This material includes our proposal for tuition and fees for FY 2016 and FY 2017, as well as the conceptual

budget plans for FY 2016 for Purdue University – West Lafayette, Calumet, North Central, and IPFW campuses.

Biennial Tuition and Fee Proposal

The University is proposing tuition and fee rates that will continue to maintain student affordability and align

with ICHE’s recommendation that tuition increases not exceed 1.65% per year for the biennium.

West Lafayette

o

FY16 & FY17 - 0.0% resident and nonresident tuition and fee rate increase

o

FY16 - Computer Science per semester differential for “new to campus” students

(grandfathering existing students)

o

FY 16 - increased enrollment deposit fee from $200 to $400

o

FY 16 - elimination of the $200 flat fee for credit-bearing Internship/COOP/Industrial Practice

Statewide Technology – FY16 & FY17 fees will remain flat for Lafayette and Anderson sites. Other

statewide site rates are as set by Indiana and Vincennes University

Northwest (Calumet and North Central)

FY16 - Fee alignment – Calumet increase 1.65% and North Central increase 0.4%

o

FY17 - 1.65% average campus increase in FY 2017 for Northwest

o

FY17 - Differential fees for STEM programs (Business, Engineering, Nursing and Technology) for

“new to campus” students (grandfathering existing students)

FY16 & FY17 - 1.65% resident and nonresident tuition and fee rate increase

- Budget plans at all campuses are based on operating appropriations contained in the 2015-2017

Budget Plan

biennial Postsecondary Education Budget of the State of Indiana, tuition and fee revenue estimates based on

the proposed rate increases, and estimates of other revenue sources. Purdue is grateful for the efforts of the

General assembly and the governor for support of higher education. The net operating appropriations provide

for adjustments summarized in Table-1 as follows:

Each campus has prepared its conceptual budget proposal showing the general fund revenue changes, reductions and

reallocations, and allocations to priority initiatives. Funds continue to be allocated on the West Lafayette campus to

cover costs for the Purdue Moves initiatives.

A system-wide view showing general fund revenue increases and allocations is provided in Table-2 as follows:

With the approval of the Board, Purdue will proceed to finalize the budget by confirming the allocations and

implementing budget allocations, reductions, and reallocations. The final operating budget showing general

and other funds, along with the details of allocations, will be presented for review by the Board in October

2015.

1 Fees for students (West Lafayette campus only) who withdraw or drop courses shall be prorated based upon the schedule provided at http://www.purdue.edu/business/bursar/payments/refunds.html.

3 Purdue Northwest Fall/Spring semester part-time Undergraduate students enrolled in less than 12 credit hours in Business, Engineering, Technology, or Nursing programs will be assessed per semester the part-time per credit rate or equivalent and a reduced differential general service fee based on the enrolled program (Business = $150/semester, Engineering=$215/semester, Nursing=$150/semester ,Technology=$200/semester).

4Purdue Northwest Fall/Spring semester part-time Graduate students enrolled in less than 8 credit hours in Business, Engineering, Technology, or Nursing programs will be assessed per semester the part-time per credit rate or equivalent and a reduced differential general service fee based on the enrolled program (Business = $200/semester,

5 Students with dual degrees will be charged the higher of the two differential fees.

6 Students continuously enrolled prior to Summer 2011, will not be charged the International Student Tuition until attainment of one degree, or until the Fall 2016 semester, whichever comes first. All undergraduate international students will be assessed the International Student Tuition (if applicable) effective Fall 2016.

7 Technology fee is charged to all students except Graduate Staff and Graduate School Fellows. This fee is non-refundable except as mandated by Title IV regulations.

8 Remittances will not be applied towards the Repair and Rehabilitation fee, and this fee is non-refundable except as mandated by Title IV regulations.

9 Student Fitness and Wellness fee and Student Activity fee are not charged to Part-time (including Veterinary Medicine per credit hour assessed students) and Statewide Technology students. These fees are refundable. Remittances will not be applied towards the Student Fitness and Wellness fee or the Student Activity fee. Students not charged Student Fitness and Wellness fee and Student Activity fee will pay a user fee if the student uses the Rec Sports facility.

10 Regular Fall/Spring semester part-time students enrolled in 1-7 credit hours, except Veterinary Medicine, will be assessed per semester the part-time per credit rate or equivalent and a percentage of the approved differential general service fee based on the following hours: 1-3 hours=25%, 4-7 hours=50%, 8 hours and above=100%. Veterinary Medicine Fall/Spring semester students enrolled in 1-11 credit hours* will be assessed the part-time per credit rate and the per credit rate differential general service fee based on the Veterinary Medicine page of this Student Fee Schedule. *(1-11 credit hour rates are applicable for Veterinary Medicine students when there are extenuating circumstances only – Department Approval Required. All other Veterinary Medicine students are full-time at 8 credit hours and above.)

