CONSULTANTS’ OUTLINE TERMS OF REFERENCE I. BACKGROUND INFORMATION

E. Facilities Provided by the Client

16. The EA will provide the following services and facilities for the consultants, either directly or through the construction contracts in accordance including:

(i) Furnished air-conditioned office space, international telephone, fax and email facilities in Dushanbe, and

(ii) Visa supporting letters and registrations for multiple entry of consultants into Tajikistan

III. SPECIFIC REQUIREMENTS UNDER PREPARATORY SUPPORT SERVICES

17. Mobilization. Individual consultants shall within 2 weeks after award of the contract mobilise to Dushanbe, and establish an office within MOT in space allocated for this purpose and shall be joined by the international resettlement specialist and within the last month of the assignment by the international procurement specialist. The consultant shall assist with the evaluation of the pre-qualification of design/build contractor(s), and shall in conjunction with the procurement specialist assist with, and help organize the bidding and bid evaluation for highway upgrading and modernizing of the Dusti border post, following ADB's Procurement Guidelines (2007, as amended from time to time).

18. LARP implementation. Individual consultants shall ensure project LARP is followed during the project preparation stage. The approval and disclosure of LARP acceptable to the Government and ADB must have taken place prior to LARP implementation. Further, the project implementation will be subject to the following conditionalities:

 Commencement of Civil Works: Conditional to the satisfactory implementation of the final LARP to be vouched for by a compliance report prepared by the IM.

19. Environmental Management Plan. The bid documents shall specify adherence to the Environmental Impact Assessment Report (EIA) and associated Environmental Management Plan (EMP) prepared during project preparation. Bids must be responsive to the EMP.

20. Contractor’s Work Program. The bid documents shall require that within 21 days of acceptance of tender the contractor for each package shall be required to submit a report describing in detail the program for carrying out the necessary design activities, before the physical construction work is commenced.

21. Progress Reports. The bid documents shall also require the contractor(s) to submit a brief report each month for the duration of the design phase. The report will monitor progress as compared to that envisaged in the work program and will draw attention to any difficulties encountered, as well as noting decisions sought and/or received from the construction supervision consultant.

22. Design Reports. The bid documents shall also require the contractor(s) for the two civil works highway upgrading packages to submit reports covering the full length of the design work, in three stages as the design is developed: (i) an interim report, to accompany initial design concepts, and containing information on the status of road, bridge and environmental designs, the design standards adopted and their relevance to the specified standards; (ii) a draft report accompanying the final construction design, documentation and plans, including all design information; and, (iii) a final design report to be submitted on completion of all design work with final drawings and documentation and incorporating all design decisions and relevant data.

23. The design reports produced by the contractor(s) shall be required to present a balanced evaluation of engineering, social and physical environment, and technical standards. The report will also address road and bridge options and solutions and the contractors shall be required to include a complete set of calculations for all bridges and pavement design in the design reports.

24. The results of geotechnical investigations, flood flow calculations, design constraints and consideration relating to choice of route and structural form from the feasibility study is to be made available to bidders, and shall also be incorporated in the Contractors’ Design Reports.

The contractor(s) shall be required to submit a complete set of calculations of flood flows and structural design for supervising engineer review and check, and for MOT records.

25. The Design Reports shall also include an estimate of the construction time and cost based upon the draft bill of quantities used in the contract documentation. Sources of information relating to the estimate shall be included. The contractor(s) shall be required to submit copies of the Design Reports (4 in each of the English and Russian languages) plus matching copies on compact disk.
