. All underground piping with elevations and dimensions. Changes to piping location. Horizontal and vertical locations of underground utilities and appurtenances, referenced to permanent surface improvements. Actual installed pipe material, class, etc.
3. Location of internal utilities and appurtenances concealed in the construction, referenced to visible and accessible features of the structure.
4. Field changes of dimension and detail.
5. Changes made by Field Order or by Change Order.
6. Details not on original Contract Drawings.

8. Major architectural and structural changes including relocation of doors, windows, etc.
9. Architectural schedule changes according to Contractor's records and shop drawings.
D. Electronic and Hard Copy As-Built Data:
1. This technical specification shall apply only to the collection and delivery of As-Built data as collected by the surveyor for utility and storm drainage features only. The contractor shall be responsible for providing the as-built data as indicated below as well as that outlined in the latest version of the City of Cape Coral’s CAD Standards Manual. It is the contractor’s responsibility to contact the Utility Department in writing, to obtain and/or confirm the current version of this manual. This confirmation correspondence shall be submitted as part of the as-built deliverables.
2. REQUIRED AS-BUILT DATA SUBMITTAL INCLUDES BOTH AUTOCAD AND GIS FORMATS. It is the private development project owner’s or City contractor’s responsibility (whichever is applicable) to provide all of the required as-built data at their own expense. The City will not incur any costs for the preparation of the necessary as-built submittal package(s).
3. The official as-built submittal shall contain the below items in the respective order:
a. Cover Letter by the contractor and/or surveyor, stating:
i. Project Title
ii. Name, address and contact information of the Contractor, Surveyor (who obtained as-built data and is registered in the State of Florida) as well as the Engineer responsible (if applicable) for preparation and submittal of the required files and formats to the City. This letter must clearly define the responsibilities of each.
Must contain a furnished certified statement or attach a survey report that the horizontal and vertical control shown on the engineering plans was verified prior to laying out any proposed improvements. This may be done on the Contractor’s daily report form and comply with F.S. 472.027. If project contains multiple streets, coordinate in writing with the City the appropriate basis of horizontal/vertical verification.
b. Certified As-Built/Record Drawings containing (1 Hard Copy):
i. Certified as-built survey showing the horizontal and vertical data of each benchmark and monument used for the construction of the project. The Certified As-built survey shall be at the same scale as the Engineer’s line drawings and must comply with F.S.
472.072. Survey shall be signed and sealed by a registered land surveyor. Survey must be prepared electronically as handwritten surveys will be rejected.
ii. The surveyor shall collect all As-Built data based upon State Plane Florida East NAD83 Coordinate System (with an accuracy of 0.01 feet) and shall utilize NGVD 29 as the vertical datum to an accuracy of 0.01 feet. CONFIRM DATUM WITH CITY PRIOR TO COMPLETING SURVEY.
iii. Certified Record Drawing of the improvements by an Engineer/Surveyor registered in the State of Florida.
c. Electronic As-built Files in AutoCAD 2015 (2 CD’s or DVD’s)
i. Refer to the City of Cape Coral CAD Standards Manual for appropriate codes, layers, descriptions, etc. and instructions for use. SURVEY FIELD CODE DESRIPTIONS MUST BE UTILIZED. The City will reject any submittal in its entirety for electronic files that are not compliant with the CAD Standards Manual. The surveyor shall follow the guidelines outlined below to collect consistent data and insure accurate data is collected.
Lift Stations
• Locate Center of Top of Structure(s) (wet well and valve vault)
• Top of Slab Elevation (wet well and valve vault)
• Bottom of Wetwell Elevation
• All Wetwell Invert Elevations
• Location of Electrical Panel
• Bottom of Electrical Panel Elevation
• Electrical Conduit to LCEC Pedestal
• Any other above ground appurtenance items
• Water Service Location/Size and Meter Location Gravity Sanitary Sewer
• All Manholes and Rim Elevation
• All Manhole Inverts, Cleanouts (Provide Location/Elevations at Finished Grade)
• Top of Mains at one intermediate location between manholes noting size and material type of main.

• All Valves (Gate Valves including Hydrant Valves, Plug Valves, ARV’s, etc.) (Provide Locations/Elevations on Top of Main at Connection Points)
• All Fittings and Appurtenances (Provide Locations/Elevations on Top of Main)
• Changes in Direction (Bends)
• Top of Mains at a 200’ maximum between shots. In the event that there are appurtenances, bends, etc. at distances less at less than 200’, a minimum of one location/elevation/main size and type are required to be obtained in between (This is required even if there is only a 1’ length of main).
• Beginning and Ending of All Casings (Provide Locations, Size/Type and Top of Casing Elevations)
• Fire Hydrants (Elevation Taken on top of Main)
• All Meter Boxes/Curb Stops/Tees/Wyes/etc.
Storm Sewer
• Grate elevations
• Flow line at structures and pipe inlets and outlets
• All drainage structures, pipe, size, type and inlet and outlet invert elevations
• Bleeder/weep hole size/type and invert elevations
• Slot Elevations and heights and Widths
• Aluminum Baffle Dimensions
• Top of pipe at one intermediate location between manholes noting size and material type of main.
Roadways
• High and low points elevations
• Any Significant road elevation changes d. GIS Shape Files
i. Provide GIS shape file to the City with the submittal. Refer to the City of Cape Coral CAD Standards Manual for appropriate methods to convert from AutoCAD Civil 3D into usable shape files for the City. The City will reject any submittal in its entirety if the electronic shape files are not submitted or are not compliant with the current CAD Standards Manual. These shape files are to be included with the CD(s) or DVD(s) with the AutoCAD files noted above.
ii. Separate GIS shape files are to be submitted for:
• Grate elevations
• All drainage structures, pipe, size, type and inlet invert elevations
• Bleeder size/type and invert elevations
• Slot Elevations and Widths
No project will be issued a Certificate of Completion without an approved as-built data package. The City will provide official approval of package in writing.
E. Specifications and Addenda: Legibly mark each section to record:
1. Manufacturer, trade name, catalog number of Supplier of each product and item of equipment actually installed.
2. Changes made by Field Order or by Change Order.
F. Shop Drawings (after final review and approval): Provide six (6) sets of record shop drawings within the Operation and Maintenance Manual, for each process equipment, piping, electrical system and instrumentation system (see Section 01730).
1.05 SUBMITTAL
A. At Contract closeout, deliver Record Documents to the Engineer for the Owner.
B. Accompany submittal with a transmittal letter in duplicate, containing:
1. Date.
2. Project Title and Number.
3. Contractor’s Name and Address.
4. Title and Number of each Record Document.
5. Signature of Contractor or his/her Authorized Representative.
