Vorbemerkungen

Ab 1977 erscheint die Veröffentlichung „Einkaufspreise

der Landwirtschaft" unter dem Titel „Einkaufspreise der

Betriebsmittel". Sie ¡st um zwei neue Teilabschnitte über

die Preise für Saatgut und Schädlingsbekämpfungsmittel

erweitert worden.

In dieser Mitteilung veröffentlicht EUROSTAT alle drei Mo­

nate in den Ländern der Gemeinschaft erfaßte Angaben

über die Preise der wichtigsten landwirtschaftlichen

Betriebsmittel.

Diese Veröffentlichung wurde in Zusammenarbeit mit

den zuständigen nationalen Stellen ausgearbeitet, die

EUROSTAT auch den größten Teil der für die Veröffent­

lichung benötigten Angaben liefern. Allen, die zum Gelin­

gen dieser Veröffentlichungen beitragen, spricht

EUROSTAT an dieser Stelle nochmals seinen Dank aus

EUROSTAT bemüht sich um eine ständige Verbesserung

und Ergänzung der Preisreihen. Kritischen Bemerkungen

und Anregungen der Leser sieht es mit Interesse

entgegen.

Vergleichbarkeit

Der Grad der Vergleichbarkeit zwischen den veröffent­

lichten Reihen ist trotz erneuter Bemühungen, die zusam­

men mit den zuständigen nationalen Stellen unternom­

men wurden, immer noch begrenzt.

Jeder, der etwas von den Schwierigkeiten der Harmoni­

sierung von Preisstatistiken weiß, wird einsehen, daß

der angestrebte Grundsatz der „Identität" bei der Pro­

duktdefinition und 'erst recht bei den übrigen Merkmalen,

wenn überhaupt, erst nach vielen Jahren zu verwirklichen

sein wird.

Selbst die für sich betrachteten nationalen Preise sind teil­

weise mit Vosicht zu interpretieren, da sie auf den zeit­

lichen Vergleich abgestellt sind. So stellt das Statistische

Bundesamt in seiner Veröffentlichung „Preise und Preis­

indizes für die Veröffentlichung — Preise und Preisindi­

zes für die Land- und Forstwirtschaft" den absoluten Prei­

sen folgenden Hinweis voran : „Die Statistik der Erzeuger­

preise und der Einkaufspreise für die Landwirtschaft ist

wie die gesamte amtliche Preisstatistik in erster Linie auf

den Nachweis von Preisveränderungen abgestellt. Des­

halb sind ihre wichtigsten Ergebnisse Preisindizes und

Preismeßzahlen und nicht etwa Durchschnittspreise in ab­

soluter Höhe. Soweit dennoch in diesem Heft absolute

Preise veröffentlicht werden, können sie daher im allge­

meinen nur als grobe Anhaltspunkte angesehen werden.

Wirklich zuverlässige Angaben über das absolute Preisni­

veau würden andere Erhebungsverfahren und vor allem

eine viel größere Anzahl von Einzelpreisen (einzelner

Berichtsstellen) voraussetzen".

Solange die die Preisreihen bestimmenden Merkmale

noch zum Teil erhebliche Unterschiede von Land zu Land

aufweisen, bemühen wir uns, dieses soweit wie möglich

aufzuzeigen. Zu diesem Zweck veröffentlicht EUROSTAT

in Sonderheften einen „Katalog der die Preisreihen be­

stimmenden Merkmale", der vor jeder interhretat on der

Daten sehr aufmerksam beachtet werden sollte. Um zu

gewährleisten, daß die Preiskriterien den neuesten Stand

wiedergeben, wird im Laufe des Jahres auf etwa eingetre­

tene - und uns bekanntgewordene - Änderungen hinge­

Alle Preise werden ohne Mehrwertsteuer veröffentlicht.

Umrechnung in ERE

Ab 1977 rechnet EUROSTAT die in Landeswährung ange­

gebenen Preise in EREO) um, während es sich bei der

früher verwendeten Rechnungseinheit um Eur|2> handelte.

Die ERE ist eine Währungskorbeinheit, die sich aus einer

bestimmten Menge jeder der Gemeinschaftswährungen

zusammensetzt.

