The purpose of this thesis was to provide design direction and production coordination,
research and creative development of a port able exhibit and audio-visual presentation
for the Comprehensive Regional Development Plan. The final components of the communi
cation program could be utilized as a single unit or function as separate educational tools.
The exhibit is
self-standing and modular in construction, supplying functional and aes
thetic graphic patterns which communicate the two dimensional imagery.
The audio-visual presentation provides a
more personal look at the Comprehensive Re
gional Development Plan and its
function,
while appealing to the area of interest ofthe observer.
The completed thesis will consist of the finished siIk-screened, three dimensional
exhibit and audio-visual presentation ready
Research
Historical
The
Comprehensive
Regional Development Planis
the result of an intensive five year studyby
the Genesee/Finger Lakes RegionalPlanning
Board. The function of the Regional
Planning
Board
is
to unite the counties of the areatogether in seeking ways of
dealing
witharea-wide
issues
and means ofimproving
our environment
today
and in the future.By
inter
acting with the citizens of each of the eight
counties, the Regional
Planning
Board prepareda flexible plan to guide future growth. The
overall purpose of the Comprehensive Regional
Development Plan is to create a physical,
social and economic environment which
is
responsive to the needs of the peoples, private
and business interests and the
institutions

Board to discuss the projects was on
January
16,
1975. Dr. StuartDenslow,
ExecutiveDirector
of theRegional
Planning
Board explained thetimeline
involved
and the desire for an exhibit and audio-visual presentation to com
municate to the public a five year study called the
"Comprehensive
RegionalDevelop
ment Plan".
At the request of Dr.
Denslow,
additionalmeetings were
initiated
and the first steps were taken to draft a proposal for the Communication Program
(Appendix
A). Uponacceptance of the proposal
by
Dr.Denslow,
he requested a detailed "Scope of Services"which explained the necessary steps
involved
for the research, development and production
of the exhibit and audio-visual presentation
At
this
time the ExecutiveCommittee
of theBoard
ofDirectors
began the review andapproval process. A contract agreement
between the Genesee/Finger Lakes Regional
Planning
Board and Rochester Institute ofTechnology
was the outcome of this meeting.Prior
to the signing of the contract thedesign director
(S. Tagg)
began the research and orientation stages of the pro
ject.
If that time had not been used forresearch and orientation, the project would
not have been completed in the available
time.
The first of many timelines had to be for
mulated, considering the overall project
and the short time allotted for completion.
This two part timeline also contains a flow
chart showing the interaction between

In order to facilitate adequately the work
load involved in
this project within thelimited time
frame,
professional serviceshad to be provided
by
a variety of mediaspecialist subcontractors. The professionals
enlisted for the project were a writer/audio
visual producer, exhibition manufacturer,
exhibit
fabricator,
photographers, soundmixing director and studio, narrator, and
photographic processing service.
These vendors were subject to a letter of
agreement from Rochester Institute of Tech
nology and to the same contract terms put
forth
by
the Genesee/Finger Lakes RegionalPlanning
Board.Orientation to the project included ex
amining many printed documents as well as
individual meetings with people connected
with the development of the
Plan,
and thosewho had past experience in the planning field.

the projects were composed.The
initial
list of behavioral objectivesspecifically
states what each person should retain afterbeing
exposed to the program(Appendix
D).The goals and objectives were used as the
foundation of the audio-visual script and
the exhibit copy. The use of the objec
tives
by
the writer was crucial in development of the script and copy.
The communicative success of the program
hinged upon adaptation of the Visual Theme Objectives
(Appendix
E). These objectiveswould form the groundwOTk for the visual
design,
final script and copy. Unfortunately
the information providedduring
the development of these objectives was incorrect and obsolete, resultingin
latermodification, and additional research and

