Dear Friends and Colleagues,
Over the last few months, I have attempted to find out more about the history of the Hillsborough County Dental
Association. I believe that understanding our dental past will help us solve current and future issues in dentistry.
I began this journey by asking our senior members for any information concerning the founding of the Hillsborough County Dental Association. After consulting the West Coast Dental and Florida Dental associations, I was amazed how little information we have available on our history.
My initial goal was to find out how our association was started, who our first president was and the goals of organized dentistry at the time. My first clue was provided by our member, Bill Robinson. Bill gave me the name of the first president of organized dentistry in Florida, Duff Post. Dr. Post was not only president of the Florida Dental Society in 1885 but also a three-term mayor of Tampa. It seems to me that he must have been a great leader with vision. Unfor- tunately, the goals for organized dentistry in Florida during the late 1800s and early 1900s are lost. On a national level, the first dental college opened in 1840—
the Baltimore College of Dental Surgery. Naturally, this led to government intervention and regulation pertaining to the education system and patents.
The ADA, founded in 1859, began by developing professional standards and promoting scientific research. By the early 1900s, the ADA was involved in educating the public and standardizing educational requirements.
Today, government intervention and regulation are obviously still very pertinent in our industry. OSHA, HIPAA, DEA and DOH are just a few agencies which affect our practices. As president of HCDA, I am trying my best to keep all our members informed on changes with these regulatory agencies.
Standardizing education is also still an important issue for our association with the introduction of dental therapist programs. These programs have already begun in some states—although not in Florida. I reported last month that the Commission on Dental Accreditation has developed accreditation standards for dental therapy programs. I have studied the 40+ page document which outlines the institutional requirements for accrediting dental therapists. This document also covers the required coursework and the scope of training. Personally, the court is still out on how dental therapy will affect our industry. I would appreciate everyone’s ideas and feedback. For further reading, please refer to the

Each year, the FDA works on creating a legislative platform for organized dentistry to advance and promote during the legislative session. The following are some legislative issues that the FDA anticipates monitoring during the 2016 session. The 2016 Florida Legislature convenes January. 12, 2016

The Florida Prescription Drug Monitoring Program (PDMP), known as E-FORCSE® (Electronic-Florida Online Reporting of Controlled Substance Evaluation Program), was created by the 2009 Florida Legislature in an initiative to encourage safer prescribing of controlled substances and to reduce drug abuse and diversion within the state of Florida.
E-FORCSE® has selected Health Information Designs, LLC, to develop a database that collects and stores pre- scribing and dispensing data for controlled substances in Schedules II, III and IV. The purpose of the PDMP is to provide the information that is collected in the database to health care practitioners to guide their decisions in prescribing and dispensing these highly abused prescrip- tion drugs. Section 893.055, Florida Statutes, requires health care practitioners to report to the PDMP each time a controlled substance is dispensed to an
individual. The information is reported through the electronic system as soon as possible but not more than 7 days after dispensing. This reporting timeframe ensures that health care practitioners have the most up-to-date information available.
E-FORCSE® complies with the Health Insurance
Portability and Accountability Act (HIPAA) as it pertains to protected health information (PHI), electronic protected health information (EPHI) and all other relevant state and federal privacy and security laws and regulations. The information collected in the sys- tem will be used by the PDMP to encourage safer prescribing of controlled substances and to reduce drug abuse and diversion within the state of Florida.