11 Summer students, except PharmD and Veterinary Medicine (non-trimester program), will be assessed the

Undergraduate/Graduate regular summer approved rates as included in this Student Fee Schedule and a percentage of the approved differential general service fee based on the following hours: 1-5 hours=25%, 6-9 hours=50%, 10 hours and above=100%. PharmD summer and Veterinary Medicine summer (non-trimester) students will be assessed the

Undergraduate/Graduate regular summer approved rates as included in this Student Fee Schedule but will not be assessed the differential general service fee.

12 This is a market based fee increment for a Professional Masters Program developed through a rate approval process when the program is established. Programs that began in FY 2013 and extend into FY 2014 will continue at the FY 2013 rate plus approved increases until the program is completed and will not be assessed the Professional Masters Program fee.

13 Veterinary Medicine students entering the DVM program for the first time in Fall 2013 will be charged the

Instructional Support fee. New students entering the program for the first time in subsequent fall semesters (2014, 2015, 2016) will be charged the Instructional Support fee until all Veterinary Medicine students are assessed the Instructional Support fee effective Fall 2016.

14 Students continuously enrolled prior to Summer 2015 will not be charged the Computer Science Differential until attainment of one degree, or until the Fall of 2020 semester, whichever comes first. All Computer Science students will be assessed the differential effective Fall 2020.

15 These rates only apply to the Purdue Lafayette and Anderson sites. The Indiana University regional campus sites will be assessed Indiana University fee rates. The Vincennes regional campus site will be assessed Vincennes University rates.

16 Lab fees are based on a standard number of hours required to complete training. Any additional hours will be billed based upon approved proficiency rates.

17 Purdue University North Central is a participant in the Midwest Student Exchange Program (MSEP) of the Midwestern Higher Education Compact (MHEC). The program enables residents of Illinois, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Wisconsin, and Indiana to enroll in designated institutions and programs at reduced tuition levels. Participation at Purdue University North Central is limited to one hundred undergraduate students (excludes nursing students), and twenty-five graduate students. Purdue University North Central’s MSEP tuition is 125% of regular in-state tuition.

18 Children of Staff, Spouse of Staff, and Spouse of Official Retirees will also be required to pay all applicable special fees including deposits, workshop, laboratory, and differential fees. Children of Staff, Spouse of Staff, and Spouse of Official Retirees who do not reside in the State of Indiana will also be charged nonresident tuition on all campuses if staff member is not paying income taxes to the State of Indiana. These same three groups of students, West Lafayette

undergraduate only, will also be charged the International Student Tuition (if applicable). Spouse of Staff (per Executive Memorandum C-7) enrolled as nonresident students may have the nonresident tuition remitted. Children of Staff rates apply only to undergraduate students.

19 Undergraduate Children of Staff (W. Lafayette only) will be required to pay the full-time rate when credit hours are over seven per semester for the Fall/Spring semesters and over five for summer. Spouse of Staff and Spouse of Official Retirees will be required to pay the regular fee rate for each undergraduate or graduate hour over the maximum (per Executive Memorandum C-7). Children of Staff rates apply only to undergraduate students.

20 Staff will be required to pay all applicable special fees including deposits, workshop, laboratory and differential fees. All staff will pay the full resident/nonresident tuition amount on the credit hours over the maximum. Audited courses are assessed for all applicable special fees including deposits, workshop, laboratory, and differential fees only (per Executive Memorandum C-7).

21 The Summer rate is one-half of the Fall/Spring semester rate.

27 International Student fee is not applicable for students who are enrolled on the Purdue Extended Campus. This fee is applicable to all other international students as well as those international students in the Professional Master’s Programs.

28 The Late Graduation Deadline fee (West Lafayette graduate students only) is applicable for late arrival of the Electronic Plan of Study to the Graduate School, late declaration of degree candidacy, late deposit of a thesis or dissertation, updating/correcting a thesis or dissertation after it has been deposited, or listing on the Graduate School’s candidate roster for the same degree three or more consecutive sessions.

29 Dual Credit Program refers to high school students taking a course taught by high school faculty at the high school. Dual Credit Priority Only Course rates will be set by the Indiana Commission for Higher Education. (Note: Concurrent Enrollment Program refers to high school students taking a course taught by our faculty (regardless of site or location). The fees for concurrent enrollment programs will be assessed at the regular part-time credit hour rates as included in this Student Fee Schedule.)

30 For West Lafayette, Lab Course fees will be implemented selectively based on criteria approved by the Provost and Treasurer. For a Regional Campus, Lab Course fees will be implemented selectively based on criteria approved by the Regional Campus Chancellor or their designee.

31 The Non Instructional Rate will be charged to students registered at non Purdue sites using Purdue facilities. This per semester rate includes Technology fee, Repair and Rehabilitation fee, Student Fitness and Wellness fee, and Student Activity fee. In addition, a charge for Student Health Center fee will be assessed.

32 Per Application. Non-degree applicants to the Graduate School do not pay an application fee.

33 Undergraduate admission deposits will be applied towards tuition or related fees. For new students who apply for housing, $100 of the deposit will apply towards application fees for residence with university housing. All admission deposits are non-refundable.
