Reference: GEM Report 2020 – Junior Research Consultant Request to submit a written proposal for a work assignment with UNESCO
UNESCO is inviting written proposals from Individuals for the work assignment described in attachment I.
To enable you to prepare a proposal for this assignment, please find attached the following documents:
• Terms of Reference (see attachment A); • Background note (see attachment B) Your written proposal should comprise:
a) A Technical Proposal consisting of:
• an up to date curriculum vitae (in UNESCO format, see:
https://en.unesco.org/gem-report/sites/gem-report/files/UNESCO_CV_Form.doc )
• an approach and methodology for the assignment, i n c l u d i n g a work plan in line with the Terms of Reference.
b) The amount to be charged for the assignment, which should be quoted in US dollars or in euros only for the period
12 November 2019 to 11 October 2020 as a monthly fee. Please include any costs for travel to Paris as a separate line item Your proposal and supporting documents must be in English.
UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in relation to the criteria set forth in the Terms of Reference, UNESCO shall select the proposal that offers the Organization best value for money.

Attachment A
Terms of Reference – Junior Research Officer DUTIES AND REQUIREMENTS
Under the supervision of the Senior Policy Analyst and the Team Manager, the consultant will provide research assistance for the the preparation of the 2020 LATAM Regional Report as well as country profiles to be produced by the GEM Report team.
Country Profiles:
• Support the finalization of country profiles focused on inclusive education, including the analysis and documentation for an estimated 10 countries in the Caribbean; and support the development of a background paper on the country profiles to be published in March 2020.
• Assist in the collation of information of country system profiles focused on non-state actors and gender equality. This includes the pre-population of information of an estimated 80 countries, contacting up to 20 countries for supplementary information and the creation of at least 10 complete pilot country profiles;
• Support the formal communication process with country delegations (160) concerning country system profiles;
• Assist in the creation of meta-data user guidelines in English and Spanish and communications materials for the on-line version of the profiles;
• Support the communications team in the development of the on-line platform, including drafting user-friendly text in English and Spanish and beta-testing of the profiles.
2020 Regional Report:
• Support the day to day management of regional partnerships with UNESCO Santiago Office and SUMMA to develop and finalize the LATAM Regional Report;
• Support the timely review of 20-24 background papers commissioned from experts and academics in the LATAM region;
• Support the team for the quantitative and qualitative analysis as required in the preparation of the 2020 Regional Report on Latin America and the Caribbean, including helping develop the outline and literature reviews;
• Support the identification of key opportunities and events to launch and disseminate the LATAM Regional Report; including supporting the preparation of presentations, speaking notes and visuals;
• Support communication and advocacy efforts to disseminate the LATAM Regional Report;
• Other research tasks as required by the GEM Report team.
Communication:
• Help draft articles for the World Education Blog (Spanish version) to be used for the dissemination of the Report;
• Provide support to the Senior Communications and Advocacy Specialist as required, including assisting with power point presentations, social media content, and other materials in Spanish;
• Develop organigrams of policy influencers in Caribbean countries relevant to GEM Report policy-oriented recommendations

Deliverables: Country Profiles:
1. Communication material (approx. 5 pages) developed in English and Spanish and shared with country delegations;
2. Pre-population of quantitative and qualitative data for 80 country profiles on non-station actors and gender equality;
3. At least 20 countries contacted to request supplementary information for country profiles;
4. Finalized meta-data user guidelines (approx. 50 pages) in Spanish;
5. Finalized text in English and Spanish for the on-line version of the country system profiles (approx. 5 pages);
6. Finalized 10 country profiles on inclusive education the Caribbean;
7. Finalized and launched background paper on country profiles in March 2020.
2020 Regional Report:
8. 20-24 background papers reviewed and finalized for the 2020 LATAM Regional Report;
9. Quantitative and qualitative analysis provided for the 2020 LATAM Regional Report;
10. References, tables and charts for the 2020 LATAM Regional Report in publication-ready format;
11. Finalized literature review for the 2020 LATAM Regional Report; 12. Finalized draft 1 of the 2020 LATAM Regional Report;
13. Finalized draft 2 of the 2020 LATAM Regional Report;
14. LATAM Regional Report finalized and launched in 2-5 key events in the region.
Communication:
15. At least 2-5 blogs written on the theme of the 2020 Regional Report for the World Education Blog in English and Spanish;
16. PPT presentations, key messages and visuals available in English and Spanish; 17. Contact information collected for at least 30 policy influencers in at least 10
Caribbean countries added to the GEM Report customer relationship management system.
II. Requirements Education
Advanced university degree (Masters degree or equivalent) in a program in education, development studies, economics, sociology, social policy, or other related social science discipline.
Work experience
At least 2 years of professional experience as a researcher and/or analyst in one of the following areas of expertise: learning measurement and assessment; gender equality; higher education, TVET; and lifelong learning.
Skills/Competencies
Strong quantitative skills and knowledge of different research methods Strong analytical and drafting skills in English and Spanish

Ability to maintain effective collegial relations in a multi-cultural setting and to work effectively and collaboratively in a team environment

Attachment B. Background note
Global Education Monitoring Report 2019
The Global Education Monitoring Report (or GEM Report), formerly known as the Education for All Global Monitoring Report (GMR), is an editorially independent, authoritative, and evidence-based annual report that monitors progress towards the global education goal and targets adopted at the UN General Assembly in September 2015. Each annual GEM Report series will identify effective education policies and analyse a major theme or topic. The Report is funded by a group of governments, multilateral agencies and private foundations and published annually by UNESCO to serve the international community. It is widely recognised as an indispensable advocacy and technical tool for ensuring the provision of quality basic education for all and other policy priorities in education and learning.
With its renewed mandate in 2015, and drawing on accumulated expertise, the GEM Report team will launch a new series of internationally focused education monitoring reports starting in 2016. These reports will analyze global education trends and advocate for effective
education policies and practice in the next decade and beyond.
In response to the need to (a) increase its relevance and policy impact on countries; (b) systematically document the policy content of themes covered in respective reports; and (c) contribute to the implementation of the SDG 4 agenda at the regional level, the GEM Report team is developing national education system profiles. The principles of the profiles,
following the Eurydice model and using an existing template, would be that the resource would be online, developed by countries, and used to promote peer learning at the regional level.
The GEM Report team will also develop a special, regional-focused companion publication of the 2020 Report. This would focus on the theme of inclusion in a region (Latin America and the Caribbean) in order to increase relevance and impact. It would be the first in a series of annual regional companion reports that would extent the approach already followed with the youth- and gender-focused publications.
