The Economic and Social Committee

the European Communities held its 246th Plenary Session at the Committee buildingin
Brusselson l3
and 14 May 1987. The Chairman,Mr
Fons Margot, presided. The Session was attended byMr
Wilfried Martens, Prime Ministerof
Belgium and President-in-Office of the Council.Mr
Martens
After
outlining the
Val-Duchesse proceduresand
explaining the Single Act and the reforms proposed by the Commission to ensure its success,Mr
Martens said
that
the
Commission's proposals had frequently failed to enlist unanimous enthusiasm among the Member States. Even the Belgians-
traditionally
'good Europeans' as theywere
-
had objected to some aspects.However, the Commission's proposals had
to
be viewed as a whole, offering an intermediate solution.There
must be no
illusions:a
short-term regulationwith the
sole purpose of extending the Fontainebleau solutionsfor
another year ortwo
would encounter exactly the same difficulties as had arisen inefforts
to
frame
a
medium-term regulation,though the
solutionswould
haveto
take effect
by
1992.The
southern countries,for
instance, wouldfind
it
hardto
agreeto
an increasein their
contri-butions
to

receipts i{ this was used purely and simply to cover deficits in the agricultural sector and to compensdte the UnitedKingdom,
without any
correspondingcommitment
to
boost

funds, and thereby pavethe

focusingon the
medium-term developmentof

it
would probably
be
impossibleto
achieve complete agreementon
so ambitious a programme, especiallyin
viewof
thepolitical situation in a number of Member States.
None the less, he would do everything
in
his power to arrive at leastat a broad policy. The time had come
to
decide whetheror not
theCommunity was going
to
keep the appointmentit
had set itself. Wecould not
rest contentwith
a
European free trade area since the creation of a Community with a genuine economic and social dimen-sion wasvital
to everyone: enterpreneurs, farmers, the self-employed, the employed and-
first
and foremost, without a shadow of doubt-
those who were lookingfor
work, such as the young workers andjobless wandering the streets.

this lastfactor
would bringits full
weightto
bear when the moment camefor
the Economic and Social Committee to adopt its Opinion on the'Delors'package.In

calledon both
sidesof
industry
to
play
a
twofold key role, firstly as
a
lobby group
in influencing the European Council and the individual Governmentsof
the
Member Statesand,
secondly, asa

Employers) saw the adoptionof
the SingleAct, on which the introduction
of
the
single European market in 1992 depended, as the most important step in the building of Europe since the signatureof
the Treatyo[
Rome. But when could this Actbe implemented properly, as a clear statement of the Member States'
political determination?
Mr
Ceyrac warned the Council not to yieldto the temptation, in implementing the Act, of allowing undue scope
for derogations.
Mr
Staedelin (France-
Chairman of the Workers' Group) expressed the bitternessfelt by
trade union representatives over the Council'sattitude. The agreements of 6 November 1985 had nurtured hopes
of
a
social dialogue andof
a tripartite
conference underthe
Belgian Presidency,that would
urgethe
Commissionto
submit
proposals paving the wayfor
legislation by the Council. This dream had turnedinto
a
nightmare.The
Presidentof
the Council
saidthat,
in
the absence of agreement between both sides of industry, there would beno legislation. Yet a European social dimension was a legal
pillar of
the
Community.In
the building
of
Europe, workers must be surethat
theywould not

that guarantee. On the contrary, they could discern preparations
for
fresh attacks on earnings.Mr