the decision touse a stock exhibit system manufactured
by
Firks Exhibits
Inc.,
Chicago,
Illinois.This
system was selected because ofits
adaptability
to this particular project(Appendix
F). The versatile design of thesystem would enable the client to re-design
new exhibits utilizing the original panels
for later programs.
Project themes had to be developed for the
exhibit and audio-visual program. The
theme for each had to have
its
own integrity,
yet contain a communication linkshould the two applications be used as a
unit.
The audio-visual theme was the first to
be developed. The
title,
"Getting
a Handon Tomorrow." giving that
helping
hand toimprove and
help
ourselves and our environment for the future was the essence of
the omprehensive Regional Development
theme was conceived. The exhibit would
allow the public to
"Get
a Hand on Tomorrow"by
casting "A Vote for the Future". Although the citizenry could not actually vote,
a specific area
in
the exhibit titled "Participation",
contains a graphic interpretation of a voting ballot which enables each
individual
to mentally participateby
registering his or her vote.Visual and written development from the
first draft to production are shown on the Timeline 2
(Appendix
G).Upon completion of the necessary research, orientation, and goals/objectives, the pre
liminary
visual design development was begun.The ideal focal area for the exhibit was developed
taking
into consideration theaverage heights of the viewing audience
(Appendix H). Organizational
information
was collected and served as the basis from
which an organizational grid system was
the careful construction of the grid
system for the exhibit
(Appendix
J).This plan made it possible to adapt any
number of modular configurations to the
exhibit. The selected module echoes the
Comprehensive Regional Development Plan
logo,
utilizing the angles in its form(Appendix
K).In addition to the grid system and modular
form research, the Visual Theme Objectives
must relate to the exhibit. After careful
planning consideration each area in the
exhibit would occupy a specific number of
panels according to the amount of
infor
mation to be communicated and the general
importance of the area
(Appendix
L).Combining
of the visual theme design tothe actual exhibit configuration did not
occur until after a contract was consum
mated. The contractual agreement was
reached and the official Notice to Proceed
was given. Upon receipt of the signed
adaptation continued and the design direc
tor
ordered the exhibit panels, accessoriesand supplies needed for the program, with
delivery
of the exhibit guaranteed beforeMay
1,
1975
(Appendix
N). The exhibit andhardware arrived from Chicago on April
23,
1975*Careful inspection
found the ordercorrect and the panels and accessories in
excellent condition.
Incorporation of the visual theme and the
exhibit configuration had to be direct in
approach and communicate the desired mes
sage simply and accurately. The exhibit flow must also be undisturbed and predict
able. Each
informational
area wasdesigned
to fit a specific number of panels. Due
to the module
design,
a variety of consecutive panelvconfigurations allow for larger or smaller amounts of
information
to be applied. In order tokeep
the information
being
viewed confined toits
recognition of each area. All titles were
placed at the same
height,
as were the copyblocks.
Thus,
the copy and titles followeda predictable pattern, while the bold back
ground graphics wove a continually moving
force around the entire exhibit. Art and
photographs were intermixed with the appro
priate titles and copy
following
the gridsystem. The result was both a functional
and aesthetically pleasing design.
Preparation for the
Preliminary
DesignPresentation proceeded on schedule and the
final roughs and storyboard for the audio
visual and exhibit were completed. At
the same time the writer was completing
the copy draft for the exhibit and the
audio-visual script. All the materials
for the presentation were gathered and
presented to the Regional
Planning
Boardfor review
(Appendix
0>).
The main thrustof the meeting plan was to show how the
program design specifically met the care
These
goals and objectives had previouslybeen approved
by
the RegionalPlanning
Board.
Unfortunately,
some of the researchmaterial and
information
usedby
the writer and designdirector
in
constructing theprogram
design,
was also obsolete and causedmisdirection in the approach. After care ful study, the Regional Board Director issued a review statement which provided
the necessary direction needed for the
modification of the Visual Theme Objectives
(Appendix
P). Revised objectives were submitted and approved
(Appendix
Q). Theoriginal storyboard and exhibit roughs
underwent careful re-design and were sub
mitted
in
a second presentation. The revised approach was readily accepted with
only a few minor changes in the exhibit
copy and script. Upon satisfying these
changes, the approval was granted for pro
duction
(Appendix
R).Due to the amount of time needed
by
theRegional
Planning
Boardfor
the review ofthe
programdesign,
a total ofthirty
dayswas
left
for production.Utilization
ofthis
timeinvolved
for production coordination
anddesign direction
of the project was crucial. Each area of production
was
closely
monitoredby
the design director. A production schedule timeline
was
devised
andcarefully
followed(Appendix
S). The exhibit fabrication and audio
visual production began simultaneously.
The
initial
pushinto
