WATER AND WASTEWATER TREATMENT TECHNICIAN - CADET

MY DEPARTMENT

Role of the Water and Wastewater Treatment department

On average, 13 million litres of wastewater flow into our Homebush wastewater treatment plant every day. This facility services approximately 9,218 residential, commercial, and industrial properties in the urban area and Waingawa industrial area. Riversdale, Castlepoint and Tinui are serviced through their own wastewater systems. Wastewater services include maintaining our network of pipes, pump stations, treatment plants, wetland cells and a waste stabilisation pond. Every day an average of 13.5 million litres of water is provided to urban Masterton for safe drinking and sanitation. We’re installing water meters which will give our community a better understanding of their water use and will help manage consumption. Water is provided to the urban area and Waingawa industrial area. In rural areas, we support the provision of non-drinking water and water race supplies, as well as a small number of community owned

schemes. We own and maintain a network of water mains, trunk mains, tanks, reservoirs, and water treatment facilities at Kaituna and Tinui.

MY ROLE

The primary purpose of this role is to support the day-to-day operations of Council’s water and wastewater treatment plant and facilities. This is to ensure the provision of quality water and wastewater services that meet demand, meet public health requirements, and ensure Council fulfils its legislative and consent obligations.

The role is focused on working as part of a team and developing knowledge and competence to operate the plants and equipment, and control the processes, that deliver quality water and wastewater services in the district.

MY KEY RESULT AREAS

Support water &

wastewater facilities to operate effectively and efficiently

Operational duties are carried out to ensure the effective and efficient operations of all water and wastewater facilities (refer Attachment #B), for example, calibration checks, testing, step-screening, backwashing.

Operational duties are carried out to ensure the effective and efficient operations of wastewater treated effluent,

irrigation operations and pond management, to achieve exacting requirements, both environmental and legislative, e.g. in accordance with relevant resource consent

conditions.

Maintenance work is completed to agreed quality standards, and within agreed timeframes.

Routine maintenance of plant and equipment is undertaken to ensure reliability, and to minimise plant or equipment outages.

Emergency repairs are completed where required to ensure effectiveness of operations, and that value is achieved for residents and the community.

Control checks are undertaken so that best practice

standards are achieved in relation to the operation of water and wastewater facilities, including plant, equipment, and instruments.

Support the monitoring of plant, systems, and processes

Regular checks and monitoring activities are carried out that ensure the provision of quality water and wastewater

services to meet public health requirements, for example, water sampling, treated water sampling, pond levels. Monitoring is carried out to ensure Council fulfils its

legislative requirements, including complying with resource consents.

Operations are maximised through monitoring of SCADA system, and information informs current and future programming decisions.

Supplies required to ensure optimal operations are checked and ordered as appropriate, e.g. chemical supplies, plant & equipment repair supplies.

Opportunities for continuous improvement are identified through monitoring activities, and implemented, or recommendations made, as appropriate.

Accurate reporting is provided within agreed timeframes and to ensure Council fulfils its consent, legislative and public health requirements.

Work collaboratively to deliver 24/7 operational requirements

Participate in working roster that delivers a 24/7 service, whilst ensuring work / life balance is appropriately achieved, including responding to system and plant alarms.

Note: Cadet needs to be supervised OR signed off as

competent by the Operations Manager before being included on the Stand-by and Call-out rosters.

Work with, and support colleagues, to ensure work is carried out with due regard for the health and safety of colleagues, contractors, and the public.

Relationships are established and maintained that support the delivery of quality services, for example, Environmental Services team, landowners, rural communities.

Own knowledge and best practice trends in technical area are kept up to date so that quality work is undertaken.

Opportunities for professional development are identified and undertaken, and learnings are shared with team to maximise value.

MY COMPETENCIES/KNOWLEDGE/SKILLS/EXPERIENCE

Qualifications, Skills and Experience

National Certificate in Water Treatment (NZQA Level 4). Or must be working towards achieving.

Some experience or knowledge in the operations of water and wastewater treatment plants, and associated facilities preferred but not essential.

Mechanical or electrical trade aptitude is desirable. Able user of Microsoft Office (Excel and Word) as well as other specialist software.

Experience of working with computerised control systems (SCADA) desirable but not essential.

Experience or aptitude in working with high-tech operational equipment.

Full driver’s licence, with appropriate endorsements, e.g., dangerous goods, and other relevant licences to be attained by the successful candidate as required.

Competencies Have the ability to work effectively as part of a team to deliver a 24/7 service and meet deadlines and legislative requirements.

Be flexible to adjust work and manage conflicting priorities to ensure delivery of services.

Be able to build and maintain effective relationships, to provide quality service to colleagues and the community. Be skilled in interpreting and analysing technical data and have the ability to make decisions or recommendations based on this data.

Have the ability to provide reporting in a timely and easily understandable format.
