Legacy resident retention program

• The Legacy Resident Retention Program aims to mitigate

displacement by helping current homeowners pay property tax increases.

• Residents who live in the designated program areas along the southern and western neighborhoods of the BeltLine who meet the following criteria are eligible for relief:

• Currently living in their home

• Lived there before March 2017

• Have an annual household income below 100% of AMI

How Did We Get Here?

• ABI purchased the property for the purpose of building an access point for the Westside Trail

• 2017: ABI & Westview Community collaboration on the Complete Street Vision for Ralph David Abernathy Blvd.

• 2018: ABI began developing concepts, but had to be put on hold due to staff resourcing challenges

• 2019: Due to the hiring of new staff, ABI restarted the effort to deliver the project

Why Do We Need Another Access Point?

• Provide closer access to the Westside Trail for the Westview neighborhood

• Upgrade road elements for safer crossing of Ralph David Abernathy Blvd SW.

• Presented initial concepts at November 2019 meeting

• Collected and incorporated feedback from the November 2019 meeting into concepts presented in the January 2020 meeting

• Collected feedback in January 2020 meeting to select the preferred concept design to incorporate into the final design

• Tonight’s meeting will discuss the final design that will be permitted for construction

• Maintain separate entry and circulation path away from plaza/seating area

• Add landscaping closer to RDA to provide a sound, shade and visual buffer

• Add fencing/barrier between sidewalk along RDA at access point area

• Funding for this project was allocated in ABI’s 2021 Fiscal Year budget

Pre-development: Impervious – 27,300 SF (0.626 ac); Pervious – 4,256 SF (0.098 ac)

Post-development: Impervious – 24,829 SF (0.570 ac); Pervious – 6,727 SF (0.154 ac)

• Final Design will be submitted to GDOT and the City of Atlanta for permitting in February

• ABI will begin the procurement process to solicit bids from contractors

• Once permitting has been completed and a contractor has been selected, the project will start construction (tentatively Summer 2021)

• The Design Team has estimated a 6 to 8-month

construction timeline that will go into early 2022
