IVA project An Energy efficient society
Develop Sweden – 50 percent more efficiency 2050
A more efficient usage of resources, including energy, forms the basis for financial growth and sustainable development.
A more efficient energy usage
contributes to a reduced impact on the climate, the environment, and leads to a more secure energy supply.
Foun datio n Impo rtant fact ors
Sweden has formed a goal of reduced the energy intensity in order to achieve energy
efficiency.
The EU-commission has decided on a new
directive with long lasting demands on energy efficiency.
Technical development in the energy efficiency area is rapid.
Identify opportunities and obstacles, and suggest tangible measures for change in different sectors.
Identify new business models and business opportunities

Energy use in the residential and service sector
Swedish buildings:
Reduce specific energy
consumption by half in
2050 compared to 1995.
Building Categories
Houses Facilities Appartment
Energy use in the residential and service sector
•
Total annual energy
consumption in Sweden:
400 TWh
Final energy use in the residential and service sector, 1970–2010, TWh
Total energy use (temperature corrected energy usage for heating and hot water) kWh/m2, 1995–2009
Is it profitable to increase efficiency?
• 3-4 % return - a typical example in an apartment building
• But with increasing energy prices and increasing comfort demands, comes an increased long term return and it’s sustainable
• Energy prices over the last 10 years have increased CPI. But will this continue ??
Observations
• The property owners who are succesful in their energy efficiency programs provide clear leadership and regard energy efficiency in their buildings as a strategic
opportunity
• The work on an ongoing basis on improving operation and coordination energy measures with renovations as they become nesseary
• They realize that long-term measures do not always
provide results immideately but bring savings over a long peroid and create value
Results for building sector
• Building sector has a high energy efficiency potential • Bottlenecks
– Competence for energy efficiency insufficient – Construction rules are not state of the art
– Lack of financing • Opportunities
– Better initiatives for energy efficiency initiatives e.g. credit risk insurance
– Small scale energy production – Building Energy Declaration
– Renovation program of apartment blocks built in the 60:ies and 70:ies
Recommendations
• Tighter regulation for renovation and new construction • Adaption of preservation standards
• More stringent energy-use document requirements
• An analysis of credit risk insurance for energy efficiency improvements
• Dissemination of information and experience through demonstration
• National competence improvement in energy efficient construction, Renovation Center

Summary
• Decarbonisation, Energy Efficiency and Energy Independence targets do not necessarily giving same result
• System approach is fundamental, and energy efficiency potential in buildings is significant
• Conditions vary significantly between markets based on local conditions
• Incentives are important but also making alternatives less attractive • Do not underestimate the power of consumer willingness to invest
under the right conditions, things can go fast
• Heat pumps and District Heating based on biofuel and waste are central transformation technologies in Sweden
