lower performance such as Brazil but offset by good results as the Colombian (4,6%) and

Ecuadorian (3,6%).

The increase in food prices, particularly perishable (potato) and some processed foods

such as rice along with the transfer of the peso depreciation to domestic prices,

explained most of the increase in overall inflation in the first quarter of the year.

Colombia obtained “investment

grade” issued by main credit rating

agencies

Standard & Poor's Ratings Services maintained its long-term sovereign credit ratings on Colombia’s foreign currency in 'BBB'

All main Rating agencies reviews highlighted the good economic and financial period that Colombia is experiencing nowadays, specially:

• Their ability to manage external shocks • Their excellent credit record

• An improvement in their Macroeconomic credibility • A significant improvement in their security

conditions

The development of infrastructure

The development of road infrastructure in Colombia linking private participation began in the

mid 90s with the first generation of road concessions.

Since then, private participation in road infrastructure has remained through programs of

second and third generation of road concessions which sought to improve the execution of

contracts.

First Generation - 1992

11 road concession contracts, primarily focused on road rehabilitation and expansion of road

corridors (1,649 km).

Second Generation - 1995

Third Generation - 1998

Improve issues related to financial aspects, responsibility and risks schemes.

The second generation of road concessions involved 470 km of roads (construction and

rehabilitation of new roads, seconds driveways entrances to major cities).

Policy adjustments: extensions and additions to the concession contracts legislation was

improved.

3,557 km included, highlighting the

“Ruta del Sol” project which incorporated changes on risk

allocation between the public and private counterparts and a new scheme of contract award

criteria.

Main Problems

Suggestions to improve the concessions scheme

1 – Strengthen prioritization and structuring of projects, including cost-benefit and Value for

money analysis.

2 – To Improve the institutional framework related to infrastructure, including a model of

long-term planning the approval process and analysis stages of structuring projects.

3 – To Increase institutional capacity to ensure proper risk transfer and reduce contracts

renegotiation.

4 - Perform rigorous analysis of the socio-environmental impacts before implementation of the

project.

5 – Assuring independent monitoring practice to measure the quality of services provided.

related services are needed.

Seeks to attract long term investors with enough financial capacity, who will

not only construct the infrastructure but also operate and maintain it.

Introduces the concept of payment for availability and level of service.

involving correct incentives for their development.