Ihr Wert wird täglich berechnet, indem für jede Währung

der Kurs der verschiedenen Gemeinschaftswährungen

auf dem Devisenmarkt genommen wird, der dieser

Währung mit dem im Juni 1974 festgelegten Gewicht ent­

spricht. Der tägliche Wert der ERE wird im Amtsblatt der

Europäischen Gemeinschaften veröffentlicht.

In der vorliegenden Veröffentlichung werden die Mittel­

werte der ERE während der Berichtszeiträume benutzt,

während für andere Zwecke gelegentlich ihr Wert am

Ende dieser Zeiträume Verwendung findet.

Darstellung

Die in den Tabellen über die Preisentwicklung angegebe­

nen Veränderungsrat'n — gegenüber dem Vormonat und

dem gleichen Vorjahresmonat — beziehen sich auf die in

Landeswährung (und nicht auf die in ERE) ausgedrückten

Preise. Damit soll eine von Währungsschwankungen un­

beeinflußte Entwicklung wiedergegeben werden.

In den jährlichen und monatlichen graphischen Dar­

stellungen werden die Werte dagegen in ERE angegeben,

um die beobachteten Preise miteinander vergleichen zu

können. Es muß jedoch eindrücklich darauf hingewiesen

werden, daß es sich dabei um eine konventionelle

Näherungslösung, nicht um ein genaues Maß handelt

Denn die Umrechnung in eine gemeinsame Währungsein­

heit über Wechselkurse kann im allgemeinen kein wirk­

lichkeitsgetreues Bild von dem Verhältnis der Binnen­

kaufkraft der Währungen zueinander vermitteln.

Benutzung dieser Preisstatistik

Diese Veröffentlichung hat im wesentlichen folgende

Ziele :

— Vergleich der (in ERE ausgedrückten) Preise einiger

landwirtschaftlicher Betriebsmittel ;

— zeitlicher (insbesondere monatlicher) Preisvergleich

der wichtigsten Betriebsmittel.

Dagegen kann es

nicht

Zweck dieser Veröffentlichung

sein, Aufschluß über die Auswirkungen der Preise auf die

Entwicklung des innergemeinschaftlichen Handels oder

des Handels mit Drittländern zu geben.

Introductory remarks

From 1977, the publication 'Purchase prices of agriculture'

is changing its title into 'Purchase prices of the means of

production'. Two new parts on prices for seeds and

pesticides have been introduced.

In this three-monthly bulletin EUROSTAT publishes data

gathered in the Community countries relating to the prices

of the principal means of agricultural production.

This publication has been drawn up in conjunction

with the competent national institutes which also provide

EUROSTAT with most of the information needed for

publication. EUROSTAT would like to take this opportunity

of expressing its gratitude to all those who contribute to

the success of this publication.

EUROSTAT is constantly endeavouring to improve and

expand its price series and would be happy to have any

comments and suggestions from users.

Comparability

Despite repeated efforts in conjunction with the compe­

tent national institutes, the degree of comparability bet­

ween published series is still limited.

All those who are acquainted, however, with the difficulties

inherent in harmonizing price statistics will understand

that the principle of 'identity' which we are striving hard to

obtain as regards the product definition and doubly hard

as regards the other characteristics, will not be achieved

for many years, if at ail.

Even national prices as such sometimes have to be inter­

preted with caution, since their purpose is to permit com­

parison over a period of time.

For instance, in its publications on 'Prices and price in­

dices for agriculture and forestry' („Preise und Preisin­

dizes für die Land- und Forstwirtschaft"), the 'Statistisches

Bundesamt' includes the following foreword to the prices

in absolute values : 'The purpose of statistics on

agricultural producer and consumer prices is, like all of­

ficial price statistics, mainly to reflect price variations.

Consequently, its most important results are price indices

and price index numbers and not, for instance, average

prices in absolute values. Any prices in absolute values

entered in this volume can therefore be considered only

as approximate reference data. Truly accurate data on the

absolute level of prices would presuppose other survey

methods and especially a much higher number of in­

dividual prices (at the survey points).'

As long as the characteristics determining the price series

continue to show sometimes significant differences from

one country to another, we shall endeavour to illustrate

these as far as possible. With this in mind, EUROSTAT is

publishing a 'Catalogue of characteristics determining the

price series' in special issues. Before undertaking any in­

terpretation of the data, it would be advisable to study this

catalogue carefully. In order to ensure that the price

criteria reflect the most up-to-date situation, any changes

which might have taken place and of which we have been

notified will be incorporated during the year.