Tavernier (Belgium-
Various
Interests)found the
recentdecisions
on CAP reform too
harshon
farmers,who
were deeply concerned about their future. Such a policy was unfair. The continuedimportation
of
vegetablefats
into
the Community could not
be suitained financially. The CAP was the spearhead of the Community yetit
was now being dismantled becauseit
cost too much.Mr
Houthuys (Belgium-
Workers) observedthat
many ministers,also
within
the OECD, shared concern over the economic futureof
their
respective countriesand that
sluggish economicgrowth
washaving
a
damaging effect onjobs.
In
his view,it
would
becatas-trophic
for
Europeif
the Delors-Pfeiffer planfor
a common strategyon
growth and
employmentshould
fail.
It
wasvital
to
adopt
aEuropean approach to all problems.
Mrs
lltilliams (United Kingdom-
Various Interests) asked what theBelgian Presidency was doing to put Europe across to the man in the
street. Stickers,
T-shirts and
badges were needed. Where was the image of Europe which took an interestin
the poor, the disinherited, the disabled, the elderly-
even women?Mrs
Williams proposed a trade safety campaign, including a generalduty
to
tradelafety,
coveringall
products andnot just
particularissues.
Mr
Collas (France-
Employers) pointedout that
the employers' and trade union delegates had agreed, on 6 November 1985, on the need and urgency of creating a single internal market, bringing down interest rates and encouraging European business to take part in freeand
fair
international trade. This agreement wasof
substantial helpto the Commission.
Mr
Briganti
(Italy
-
Various
Interests) advocatedthat the
Val-Duchesse meetings should cease to be limited to only two groups and should encompass others, such as representatives of cooperatives.
Mr
Pelersen (Germany-
Employers) stressed that economic growth was morevital than
everin
creating newjobs. The only
effectivemeans
of
rolling
back
unemploymentwas
to
stimulate
growth'However, subsidies had
to
be avoided, since these distortedcompe-tition,
fostered protectionism and kept alive outdated industries.Mr
Arets (Belgium-
Employers) stressed the needto
complete thesetting-up of a European economic area without frontiers or technical

easy.
Belgium
had minted gold and silver ECU and
Mr
Arets expressed the hope that other countries wouldfollow
suit. The ECU should develop into a major monetary zone alongside the dollar. The Belgian Presidency could counton
the ESC's supportfor

Workers) was disappointedthat
the Com-mittee's vote on the SingleAct
had not been unanimous. He felt thatthe
votes againsthad
expressednot
so much opposition
to
the'Delors
package'as the belief
that
more
neededto
be done
to encouragejobs
and growth. The number one concernin
Italy
and Europe as a whole was unemployment.Mr
Ceballo Heruero (Spain-
Various Interests) saidthat
thecon-sumer was
not
sufficiently protectedby
Community legislation. Hequoted the case
of
the Directiveprohibiting
the useof
hormones inmilk production, which had
been cleverly circumventedby
multi-nationals. Stricter rules on safety were essential
for
the protectionof

Employers) stressed the importanceof
research and energyfor
the
Community, and calledon the
Community to concentrate on those two areas.A
scientific and technologicalrevo-lution
was under way, which had disrupted employer-workerrela-tions, among other things.
It
was no use thinking that one could go on using the same old methods.Mr
Dassis (Greece-
Workers) expressed his disappointment withthe
Belgian Presidency, which had referredto
the
Commission anapplication to
join
the European Community by Turkey, a countrywhere
human rights
and the rights
of
trade unions were
being trampled underfoot.Mr

the fourth environmental programmewould come
to
fruition
and
that
its recommendations would beput into
effect.If
this were not done the hopesof
the peopleof
the Community would once again be dashed.Majority

greater convergence of Member States' economic policies, so as to optimize their impact;

The ESC believes that the financing arrangements must be equitable
and must provide the Community

