Meeting Minutes

Information-Sharing Meeting on Decentralisation

Date: Friday 3 June 2011

Time: 10:00-12:30

Place: Conference Room, IEPA, Cape Coast

Participant: Listed at the end

Mr. Adu opened the meeting and requested participants to introduce themselves.

Work progress and upcoming events of the AUDEM (Advisory Unit on Decentralised Education Management), the GEDP (Ghana Education Decentralisation Project) , and the PAGE (Partnership for Accountable Governance in Education) Project were shared by representatives of their organisations. Briefing notes and reference documents from them are attached.

Key comments from participants are noted as follows:

• All the agencies here are working in the same field and can collaborate each other.

• The study on ADEOPs and ADPRs done by AUDEM revealed some critical issues including disconnection between plan and review at the district level, poor quality of budgeting, discrepancy of data between district reports and EMIS, and poor analysis on results of ADEOPs and SPISs.

• It needs to be made sure that ADEOPs, SPIPs, SMCs and other structures make impact on learning. We should get out of engagement for engagement.

• Printing of 24,000 SMC handbooks and 24,000 Headteachers Handbook to be completed by 17 June and handed over to GES for distribution. SMC is one of the key structures for decentralisation.

• AUDEM should look at how much extent figures in district reports are different from EMIS.

• School enrolment needs to be monitored throughout the school year, not only at the beginning of the year.

• Consensus has been made on a draft framework for decentralizing GES to DAs. - A written record of the consensus to be shared by WUSC upon its finalisation.

• IEPA can be also included to the computer network that GEDP is going to establish in Central Region as a pilot.

• It should be noted that decentralisation of basic education is more than decentralisation of Basic Education Division as it includes financial and human resource issues as well.

• Documents of "Legal survey in education decentralisation" and "KAP study in education decentralisatioin" to be shared by WUSC upon its finalisation.

• PAGE has distributed 241 motorbikes to circuit supervisors in 46 districts.

• It would be good if IEPA also share its plans and reports.

• IEPA is in a good position to address various training needs and institutionalise past experiences and lessons learnt.

PROGRESS REPORT ON ACTIVITIES

1.0

District Plans and Reports

The Unit collected 112 ADPR, 155 ADEOP, SPIP and SPAM from districts. The documents

were thoroughly examined in order to make detailed diagnosis. Results of the documents

reviewed are available.

2.0

Regional Performance Reporting Template/ District Performance Reporting Template

For the first time, a new regional reporting template based on the Annual District

Performance Reporting Template was developed for all regions. The templates were used to

prepare the 2010/2011 Regional Reports. Meanwhile, some minor revisions were made on

the Annual District Performance Report Template.

2011Annual Regional Review Meetings

The Unit coordinated the Annual Education Regional Review meetings held in April and

May in all ten regions. Prior to the meetings, a consultative meeting was held in March to

orient all regional Planning and Statistics Officers on the revised District as well as the

Regional reporting templates

Review Regional Performance Reports

The Unit has collected all ten regional reports and are currently being reviewed. All the

performance reports from regions and districts are now uploaded to the following website:

Review Annual District Performance Report Templates

Based on the experiences gathered from the 2011, the Unit has revised the District Reporting

Template

Review Annual District Education Operational Plan

The new ADEOP template in connection with the new AESOP has been drafted
