Agenda for the Regular Meeting of the Board of Directors

Live Oak Charter School Multi-purpose room

March 9, 2017

Mission & Program

To ensure the humanity and potential of its students through an education resonant with their unfolding

awareness and capacities, and supportive of the full and integrated development of body, heart, and

mind. LOCS provides a K-8 program inspired by Waldorf education to children and families of

Petaluma and surrounding communities. Waldorf inspired education is a developmental approach to

learning that cultivates the innate capacities of each child through age appropriate curriculum. Live

Oak educates the whole child – head, heart, and hands, through an education that integrates each

child’s creative, intellectual, emotional, physical and social domains. Live Oak o

ers an interdisciplinary

liberal arts program where art, music, and movement are integrated with core academic instruction.

Exploration of the natural world, human culture, language and mathematics enlivens curiosity which is

the foundation of intellectual growth, conceptual flexibility, empathy and sense of connectedness.

Facilities

A new facility may become available to the school that would provide a large interior space.

We are pursuing such options. We are still awaiting a map of potential installation locations for

the K-2 play structures. We will be hosting a facility preview from the licensing agency in later

March.

Special Projects

Staff attended multiple trainings this month including the Prop 51 Bond training, Community

Child Care Licensing Training, California Dashboard and Employee Leaves.

Prop 39 funding is being pursued in cooperation with a no cost agency Strategic Energy

Innovations and Ecology Action. We will conduct an energy audit in the coming month to

identify the best course of action for energy improvements, develop a proposal, and complete

our application for funding.

2

Live Oak’s advertising campaign had a late start but included a full page advertisement in this

months La Prensa, the Spanish language periodical from the Press Democrat. In addition we

have had an online presence in Petaluma 360 and in the Argus Courier circulation.

Curriculum

The Lucy Calkins Writers Workshop trainings are scheduled for June 5

th

and October 6

th

2017.

These trainings will offer teachers an opportunity to gain feedback on their pilot experiences

and modify their implementation for subsequent units.

Human Resources

We anticipate very few vacancies for the 2017-2018 school year that will require hiring. We will

complete our review by April and intend to complete hiring before June 2017.

Finance

We await further word on the budget from the Governor. No notable changes at this time.

National School Lunch Program:

Procurement and Best Practices

PRESENTED BY SCHOOL FOOD AND WELLNESS GROUP

(33)

Why Should We Become a SFA?

- Increased control over food quality and menu creation

- Ability to expand and create a unique food program to fit school needs

- Control over all program funds

- Program funds directly deposited into school account on timely basis

(34)

Case Study #1

(35)

How do we get healthy meals?

STEP #1:

Become a School Food Authority (SFA) by completing the application process with your State

Agency (SA)

Items needed:

Application for Participation

W9 Form

501c3 Letter

Permit to Operate from the Department of Health

Food Vendor Contract

(36)

How do we procure a vendor?

STEP 2:

Follow the SA’s procurement policy of either a Request for Proposal (RFP) or Invitation to Bid

(IFB), to find a healthy and affordable vendor to cook, prepare and serve compliant meals

Request for Proposal

Develop and set weighted criteria to find a

vendor to help build and create a meal

program that fits your school culture and

unique model.

Invitation for Bid

Use the SA template and input details of

how you wish your program to operate to

find the lowest responsible bidder who can

provide the services described.

(37)

Vended or Full Service Contract?

Vended Meal Contract

The food service company cooks and

prepares meals in an off-site facility and

makes daily deliveries to your school.

Your staff serve the meals.

Ideal for:

- schools with no kitchen

- schools wanting control over staffing

and cost effective meals

- lower enrollment schools (<600)

Full Service Management Contract

The food service company cooks on or off

site and serves the meals.

Ideal for:

- schools with or without a kitchen

(38)

Best Practices: Procurement

Start the process early! (Nov-Mar)

-

Identify which contract model works best for your school

-

Economy of scale – get the most competitive price possible

-

Operate all possible meal programs

-

Collective bargaining

-

Include as much detail as possible in your RFP/IFB

-

Outline what matters to your school most (healthy, affordable, track record)

-

Apply for equipment assistance grants

-

Visit other schools using food service vendors

(39)

Case Study #2

(40)

Best Practices: Food Quality

Q: Can we afford quality food?

A: YES!

-

The IFB/RFP process allows you to seek out vendors who use high quality ingredients to

provide healthy, kid-friendly meals

-

Include high quality food standards in your search for a vendor

-

Ex: no frozen foods, no canned veggie/fruits, locally sourced

(41)

Best Practices: Maximize Reimbursement

Participate in ALL programs

Breakfast

Grab and Go

Breakfast in the Classroom

Lunch

Multiple point of sales

Multiple lunch shifts

After School Snack Program

(42)

Best Practices: Maximize Reimbursement

Free and Reduced Lunch Applications/Point of Sale

Utilize software to process forms and track meals by status

Quickly process lunch forms

Take advantage of the 30 day carry over eligibility

Easily track and capture all meals served by status

Accessible for parents to submit payments

Convenient monthly reports for claim submission

Collect applications prior to school beginning