guaranteed stable and ade-quate own resources.All
financing must be based on easy-to-under-stand criteria which are objective, verifiable and based on solidarity;this is
incompatiblewith the
conceptof
balancing budgetcontri-butions and receipts.
The
ESC feelsthat the
economicgrowth which
will
come aboutthanks
to
the
sizeof
the
Community-widemarket should
takeaccount
of
the
needfor
social progress and,in
keepingwith
trueCommunity solidarity, should benefit everyone and thereby further
the smooth creation of a people's Europe.
The impending profound changes
in
the fabricof
industry-
madenecessary by the development of new technologies, and the company
restructuring which
will
accompany the creationof
a
Community-wide market mustnot
be allowedto
exacerbate unemployment, orweaken
our
resolveto
make progresson
the socialfront
andintro-duce measures to actively generate employment.
The ESC
points out that
negotiated measuresin
the areaof
man-power planning, organization
of work,
adaptationof working
timeand
retraining are essential here.The
persistenthigh
levelof
un-employment is creating intolerable personal distress and is depriving the economyof
useful manpower, particularlyin
the caseof
young people, whose integrationinto
workinglife
should be facilitated byappropriate training
in
the new technologies, which are essentialfor
improving
business competitiveness.The
ESC therefore callsfor
acampaign against unemployment and genuine social protection
for
all.Opening
up the
marketsof
the
new Member Statesto
the
Com-munity's most
successful businesseswill
require
measures(a)
to enable the industryof
these Statesto
maintain their active presencein
the Community-wide market, and(b) to

2. ADULT TRAINING
'Commission Communication on adult training in firms'
(CoM(86) 780 final)
Gist of the Commission proposal
The growing importance
of flexibility of
the production process, the needto
exploit the findingsof
research and development and higher expectations as regards production quality, are the decisive factors in the upgradingin
Community undertakingsof adult
training.Adult
training is now seen as an investment.Training in firms is increasingly aimed at specific economic objectives. Economic goals and training goals are merged in a single programme.
This interaction
with
economic goals is accompanied by a change inthe ultimate
aim
and contentof training
policies.No
longer isit
aquestion
of
correcting certain effectsof
industrial restructuring andnew technological processes: there
is a
needto
anticipate, through adequate training policies, the effects of material investment, so as to improve its impact in terms of productivity and work organization.The Communication seeks
to identify
the prioritiesfor
Communityaction
in
the fieldof in-firm
training-
as opposedto
basic training-
of
adult
employees and,in
so doing,to
givea
new impetus toactions now under way.
The Communication is
a follow-up to
the conclusionsof
the SocialAffairs
Councilof
June 1986 and the Council Resolutionsof
June 1983on
vocational training
in
the
1980sand training
measuresrelating to new technologies.
It
derives likewisefrom
the conclusionsof
the Presidencyof
the European Council heldin
London on 5 and 6 December 1986, which stress the importanceof

The Communication highlights the positive lessons to be learned from firms and the key components of the strategies to be implemented in
the
Member States.It
concludesby
proposingpriorities
for
Com-munity action.
Gist of the Committee Opinionr
In
its
Opinion, which
was adopted unanimously,the
Committeeunderlines
the
growing importanceof
further
vocational training.This is an inevitable consequence
of
the increasing paceof
techno-logical change and the high level of skills required of workersif
firms are to survive in the increasingly harsh climate of world competition. The Committee attachei particular importance to the need to provide specific supportfor
the exchangeof information
between both sidesof
industry on the consequencesof
the increased useof
newtechno-logies. Balancing
different
interests, and therebypromoting
accep-tance for new technologies, is as much of a challenge for all concerned as the promotionof
technological change itself.How
this challengeis
metwill
determine the dynamicsof
technological change and its social acceptability.The Committee
is
thereforeparticularly
keenon
the Commission's proposal to support the effortsof
both sidesof
industryto
show the advantagesof further
training, bothin
termsof
career prospectsfor
workers and the increased technological competitiveness of firms. The Committee agrees in principle with the Commission that the newinformation,
telecommunications and audio-visual technologies can make a biggercontribution to
the developmentof further
training.Language barriers are, however, a problem.
The Committee also regards as particularly promising the proposal
that'firms should cooperate with training centres to develop practical
training materials on, for example, technological innovation in firms.
And,
generally speaking, the ESC feelsthat

