I
NTRODUCTION
1.1 This Request for Information (RFI) aims to solicit proposals to assist Singapore
Airlines Limited (SIA) in making an assessment of its existing primary data center, providing proposals for refurbishment, and indicating an estimated cost of
operating it for a minimum of next ten (10) years upon completion of the refurbishment. An important consideration is to improve the data centre sustainability in terms of reducing energy consumption and improving energy efficiency. The proposal should highlight the key technologies, and how these technologies would achieve these objectives.
1.2 This document provides sufficient information necessary for interested vendors to prepare a reasonably complete proposal to SIA. However, if there is a need to seek clarifications, requests should be sent as an attachment in Word Document format to: [email protected]
When submitting questions, the identity of the vendor’s representative must be clearly indicated. SIA will respond to the questions in writing.
1.3 To participate in this RFI, vendors are required to:

1.4 Three (3) sets of the RFI proposal are required. For easy identification, the cover of the documents (including the envelopes) must be clearly marked with either “ORIGINAL” or “COPY”. The RFI reference number must be clearly marked at the top left corner of the envelopes.
In addition, prepare two (2) sets of CDs containing the soft copy of your Tender Submission. Label the CDs with the “RFI Ref VM2015-05-01: Refresh and
Management of Data Center Facilities”and your organization’s name; and place them
in an envelope marked “SOFTCOPY” of RFI Ref VM2015-05-01.

Vendors are required to get the RFI submission stamped at the SIA Pass Office before depositing the RFI submission into the IT Tender Box. Submissions that are not stamped will be considered invalid.
Vendors are advised to submit their proposal before the deadline for submission, as late submissions will not be accepted.
1.5 The RFI proceedings shall be in accordance with the Section 5: Schedule of Events.
1.6 SIA and/or its subsidiaries reserve the right to decide whether to proceed with the RFP.

B
ACKGROUND
2.1 SIA currently owns the primary data centre building (Computer Centre Building) that
hosts its servers and network equipment to run its suite of applications to support the SIA Group of companies. SIA runs its development and disaster recovery at a secondary data centre which is leased by its incumbent outsourcing vendor. The incumbent outsourcing vendor also manages the primary data centre as part of the Infrastructure services outsourcing contract, which expires in November 2017.
2.2 The primary data centre has been in operation since 1983 and there has been some
refresh and upgrade of the equipment and facilities. The combined floor space is currently 2,135 square metres or 22,980 square feet, which excludes the common areas in the building.
2.3 SIA wishes, through the RFI, have an assessment of the renovations and upgrades
required by the primary data centre facility to meet its computing needs for the next 10 years. As part of the assessment, the vendor shall also provide an estimated one-time upgrade fee and estimated annual recurring costs, risks and timeline for the various major cost components.

Data Center Facilities Management
The scope of work for this module includes
3.1 Providing an assessment of the facilities management equipment supporting the
primary data centre operations, including but not limited to fire protection, cooling management, and power management.
3.2 Providing a proposal for a refresh and/or upgrade of the existing facilities management equipment where required, highlighting various technologies to improve the existing carbon footprint. The architecture proposed for the data centre facility refresh and/or upgrade shall have sufficient redundancy and diversity to ensure that there is no disruption to power or cooling to computer equipment due to one or two facility component failures. The design should also improve on the current Power Usage Effectiveness of the data center.
3.3 Providing the estimated costs and timeline of each component of the refresh and/or
upgrade and the relevant mitigation plans to avoid disruptions to the data centre during the refresh and/or upgrade exercise.
3.4 Providing the estimated annual operating costs and manpower requirements to
operate the data center facilities after the refresh or upgrade, with a minimum availability of 99.982% (Tier 3), and a minimum of ten (10) years.

All information provided by vendors will be treated with strict confidence. SIA reserves the right to share the information received with its advisors, if required. Your submission should be presented in the format as follows:
4.1 PART 1:VENDOR PROFILE
Present your company profile as in Annex 1: Vendor Profile Matrix. Additional information can be given as attachments.
Enclose the completed Vendor Profile Matrix (as in Annex 1) in this part.
4.2 PART 2:NON-DISCLOSURE AGREEMENT (NDA)
Send two (2) original sets of the Non-Disclosure Agreement (provided in a separate document), duly signed by an authorised signatory from your organization to:

Enclose a copy of the duly signed Non-Disclosure Agreement in this part (Part 2).
4.3 PART 3:EXECUTIVE SUMMARY
Summarize the salient points of your proposal in no more than three (3) pages. Briefly describe your proposal and how it will meet the requirements of the RFI, outlining alternative proposals, if any, with descriptions of the various options.
4.5 PART 5:THE PROPOSAL
Describe your proposed solution(s) and highlight any key assumptions you have made.
Provide a complete point-by-point response to the Scope of Work (in Section 3 and Annex 2 of this RFI) and any additional information you deem necessary to support your proposal, explaining how your system would handle each requirement.
