In 1988, Singapore’s government decided to found a Special Purpose Vehicle to design, develop, promote and operate this national clearance system.
Singapore Network Service Co., Ltd. (now renamed the SNS Co. Ltd.) was held and funded by shareholders from four government agencies(called semi official institution in Singapore):
Singapore Trade Development Board (Singapore International Enterprise Development Council now) - 55％

Singapore Port Authority (Owned by Singapore Port Group after separation of government and enterprise)- 15%
