Education Committee: This committee’s purpose is to support TDI’s mission by creating an exciting place to learn and be part of the future of health care. The Education Committee is comprised of faculty and staff leaders in education who guide TDI’s educational strategy by making recommendations to the TDI Education leadership group including the Director of Education. The Education Committee has the following responsibilities:

 Shaping strategic decision-making about educational programming at TDI;

 Identifying ways to promote a culture of world class student-centered teaching;

 Thinking creatively about funding TDI Education;

 Disseminating knowledge and enthusiasm about TDI Education across the institution and to external organizations; and,

 Identifying needs for faculty and staff development.

Curriculum Committee for the Masters’ Programs: In concert with the TDI Director of

Education, the TDI Curriculum Committee provides active oversight of the residential Master’s level educational programs to ensure the curriculum achieves TDI’s educational competencies for the MPH and MS degree programs. The Curriculum Committee coordinates its efforts to align with the TDI Education Committee, which oversees all educational programs at TDI. The Curriculum Committee is composed primarily of TDI faculty who are teaching in the MPH or MS program; however, it may also engage other Dartmouth faculty, TDI alumni, students, and educators. Guests may be invited to attend when their expertise contributes to the discussion and decision making of the Curriculum Committee. TDI Council: This Council was formed in June 2014. The purpose of the Council is to help improve TDI performance by enhancing communication between TDI leadership and the broad TDI community. Council members will help communicate information to the TDI community and provide direct input, feedback, advice and counsel to TDI leadership with the goal of representing the views, thoughts, needs and concerns of stakeholders in the TDI community. Members are chosen from specific representative groups: faculty, staff, alumni, students and affiliates. See Table 1.5.a(5) to view the membership of the TDI Council.

TDI Admissions Committee for the MPH and MS Programs: The Admissions Committee for the MPH and MS programs at TDI is responsible for recruiting and admitting an academically well- prepared and diverse student body. 1.5.b. Identification of how the following functions are addressed within the program’s committees and organizational structure.

Policies internal to TDI are developed at four levels:

 Strategic policies are established by the Management Committee and Education Committee,

 Academic policies are established by the faculty and staff through the Curriculum Committee,

 Operating/Administrative policies are established at the appropriate administrative levels (fiscal, education, research, development, communications), and

 Students are given an opportunity to govern their academic and social experience at Dartmouth through the Student Advisory Council. They act as a formal voice for policy change, academic improvement, and community involvement, as well as student social activity planning.

General Program Policy Development

General program/departmental policy development evolves from four distinct groups:  Management Committee,

 Education Committee,  Curriculum Committee, and  TDI Student Advisory Council.

Due to a unique arrangement between the Geisel School of Medicine and the Dartmouth

Graduate Studies Office, TDI students are also provided with an opportunity to participate in the student councils from each area. The following is an overview of each council:

The Graduate Student Council consists of one member elected for a one-year period from each of the departments and programs offering a graduate degree, and from each of the three professional schools. Elections will normally take place during the spring term. A new president is elected in the spring term also and takes office immediately (nominations are open to all graduate students). New members will begin serving at the start of the fall term. The Council will meet at least once a term. The President appoints a Vice-President for Academic Affairs and a Vice-President for Social

43 Affairs, a secretary and a treasurer. The major functions of the Student Council are as follows: a) to serve as the major channel of communication between the graduate student body and the Trustees, Administration, Faculty and Alumni; b) to serve as a forum for the resolution of issues which concern the graduate student body; c) to nominate graduate student members to all Councils and Committees of the Faculty of Dartmouth College that require graduate student members.

The Geisel Student Government provides a voice for the student body in

administrative issues. Under the direction of the president, the student government may deal with issues ranging from allocating money for special projects to

recommending changes to the grading system. The Geisel School of Medicine Student Government is a body consisting of student representatives from each of the four medical school classes, TDI, and MD-PhDs. Ten meetings, one per month, are conducted throughout the school year with meeting minutes taken appropriately to record all discussions and decisions.

Planning

The Management Committee is responsible for overall strategic planning of TDI, with the Education Committee being responsible for the strategic planning for the educational programs within TDI. The Curriculum Committee carries out the strategic plans through the

implementation and evaluation of applicable academic goals and objectives, while administrative goals are addressed at the operating level of educational programs.

For example, in 2014-2015, the Education Committee first developed the strategic plan to develop an online Master’s degree in Public Health. The plan was presented to the Management Committee for its review and approval. The plan was then approved and then moved forward to the Curriculum Committee. Discussions are currently underway at the Curriculum Committee level, The Director of Education along with the Academic Director, Director of Student Learning, and Executive Director are instrumental in moving the plans forward through administrative and academic objectives and through the appropriate institutional channels of approval.

Budget and Resource Allocation

The Dartmouth MPH Program is self-supported through its tuition revenue. It is the policy of this program to pay faculty members for their teaching time for each course taught. Budget and resource allocation for the MPH program are overseen by the Executive Director of Education and the TDI Finance Director. The daily operating budget and resource allocation is managed by the same two staff members and reported to the Geisel School of Medicine’s Finance Office. The educational programs’ budget is developed by its administration, in conjunction with TDI’s fiscal administration. It is then submitted to the Geisel Fiscal Office where it is evaluated along with the budgets from other Geisel departments. Next, it is submitted to the Dartmouth College Vice President for Fiscal Affairs. Budgets are approved based on the reasonableness of the submission and the importance of the unit’s mission.

44 Student Recruitment, Admission, and Award of Degrees

While working in concert with the policies of Dartmouth College, the MPH program administers its own student recruitment plans and activities, including the distribution of program materials. Specific recruitment policies are based on proven methods of recruiting students with diverse backgrounds, with the potential to be leaders in health care, and with the academic preparation to be successful in the program. The program actively recruits minorities and others who may not have access to Dartmouth but have the potential to be successful in public health.

Admission policies of the MPH program are commensurate with other graduate programs at Dartmouth and are published in the program’s brochure and website. Dartmouth policy guides the admission standards of this program:

It is the longstanding policy of Dartmouth College to actively support equality of opportunity for all persons regardless of race or ethnic background, and no student shall be denied admission or be otherwise discriminated against because of race, color, sex, religion, national or ethnic origin, or handicap. The College’s equal opportunity program aims to provide encouragement to women and members of minority groups to apply to the graduate programs.
