(HHBCCS): Provide consulting services to supply independent review of 3rd party test plans
and results and validate for HHB against expected results. Activities included review of all test cases and validation of results as well as supplying a deliverable to HHB as to validity of existing project test state
• Access Control System Deployment New Residence Complex, St. John’s Campus,
Memorial University of Newfoundland: Project Management of an 800+door Access
Control Deployment (using Millennium)as part of a new construction project. Other responsibilities included: management of subcontractors, schedule, cost, scope, and issue/change management
• Camera Sensor Deployment – Halifax Harbor Bridges Command & Control System
(HHBCCS): Project Management of a camera sensor deployment of over 125 cameras on
both spans of the Halifax Harbour Bridges. Responsibilities included oversight of
PTZ and numerous IR models) and subsequent deployment; management of subcontractors (software and hardware as well as trades); and, schedule, cost, scope, and issue management. Also acted as de facto Program Manager for other vendors to assist in facilitating overall communication
• Halifax Port Authority Command & Control System (HPACCS) – Project and Program
Management of various initiatives related to HPACCS which was a Multi‐National Security project involving 20+ subcontractors and vendors. Components of HPACCS included access control, chemical detection, perimeter fence detection, GIS/GPS, CCTV hardware and software analytics, and physical infrastructure deployment. Specifically, roles included: Program Management of the initial deployment of HPACCS. Responsibilities included management of program budget in excess of $10 million CDN$ as well as schedule, scope, and issue management. Chris was also involved in authoring the support contract which was valued at over 1 million CDN$ Acting in a Business Analyst role, created a Current State analysis document for one of HPA’s terminal facilities, post‐HPACCS deployment Acting in a Business Analyst/Architect role, facilitated the creation and subsequent documentation of security scenarios for waterside, pedestrian, and train access to the HPA facilities Acting in a Project Management role, facilitated the deployment and implementation of the above scenarios for HPA. This involved management of multiple software and security vendors across Canada and US as well as being involved with HPA as an advisor for future scenario development

Reporting to the VP of Technology, Chris was responsible for the Program Management of a Multi‐ National Security Program (the Halifax Port Authority Command and Control System (HPACCS)) involving 20+ subcontractors and vendors. Responsibilities included management of program budget in excess of $10 million CDN$ and oversight on Requirements Management process. Notable Accomplishments:
• HPACCS program was delivered ontime, under budget, and with a very highdegree of customer satisfaction • Successfully negotiated the signing and renewal of a multimillion dollar support contract for HPACCS in successive years (this included collaboration with HPA to establish Service Level Agreements (SLA)) In addition to Program Management duties, Chris was responsible for Business Development Management of SW Development Services and SW product line as well as recruitment, procurement, and management of department resources.

Reporting to the Consulting Partner, Chris was one of two managers responsible for driving the creation of a Solution Management process at an IBM customer account (Irving Oil Limited) and subsequently implemented it at various sections of the IBM Lab (Toronto).
Notable Accomplishments: • Creation of a clearer process for prospecting opportunities which did not meet sales team thresholds. This resulted in increased sales (in excess of $500,000 per Manager for 3 consecutive years) • Initiated requirements definition process and deliverables for various HW and SW project types

Reporting to the Account Managing Director, Chris managed multiple concurrent projects in Financial, Insurance, and Natural Resource sectors. These local and remote‐client based projects were delivered for multiple clients in Canada and the US with budgets ranging from $50K to $1.25 million. Customers included Bell Aliant (NS), Irving Oil Limited (NB), MasterCard (US), Kraft Foods (ON), Manulife Insurance (ON & NS), Clearwater Fine Foods (NS), and Aetna Insurance (US). Job responsibilities included the coordination of internal and external resources (IBM, client and third‐party), high‐level strategic project planning with senior business and technical client representatives, and establishing the Project Management Information Systems and Project Management Offices for large‐scale (> $1 million) projects and programs. Additional responsibilities included the running of Quality Assurance reviews, and other cross‐organizational sessions to contribute to process improvement within CMM Level 5 environment.

The new company was formed to provide systems integration and outsourcing services (now defunct, was absorbed by EDS). Reporting to the Manager of Database Support; served as a Programmer/Analyst for remote Oracle development projects. Projects included the creation of interfaces using PL/SQL, and SQL, to migrate existing legacy financial system information to Oracle Financials (specifically GL and AP). Work also required requirements validation, testing, and support in warranty period. Customers included Starbucks Coffee (Seattle, WA.) and CSX Transportation (Jacksonville, FL.).