In the tables, the headings of the price series give, in ad­

dition to the marketing stage, two brief criteria:

1. Definition of product.

2. Delivery point and conditioning.

All prices are published exclusive of VAT.

Conversion to EUA

As from 1977, EUROSTAT will convert prices quoted in

national currencies into EUA,1 whereas hitherto the unit of

account used was the Eur.2

The EUA is a 'basket' type unit based on a given amount of

each of the national currencies.

This value is calculated daily using, for each single

currency, the market rates of exchange according to the

weightings fixed on 16 June 1974. The daily value of the

EUA is published in the Official Journal of the European

Communities.

The EUA values used in this publication are average

values during the period considered, while for other pur­

poses the value of the EUA as it stands at the end of the

period may be adopted.

Representation

The percentage variations given in the tables showing

price t r e n d s - in relation to the previous month and to the

same month of the previous year — refer to prices ex­

pressed in national currencies (and not in EUA) in order to

give percentage changes which do not reflect monetary

fluctuations.

Nevertheless, annual and monthly graphs are drawn up

using values expressed in EUA so that the prices recorded

can be compared. It should, however, be stressed that this

represents a conventional approximation and not a

precise measure, since it is well known that conversion

into a common monetary base by means of exchange

rates cannot usually give a true reflection of the real situa­

tion of the domestic purchasing power ratios of the dif­

ferent Community currencies.

Use of these price statistics

The main aims of this publication are :

- comparison of the prices expressed in EUA for certain

means of production needed by the agricultural

holdings;

- comparison over a period of time (especially on a

monthly basis) of the prices of the most important

means of production.

On the other hand, this publication

cannot

provide the

necessary data on the effects of prices on trends in

intra-Community trade or trade between the intra-Community and

third countries.

Remarques préliminaires

A partir de 1977 la publication «Prix d'achat de l'agricul­

ture» devient «Prix d'achat des moyens de production».

Deux nouvelles parties se rapportant aux prix des se­

mences et aux prix des pesticides ont été introduites.

L'EUROSTAT publie trimestriellement dans ces bulletins

des données relevées dans les pays de la Communauté

concernant les prix des principaux moyens de production

agricole.

Cette publication a été élaborée en collaboration avec

les institutions nationales compétentes qui, d'ailleurs,

fournissent à l'EUROSTAT la plupart des renseignements

nécessaires à la publication. L'EUROSTAT fait à cet en­

droit ses remerciements réitérés à tous ceux qui partici­

pent à la réussite de cette publication.

L'EUROSTAT s'efforce d'améliorer et de compléter con­

tinuellement les séries de prix. Il attend avec intérêt des

utilisateurs des observations critiques ainsi que des

suggestions.

Dans les tableaux, les intitulés des séries de prix compor­

tent, en plus de la phase d'échange, deux critères sous

une forme succincte :

1. La définition du produit.

2. Le point de livraison et le conditionnement.

Tous les prix sont publiés hors TVA.

Conversion en UCE

L'EUROSTAT effectue à partir de 1977 la conversion des

prix exprimés en monnaies nationales en UCEO), tandis

que, antérieurement, l'unité de compte utilisée était

l'Eur(2).

L'UCE est une unité de type « panier », basée sur une

certaine quantité de chacune des monnaies communau­

taires.

Cette valeur est calculée quotidiennement en prenant

pour chaque monnaie le cours des différentes monnaies

communautaires sur le marché de change correspondant

à cette monnaie avec des poids qui ont été fixés en juin

1974. La valeur quotidienne de l'UCE est publiée au Jour­

nal officiel des Communautés européennes.

Comparabilité

Le degré de comparabilité entre les séries publiées est

encore limité malgré les efforts qui ont été renouvelés, en

liaison avec les institutions nationales compétentes.

