Since the mid 1990s, Shanghai has taken the historic

opportunity of informatization development all over the world to

promote IT application as a strategy covering every part of the

modernization process.

 “9th five-year plan” period —— a fast development of

information infrastructure construction;

 “10th five-year plan” period —— a major breakthrough

has been achieved through boosting IT application and

information industry development;

 “11th five-year plan” period ——implementation of the

focus on “IT innovation and advanced IT application”.

1. IT Infrastructure

"Shanghai Information Port”

 5,354 km of integrated information pipelines have been laid with 3,040 connections into the business buildings, base stations, and living

communities.

 There are over 6,800 outdoor macro base stations, and 772 satellite

stations. The total length of long-distance optical cable reaches 3,151 km.  The international outlet Internet bandwidth exceeds 200GB, accounting for

almost 1/3 in the whole country. There are 6 international sea cable systems and 10 sea fiber optical cables landing, with the total

communication capacity of 2,000GB, accounting for about 50% of the total in China.

 The outlet bandwidth of the metropolitan area network (MAN) reaches 1.2 TB, which makes Shanghai the first city in China having the above

1. IT infrastructure

Shanghai supercomputer center

Shanghai Supercomputer Center was established in December

2000, and it has three supercomputers: SUNWAY 64P, Dawning

4000A and the "Magic Cube" (Dawning 5000A).

The "Magic Cube" ranked the 10

th

among the Top 500

supercomputers in the world in November 2008, with the aggregative

peak performance of 200 Teraflops

1. IT infrastructure

Mobile phone coverage

 The number of mobile phone users has reached 2.361 million, nearly 6 times of the number in 2000.

 There are almost 7,000 3G base stations (macro base stations, indoor coverage), with about 800,000 individual users of 3G services, accounting for 8% of the total number in China. And half of them are TD-SCDMA users.  3G applications are emerging all the time, such as mobile Expo tickets,

mobile tickets for metro, and rail transportation video monitoring.

 There are 6,500 wireless hubs established in Shanghai, covering areas of government administrative centers, business centers, transportation hubs, universities and colleges, restaurants and entertainment venues.

2. Information industry

 In the "10th five-year plan" period, the electronic information

manufacturing industry in Shanghai has shown rapid growth. In 2005 it

generated industrial output value of 402.9 billion and has become the most important industry in Shanghai, accounting for 25% of the gross industrial output value of enterprises above designated size.

 In the "11th five-year plan" period, the electronic information manufacturing

industry continues its rapid development and in 2010 the gross industrial output value has reached 969.1 billion yuan.

 In the beginning of the "12th five-year plan" period, the year 2011

witnessed even more dynamic momentum, with the gross industrial output value of more than 1 trillion yuan.

3. Application of information technologies

 In the field of economy, Shanghai promotes the IT applications in financing and shipping, mainly on bank cards and e-Port system;

 In the field of urban construction and management, Shanghai has set up the strategic information database on population, legal entities, space and geographic information, with well-defined, coordinated and intelligent methods, as well as the comprehensive information platform for issuing approvals across different fields;

 In the field of public services, Shanghai focuses on the education,

healthcare, culture and other aspects closely related to people’s lives, by integrating various kinds of public service resources to improve service efficiency and quality;

 In the field of administration, Shanghai puts great emphasis on the infrastructure, information resources and system of e-government in the form of integration, collaboration and sharing.

3. Application of information technologies:

E-Commerce

 Shanghai has shown a fast growth in e-commerce for many years. The amount of e-commerce transactions has increased from 25.3 billion yuan in 2002 to 425 billion yuan in 2010 , with an increase of 16 times.  The first local regulation on e-commerce - "Regulation on Promoting E-Commerce in Shanghai", which formally took effect on March 1, 2009, has provided reference for regulating the environment and accelerating e-commerce development in Shanghai.

3. Application of information technologies:

City grid management

 Grid management can produce a better-directed service in the city, by digitalizing and labeling the urban units, such as dustbins, street lamps, telephone booths and roadside trees, and dividing the management area into 10,000 m2 grids, and the grid inspectors can find out and solve all

kinds of issues in urban management through the patrol and checking reports submitted by citizens.

 The city grid management has covered the urban area in 18 districts and towns with the total area of 1168 km2, and over 10 million urban

Smart transportation

 Shanghai has set up the Comprehensive Traffic Information Platform that can collect traffic and transportation information from city highway network of major road in the downtown and suburb areas. The real time traffic

information, after being analyzed and processed, can be accessible to

citizens through different channels, including the digital message boards on the highway, website, TV and radio broadcasting.

 Shanghai has also constructed the highway ETC (Electronic Toll Collection) system, and has connected it to those in the Yangtze delta area, which

Public health service

 Shanghai has built the electronic healthcare record system with dynamic update to provide more convenient and efficient healthcare services for the local residents.

 Shanghai has set up an information sharing platform that connects 23 municipal hospitals to share clinical information so as to increase the

diagnosis and treatment quality, to reduce the laboratory tests duplication and medicine use, and to reduce the medication cost.

 Shanghai has implemented the real-time reimbursement system of new rural cooperative medication, which covers 145 local medial centers and 1,300 village clinics by the end of 2010, to bring more convenience for rural residents.

 Shanghai has also built the public health emergency information

system, which has played an important role in handling the public health

emergencies, such as prevention of H1N1 flu.

Education

 Shanghai keeps on improving the information infrastructure in schools. Through the construction of information infrastructure in primary and

secondary schools, the campus network and multimedia classrooms have been greatly improved.

 In order to enhance the communication between teachers, students and parents, Shanghai has established "home-school interaction system" as a service platform to provide information for the education and set up the digital archives for the students.

 Shanghai has set up a lifelong learning platform online. "Shanghai Lifelong Learning Website" can provide all kinds of learning materials, courseware, online courses and other digital learning resources.

In 2011 – 2013, with the principle of “planned guidance,

integrated construction, shared resources, demand satisfying,

appropriately advancing”, the service capacity and level of information

infrastructure have been improved through increasing comprehensive

network load, usage of different equipment resources, and gathering

effectiveness of information communications.

2. Information sensing and application system

In 2011 – 2013, with the user-focused and demand-driven

methods, the smart applications have been promoted greatly with the

focus on information sensing, business coordination and system

integration. Through the application demos, the new technology and

business model are publicized to achieve safer city operation, more

coordinated economy, more efficient government management, better

public services, and more convenient lifestyle for the citizens.

prevention” to strengthen the information security infrastructure and deal with new problems and situations, build a healthy and safe network

environment, so as to guarantee the synchronized planning and

implementation of information security with smart city construction in a controllable manner.
