Vendor will provide a minimum of 5.5 FTE staff to operate two residential substance abuse treatment units (cottages) at IYC St. Charles.
(1 FTE) Lead Counselor. Duties and responsibilities: provide counseling and support services to youth
admitted or seeking admission to the residential substance abuse treatment program; complete required assessments; facilitate education/treatment groups and individual sessions; facilitate staffings; maintain documentation and records; provide program support; complete discharge summaries; schedule group programs. Provide leadership to substance abuse counselors and administrative assistant working in the Residential Substance Abuse Treatment Program.
Minimum qualifications: Bachelor’s degree in social work, psychology, criminal justice, or related field; Certified Alcohol and Other Drug Abuse Counselor (CADC) in good standing required. Experience or expertise with offender populations preferred. Experience with MISA populations (dually diagnosed substance abusing and mentally ill) or MISA certification preferred.
88 (4 FTE) Substance Abuse Counselors. Duties and responsibilities: Provide counseling and support services
to youths admitted or seeking admission to the program; completes intake/assessment; facilitate education/treatment groups and individual counseling; participate in staffings; document progress in treatment; maintain thorough and accurate records; complete discharge summaries; develop treatment plan goals and objectives; develop post-release plans; participate in case planning; provide case management services.
Minimum qualifications: Bachelor’s degree in social work, psychology, criminal justice, or related field; CADC within two years of employment. Experience or expertise with offender populations preferred. Experience with MISA populations (dually diagnosed substance abusing and mentally ill) or MISA certification preferred.
(.5 FTE) Administrative Assistant. Duties and responsibilities: Provide support services to those admitted
or seeking admission to the program; filing; answer and direct telephone calls; maintain supplies and place supply orders; complete discharge summaries in a timely manner; complete graduation certificates; other duties as assigned.
Minimum qualifications: One year previous clerical/secretarial experience. Good written and verbal communication skills required.
General Revenue funded Screening and Assessment Program
The vendor will provide 6.0 FTE staff for screening and assessment at IYC St. Charles.

employment; experience or expertise with offender populations preferred; experience or expertise with adolescents preferred.
All counseling and assessment staff will meet professional staff qualifications as required in 77 Illinois Administrative Code 2060.309, Department of Alcoholism and Substance Abuse Licensing Regulations, within two years of employment. All personnel in recovery shall have been abstinent for at least two years.
IYC-St. Charles designates staff to supervise and provide direct services or consultation to the project including: security personnel to oversee day to day supervision; mental health professionals to provide necessary treatment services, oversight, and consultation on mental health issues, as necessary; education staff; support staff; or counseling staff.

Subcontractors are not allowed.
For purposes of this section, subcontractors are those specifically hired to perform all or part of the work covered by the contract. If subcontractors will be utilized, Vendor must identify below the names and addresses of all subcontractors it will be entering into a contractual agreement that has a total value of $50,000 or more in the performance of this Contract, together with a description of the work to be performed by the subcontractor and the anticipated amount of money to the extent the information is known that each subcontractor is expected to receive pursuant to the Contract. All subcontracts must include the Standard Certifications and Financial Disclosures and Conflicts of Interest completed and signed by the subcontractor. If you are using a subcontractor(s) and are awarded a contract, you must provide to the State the Financial Disclosures and Conflicts of Interest for each subcontractor.

1.6.2. If at any time during the term of the Contract, Vendor adds or changes any subcontractors, Vendor will be required to promptly notify, in writing, the State Purchasing Officer or the Chief Procurement Officer of the names and addresses and the expected amount of money that each new or replaced subcontractor will receive pursuant to the Contract. Any subcontracts entered into prior to award of the Contract are done at the Vendor’s and subcontractor’s risk.
1.7. WHERE SERVICES ARE TO BE PERFORMED: Unless otherwise disclosed in this section all services shall
be performed in the United States. If the Vendor performs the services purchased hereunder in another country in violation of this provision, such action may be deemed by the State as a breach of the contract by Vendor.
Vendor shall disclose the locations where the services required shall be performed and the known or anticipated value of the services to be performed at each location. If the Vendor received additional consideration in the evaluation based on work being performed in the United States, it shall be a breach of contract if the Vendor shifts any such work outside the United States.