Gist of the Committee OPinionr
In
its unanimous Opinion, the Committeefirst
of all makes the pointthat
economic developmentin
the highly-industrialized countries ischaracterized on the one hand by an increasing shortage of jobs
for
lower-skilled workers, and on the other by a relative increase
in
the demandfor
well-trained specialistsin
all sectorsof
the economy and administration.It
also
stressesthat
the
European economywill
not
be able
to compete atall
on world markets unless Europe's human potential isfully
exploited and well-trained specialists are turned out at all levels and in all branches of the economy and society.The

everyone both influences and benefits from the environment. In view
of this, the Community should determine standards
for
a progressive environmental policy.The

economic, social and employment policy, the Committee recom-mends that the Commission, in implementing the programme, consultemployers', workers' and environmental groups. The ground work should be done at Community level

this type at local, regional and national level.The Committee wants extensive use to be made of the powers set out
in

Singie EuropeanAct,
in
order
to
supplement Communityenvironmental
law. With a

making more rapid progress inthe environmental sector the Committee calls upon the Council
of
Ministers to make use of majority voting wherever possible.

Committee attaches great importanceto
the
link
between environmental and consumer protection,it
urges the Commission to devise policiesfor

Gist of the Committee Opinion
IIn
its
Opinion,
adopted unanimously,with two
abstentions, the Committee stresses that regional policywill
never achieve the desiredreduction
in
regional imbalancewithout
a
fundamental change in other Community policies. This is the logical conclusion to be drawnfrom
the report, borneout
by the fact that ERDF resources remainwholly
inadequate despite a steady relative increase(of
around 7Voper year).
The
Oiinion
again stresses that a successful regional policy depends on the coordination of national regional policies and the involvementof regional authorities in its implementation.
Greater
coordination
of
the
relevant Commission servicesis

permissible sound pressure level at the operator's position
for
lawn-mowerswith
a cuttingwidth

also stipulates the methodfor
measuring these levels.The proposed levels are based on the results
of
measurements takenin
respectof
several typesof
lawnmowers.Although
the
results ranged from 95dB(A) down to 86dB(A), alimit

Gist of the Committee Opinionl
The Committee has adopted its Opinion on this subject unanimously.
It
questions theutility
of the present proposal. The Committee would have preferred to seeit
integrated in a forthcoming proposal from the Commission dealing globallywith
the larger questionof
barriers to trade and noise emissions from lawnmowers of all categories.Also the basic Directive now being amended is based
on
the emissioncontrol principle.
It
setsa
sound power level
for
lawnmowers: mowers exceeding this level cannot beput
on the European market.It
is now proposedto
amend this Directivewith
a requirement that has the characterof
an
immissioncontrol.
The result is confusion:two control principles now are mixed.
Finally,
althoughthe
Committee recognizesthat the

December 1977contains a definition of own funds that proved sufficient in the
initial
stage
of
harmonization. However,in
thelight of
thefurther
movestowards
harmonizationand the rapid
developmentof
the
creditindustry since
1977,it
has
becomeclear
that
this definition
isinadequate.
A
more precise definition containing all the items that may be treated as the capitalof
a creditinstitution
is becoming increasinglyneces-sary,
especially sincethe
implementationof
the Directive
on
the supervision of credit institutions on a consolidated basis.Capital adequacy is a cornerstone of banking supervision; a definition
'of own
fundsis
thusan
essential requirementfor
future
banking coordination.Own funds in a credit institution serve a number of purposes. Firstly,
they finance a credit institution's business, especially when
it
starts itsoperations.
The own
fundsof a
credit institution can be
used to absorb losses and therefore are a guaranteefor
the stability and thecontinuity of
theinstitution: their
rolein
this respect is essential in maintaining the confidenceof
depositors. They are also a yardstickfor
measuring the solvency of the institution and other factors which play a vital role in banking supervision.Since Member States currently use a variety of methods to calculate a
credit institution's capital
resources,the
Commissionis
seeking toestablish common standards
for
the
measurementof
own
funds.Through the adoption
of
common criteria, the authoritiesin
chargeof
banking supervisionwill
be sureof
a basic equivalenceof
super-vision standards in all Member States.The proposal is defined
in
broad terms and provides a maximumof
elements and amountsin
orderto
encompass the various elementscomprising
own
funds
in
the
different Member
States, leaving Member States the possibility of excluding certain elementsor
adop-ting lower ceilings
