3.12 INSPECTIONS, TESTING AND CERTIFICATION
3.12.1 Inspections and testing shall be carried out for all the equipment with reference to the minimum requirements of the Scope of Inspection and the inspection procedure, attached to this material requisition.
3.12.2 On the basis of both the scope of inspection and the inspection procedure the Vendor shall submit the own Quality Control Plan (QCP) including:
• Inspections and tests specified by the referenced Codes, Rules and Standards,
• Hold points
• Supplied certifications
• Acceptance criteria
3.12.3 The Vendor shall advise in writing three weeks in advance date and place where materials and/or equipment will be available for inspection and test.
3.12.4 The type and extent of tests shall be in strict compliance with the contractual codes, standards, data sheets and/or specifications attached to the material requisition.
3.12.5 All welding activities shall be performed in accordance with an approved welding procedure also if no any specifications or International codes apply. Therefore relevant welding map, welding procedure specification (WPS) and procedure qualification record (PQR) shall be submitted for approval before start of relevant activity.
3.12.6 All NDT procedure, such as RTE procedure, MPE procedure, PMI procedure, PWHT procedure, etc. shall be submitted for approval before start of relevant activity.
3.12.7 Vendor shall prepare and submit for review and approval the following procedures:

Code B1201 Post weld heat treatment procedure (if any) Code B1202 Non-Destructive Examination procedures
3.12.8 All the pressure-containing components of equipment shall be complete with material certifications as required by the applicable code.
3.12.9 All certification activities shall be carried out by the Vendor at his total own care and expenses. All certificates shall be collected in the Inspection Book.
3.12.10 Inspection Book will be prepared during the fabrication; after each test or inspection, the relevant certificate signed by Client Inspector shall be inserted.
3.12.11 The goods shall not be released if the Inspection Book is not complete with all the requested documents, signed by Authority/Client Inspector.
3.13 DOCUMENTATION
3.13.1 The Vendor shall attach a transmittal letter to every document submission.
3.13.2 The Vendor’s documents shall be revised according to PIDEC/Owner comments (if any) and submitted to a new approval within two weeks from comments reception.
3.13.3 The final drawings shall be complete with the stamped sentence "final certified drawings", signed by the Vendor and shall be sent.
3.13.4 PIDEC/Owner approval or comments will concern the general aspect of the design and will not relieve the Vendor from his responsibilities regarding the respect of the requirement contained in the material requisition.
3.13.5 The Instruction manuals shall include all the documents and bulletins necessary for clear descriptions and instructions for installation, pre-commissioning, commissioning, start up, operation, maintenance purpose, tailored for the present project. Instruction manual shall be issued in English language.
3.13.6 The final mechanical catalogue (Vendor Data Book) will be issued.
3.13.7 All documents and drawings issued after order shall be issued complete with at least the following information:
• Client' s name
• Plant name and location
• Purchase order number
• Equipment item number
• Client document number

3.13.8 PDMS 3D Model of ASU shall be prepared and delivered by Vendor 3.14 GUARANTEES
3.14.1 The Vendor shall guarantee:
• that all materials are new and free from vices and defects;
• that all materials are properly stored, fabricated and handled;
• that noise emission level will comply with requirements of this material requisition.
• that sub-supplier are well proven and referenced for the required application.
• that uninterrupted operation period shall be not less than 2 years.
3.14.2 The unit shall be guaranteed to operate satisfactorily considering the site conditions, giving the process performances as required on the Air Separation Unit process specification in item 3.2. Performance guarantee will be tested after construction on site during a test run. The test procedure and the applicable tolerances will be mutually agreed with the Vendor before purchaser order.
3.14.3 Performance test shall be determined by averaging the results of 3 consecutive operating days (72 hours) at the specified full load condition. The test result will be averaged over the test run period.
3.14.4 The vendor shall guarantee the Design and Engineering work of the ASU Plant as a whole for the systems comprising the package.
3.14.5 The Vendor shall guarantee that design capacities, outputs, efficiencies, utility, emission and raw materials consumption and turndown requirements for the ASU Plant as a whole are met under conditions of safe and steady operation
and under automatic control.
3.14.6 Any approval of documents and technical solutions shall in no way relieve

3.15.1 All unpainted surface shall be protected from corrosion during shipment and subsequent outdoor I indoor storage, by coating with a rust preventive.
Spare parts shall be preserved from environmental corrosion, and preservation methods shall be suitable for long-term storage.
All internal parts shall be coated with rust preventive prior to shipment.
