(the minor part of this item) are estimated with the average number of days at sick leave per civil servant, the number of civil servants and the average gross earnings per working day. It is assumed that the average number of days at sick leave per civil servant of the Laender or municipalities is the same as for civil servants of federal government.

contributions by sector of origin are estimated with the share of compensation of employees by sector of origin

according to National Accounts (ESA 2010).

Because detailed data are not available benefits are split up at a ratio of 50:50.

Scheme 25 Expenditures for exemption from television and

radio license fee are estimated with the number of exemptions and the amount of monthly license fees for radio, television and the combination of radio and television. Expenditures for exemptions from these fees and from telephone charges by functions and means test are split up according to the number of exemptions and the reason for granting these exemptions.

Expenditures for public benefits of the Austrian Federal Railways are calculated with the number and the amount of fee reduction for reduced or free cards which are necessary for cheaper tickets

both by socially induced reason.

Expenditure for public benefits of the Federal Railways Postbus AG is extrapolated with data until 2012.

Scheme 28 Data on expenditures and receipts are estimated

by multiplying the available data for the health institution for civil servants in Vienna by the factor of 1.7 which corresponds to the relation of total civil servants insured by health institutions to the civil servants insured in Vienna.