Même les prix nationaux, considérés en soi, doivent par­

fois être interprétés avec prudence, car ils visent à per­

mettre la comparaison dans le temps. Ainsi, dans ses

publications sur les «Prix et indices de prix pour

l'agriculture et la sylviculture» („Preise und Preisindizes

für die Land- und Forstwirtschaft"), le Statistisches Bun­

desamt fait précéder les prix en valeur absolue de l'avis

ci-après : «La statistique sur les prix à la production et les

prix d'achat dans l'agriculture vise essentiellement,

comme l'ensemble de la statistique officielle sur les prix, à

mettre en évidence les variations de prix. C'est pourquoi

ses résultats les plus importants sont des indices et rap­

ports de prix et non pas, par exemple, des prix moyens en

valeur absolue. Dans la mesure où des prix moyens en

valeur absolue figurent néanmoins dans le présent

fascicule, ils ne peuvent donc être considérés que comme

des données de référence approximatives. Des données

vraiment sûres concernant le niveau absolu des prix sup­

poseraient d'autres méthodes d'enquête et surtout un

nombre beaucoup plus important de prix particuliers (des

points d'enquête).»

Aussi longtemps que les caractéristiques déterminantes

des séries de prix présentent de pays à pays des

différences qui sont parfois importantes, nous nous ef­

forçons de les faire ressortir dans la mesure du possible.

A cet effet, l'EUROSTAT publie un «catalogue des

caractéristiques déterminantes des séries de prix» dans

des numéros spéciaux. Avant toute interprétation des

données, il conviendrait de le consulter très attentivement.

Pour assurer que les critères de prix reflètent la situation

la plus récente, il sera fait état en cours d'année des

modifications qui auront pu survenir et dont nous aurons

Dans cette publication ce sont les valeurs moyennes pen­

dant la période considérée qui sont utilisées, alors que

pour d'autres usages il arrive que ce soit la valeur de

l'UCE en fin de période qui soit utilisée.

Représentation

Les pourcentages de variation donnés dans les tableaux

de révolution des prix — par rapport au mois précédent et

au même mois de l'année précédente - se réfèrent aux

prix exprimés en monnaies nationales et non en UCE, afin

de donner des pourcentages d'évolution qui ne reflètent

pas les fluctuations des monnaies.

Les graphiques annuels et mensuels sont cependant

établis avec des valeurs en UCE afin de pouvoir confronter

entre eux les prix observés. Cependant, il y a lieu de

souligner que ceci est une approximation conventionnelle,

et non une mesure précise, car il est bien connu que la

conversion en une base monétaire commune par des taux

de change ne peut donner en général une bonne image de

«la réalité» des rapports du pouvoir d'achat intérieur des

monnaies.

Utilisation

de

ces statistiques

de

prix

Les buts poursuivis par cette publication sont essentielle­

ment les suivants :

— comparer les prix en UCE de certains moyens de

production nécessaires aux exploitations agricoles;

— comparer dans le temps (surtout mensuellement) les

prix des moyens de production les plus importants.

Par contre, la présente publication

ne saurait

avoir pour

but de fournir des informations au sujet de l'influence des

prix sur l'évolution dés échanges intracommunautaires ou

des échanges entre la Communauté et les pays tiers.

Osservazioni preliminari

A decorrere dal 1977, la pubblicazione «Prezzi d'acquisto

dell'agricoltura» cambia il titolo in «Prezzi d'acquisto dei

mezzi di produzione». L'informazione è stata estesa ai

prezzi delle sementi e dei pesticidi.

In questo bollettino trimestrale l'Eurostat pubblica i

dati rilevati nei paesi della Comunità e relativi ai prezzi dei

principali mezzi di produzione agricola.

Tale bollettino è stato elaborato in collaborazione con i

competenti istituti nazionali che, d'altronde, forniscono

all'Eurostat la maggior parte delle informazioni necessarie

per la pubblicazione. L'Eurostat coglie qui l'occasione per

ringraziare nuovamente tutti coloro che partecipano alla

sua riuscita.

L'Eurostat si sforza costantemente di migliorare e di com­

pletare le serie dei prezzi e attende con interesse osser­

vazioni critiche e suggerimenti da parte dei lettori.

Comparabilità

Malgrado i rinnovati sforzi compiuti in collaborazione con

gli istituti nazionali competenti, il grado di comparabilità

tra le serie pubblicate è ancora limitato.

Coloro che conoscono quali difficoltà s'incontrano nell'ar­

monizzazione delle statistiche dei prezzi, capiranno che il

principio «d'identità» che ci prefiggiamo di raggiungere

nella definizione del prodotto, e ancor più a livello delle

altre caratteristiche, non sarà realizzato che dopo

numerosi anni di sforzi, semmai lo sarà.

