During the second year of impli.i e m o t i o n , the C o m m i s s i o n shall
review the p r o g r a m m e and send a report on the results of its review to the E u r o p e a n P a r l i a m e n t and the C o u n c i l . This report shall be a c c o m p a n i e d where necessary by p r o p o s a l s for the amenaient or e x t e n s i o n of the p r o g r a m m e .
At the end of the p r o g r a m m e , an e v a l u a t i o n of the results achieved shall be conducted by the C o m m i s s i o n which shall report thereon to the European Parliament and the C o u n c i l .
The a b o v e m e n t i o n e d reports shall be e s t a b l i s h e d having regard to the o b j e c t i v e s set out in Annex I to this Decision and in
a c c o r d a n c e with A r t i c l e 2(2) of Decision 8 7 / 5 1 6 / E u r a t o m / E E C .
Art i c le 5
The C o m m i s s i o n shall be r e s p o n s i b l e for the e x e c u t i o n of the p r o g r a m m e .
The C o m m i s s i o n shall be assisted by a committee of an advisory n a t u r e , h e r e i n a f t e r referred to as "the C o m m i t t e e " composed of the
r e p r e s e n t a t i v e s of the Member States and chaired by the
R e p r e s e n t a t i v e of the C o m m i s s i o n .
C o n t r a c t s c o n c l u d e d by the Commission shall govern the rights and o b l i g a t i o n s of each p a r t y , in p a r t i c u l a r a r r a n g e m e n t s for the d i s s e m i n a t i o n , p r o t e c t i o n and e x p l o i t a t i o n of research r e s u l t s .

-The following are suitable for co-ordinated p r o j e c t s :
- subjects which are intrinsically international in c h a r a c t e r ;
- problems arising in a similar manner in the various Member States (and possibly within the C o m m i s s i o n ) which may therefore benefit from a c o - o r d i n a t e d approach;
- p r o b l e m s which have to be solved for purposes of h a r m o n i z a t i o n ;
- p r o b l e m s arising in connection with the p r o c e s s i n g of
c o n f i d e n t i a l data;
The main feature of these p r o j e c t s is that a mi ni mum"number of
p a r t i c i p a n t s c o - o r d i n a t e their work in fields of common interest
and e x c h a n g e their f i n d i n g s .
The emphasis will be on p r o j e c t s able to p r o d u c e results in a relatively short time (2-3 y e a r s ) .
Part II: Shared-cost p r o j e c t s
The research will be carried out by means of shared-cost research
c o n t r a c t s to be awarded to research b o d i e s , companies and other
o r g a n i s a t i o n s in the Community. Community financial p a r t i c i p a t i o n
will in p r i n c i p l e not exceed 5 0 % of total e x p e n d i t u r e , the rest normally being borne by the c o n t r a c t o r s . A l t e r n a t i v e l y , in the
case of u n i v e r s i t i e s and research institutes carrying out p r o j e c t s ,
the Community may bear up to 1 0 0 % of the a d d i t i o n a l e x p e n d i t u r e
involved. Work will be carried out in the following a r e a s :

C o n t r a c t s under Part I shall be awarded by means of restricted invitations to t e n d e r . P a r t i c i p a n t s will fund their ^ n share of the work to be done and will be informed of all the r e s u l t s .
C o n t r a c t s under Part II shall be awarded by means of
public i n v i t a t i o n s to t e n d e r . They shall involve the p a r t i c i p a t i o n
of at least two p a r t n e r s , who are independent of each other and who
may not be e s t a b l i s h e d in the same Member S t a t e . Public i n v i t a t i o n to tender shall be p u b l i s h e d in the Official Journal of the
European C o m m u n i t i e s , and summaries shall be published in the
s c i e n t i f i c journals s p e c i a l i s i n g in the s u b j e c t .

Part II
The Commission's position with regard to
the European Parliament's amendment
which it has not accepted
1. At its part-session of 24 May 1989, while giving a second reading to the
common position on a decision instituting a specific multiannual programme
for the research and development of statistical expert systems (DOSES), the
European Parliament adopted an amendment which the Commission cannot
accept. The amendment is attached.
2. The Commission cannot accept the amendment. It is of the opinion that the
amendment is not necessary because it is covered by Article 130 P of the
Commission of the European Communities