Anche i prezzi nazionali, considerati in sé stessi, vanno

talvolta interpretati con cautela, giacché mirano a consen­

tire il raffronto nel tempo. Per questo motivo, nelle sue

pubblicazioni sui «Prezzi e indici dei prezzi per l'agri­

coltura e la silvicoltura» (Preise und Preisindizez für

die Land- und Forstwirtschaft), lo «Statistisches Bun­

desamt» fa precedere i prezzi in valore assoluto

dall'osservazione seguente «La statistica dei prezzi alla

produzione e dei prezzi d'acquisto dell'agricoltura mira

essenzialmente, al pari di tutta la statistica ufficiale sui

prezzi, ad evidenziare le variazioni dei prezzi. Per questo

motivo i suoi risultati più importanti sono costituiti da in­

dici e rapporti dei prezzi e non già, ad esempio, da prezzi

medi in valore assoluto. Pertanto, quando nella presente

pubblicazione figurano prezzi in valore assoluto, essi

possono considerarsi soltanto come dati di riferimento

approssimativi. Dati veramente esatti sul livello assoluto

dei prezzi comporterebbero altri metodi d'indagine e,

soprattutto, un numero molto più vasto di prezzi par­

ticolari (di punti diversi di rilevazione)».

Fintanto che le caratteristiche determinanti delle serie dei

prezzi presenteranno da paese a paese differenze talvolta

di rilievo, noi, nei limiti del possibile, cercheremo di

evidenziarle. A tal fine l'Eurostat pubblica un «Catalogo

delle caratteristiche determinanti delle serie dei prezzi»

come numero speciale. Prima di procedere ad una

qualsiasi interpretazione dei dati, sarebbe opportuno con­

sultarlo con attenzione. Affinché i criteri dei prezzi

rispecchino la situazione più attuale, nel corso dell'anno

verranno rese note le modifiche eventualmente inter­

venute e a noi note.

Nelle tabelle, le intestazioni delle serie dei prezzi

specificano succintamente oltre alla fase di scambio, due

altri criteri :

1. La definizione del prodotto;

2. Il luogo di consegna e il condizionamento.

Tutti i prezzi sono pubblicati al netto dell'IVA.

Conversione in UCE

A decorrere dal 1977, l'Eurostat effettua la conversione in

UCE(1> dei prezzi espressi nelle valute nazionali, mentre

anteriormente l'unità di conto utilizzata era l'Eur<2>.

LUCE è un'unità di tipo «paniere», basata su una certa

quantità delle singole valute comunitarie.

Il suo valore viene calcolato quotidianamente, con­

siderando per ogni valuta il tasso di cambio delle varie

valute comunitarie sul mercato dei cambi corrispondente

a tale valuta, con ponderazioni che sono state fissate nel

mese di giugno 1974. Il valore gionaliero dell'UCE viene

pubblicato nella Gazzetta ufficiale delle Comunità

europee.

Nella presente pubblicazione ci siamo avvalsi dei valori

medi calcolati per il periodo in esame, mentre per altri usi

si prer de talvolta in considerazione il valore dell'UCE alla

fine del periodo considerato.

Presentazione

Le percentuali di variazione figuranti nelle tabelle

dell'evoluzione dei prezzi — rispetto al mese precedente e

allo stesso mese dell'anno precedente — si riferiscono ai

prezzi espressi nelle valute nazionali e non in UCE, per

poter fornire percentuali d'evoluzione che non rispecchino

le fluttuazioni monetarie.

Per poter raffrontare tra di loro i prezzi rilevati, i grafici

annuali e mensili sono stati peraltro elaborati con valori

espressi in UCE. Occorre tuttavia notare che si tratta di

un'approssimazione convenzionale, e non già di una mi­

sura precisa, giacché è ben noto che la conversione in una

base monetaria comune mediante tassi di cambio non

può fornire in generale una buona immagine della «realtà»

dei rapporti del potere d'acquisto interno delle monete.

Utilizzazione delle statistiche dei prezzi

La presente pubblicazione si prefigge essenzialmente di :

- confrontare prezzi in UCE di alcuni mezzi di produ­

zione necessari alle aziende agricole;

- confrontare nel tempo (soprattutto mensilmente) i

prezzi dei mezzi di produzione più importanti.

Ciò nonostante, la presente pubblicazione

non vuole né

potrebbe

fornire una immagine dell'influenza dei prezzi

sull'evoluzione degli scambi intracomunitari o tra la Co­

munità ed i paesi terzi.