production wentsmoothly, however additional student
help
was needed in preparing the mechanical
work for the audio-visual program.
Copies of the storyboard and final script
were distributed to the producer, photo
grapher and student assistant
(Appendixes
T and
U)
at which time the duties preformed
by
each member were carefully outlined.
Also,
the narrator was notified andgiven the same information for review before
program was recorded prior to the completion
of the photography.
During
this
same time the design directorhad the
finished
exhibit copy(Appendix
V)
set
in
type and began work on the art mechanicals, with priority given to the ex
hibit shop
drawing
(Appendix
W). Theseshop
drawings
enabled the vendor to prepare the exhibit panels for the art and
photographic pieces
being
produced.Additional meetings were scheduled with the
producer, sound studio and photo processing vendors. The time limitations were explained and each vendor was willing to provide the
necessary service allowing for the time re
strictions.
Photographic contact sheets of the
images
for the exhibit were reviewedby
the Regional
Planning
Board. Aboutfifty
percentof the photography selected for the exhibit
was accepted. This prompted renegotiations
with the photographer for new and more spe
cific photographs.
While the additional photographs were
being
produced the art mechanicals for the exhibit
and audio-visual were completed. The exhibit
mechanicals were delivered to the fabricator
for the production and application.
Thirty-two art mechanicals for the audio-visual were
photographed
By
the design director and immediately
processed.Review,
selection, maskingand mounting prepared the transparencies for
integration
with the remaining pictorialslides.
A new set of contact prints was now available
and after careful consideration the Regional
Planning
Board approved the remainingfifty
percent of the exhibit photographs. Prints
were made and delivered for mounting on the
exhibit. Some of the prints were not sat
isfactorily
mounted and additional printsThe
design director
and producer preparedthe selected pictorial and art slides for
the sound mixing and pulsing. Attention
to detail was the
key
to the successfulmixing of the audio-visual program. After examination of the completed program, minor
changes in audio and visual design were made and the finished presentation was pre pared for duplication.
According
to the production schedule, the time was growing short for a June 1 de livery. The exhibit was complete exceptfor a final regional map that was to be
provided
by
the RegionalPlanning
Board.The endless small details involved in the
design of the map had taken longer than
anticipated. The decision was made to proceed with the photographic documenta tion of the exhibit the weekend before
delivery. The exhibit was set up for the
first time
in
the Student Union at RochesterInstitute of
Technology
(Appendix
X). Itwas photographed and returned to the
ricator to await the final map from the Re
gional
Planning
Board.Accordingly,
the duplication of the audiovisual program was completed and ready for
delivery
on June1,
1975* Thedelivery
ofthe projects
(exhibit
and audio-visualpresentation) was postponed
however,
untilthe final map was received and the exhibit
was
totally
complete. This decision wasapproved
by
the RegionalPlanning
Board.Delivery
was made June13,
1975,
a.m.,resulting
in
the Release from Contractwith the accompanying clauses. The dis
crepancies were corrected and the project
Conclusion
At the completion of this
thesis
project,I found
that
the goals and objectivesin
each area had been met satisfactorily.
The exhibit provided the Genesee/Finger
Lakes
RegionalPlanning
Board with a uniqueeducational and communications tool which
can be used to the benefit of the citi
zenry as well as community and government
leaders.
The audio-visual program communicates the
Comprehensive Regional Development Plan
and
its
function.Being
more personal inapproach, the viewer may interact with the
entire Plan or any specifics within the
Plan that may interest that individual.
These projects, separate or combined, re
present the kind of communication neces
sary
if
the job ofhelping
our environmentis
to be successful. The education of thepublic to the
issues
we face and the recommendations available in solving these
issues is
thekey
to gaining action andparticipation.
The experience I have gained through the
research, design and development of this
visual communication program
is inval
uable to my education and professional
experience. It
is

the RegionalPlanning
Board has been awarded a grant under theFederal,
State ComprehensivePlanning
and Management Assistance Program inaccordance with the provisions of Section 701 of the Federal
Housing
Act of1954,
as amended, and Section 734 of the Executivelaw
of the State of NewYork,
for Project No.CPA-NY-02-00-1039,
including
the preparation of a regional dc-velcpmenl plan information-education program covering Section 14.00 of PhaseVII;
WHEREAS,
the RegionalPlanning
Board desires to engage a consultant to render certain technical or professional services, more particularly described in"Schedule
A",
which is annexed hereto and made a parthereof,
and sometimes referred to herein as the "Project" in connection with said planning assistance program, andWHEREAS,
after extensive review of qualified and available consultant personnel, the RegionalPlanning
Board pursuant to resolution adoptedhas selected the above Consultant on the basis of its special
qualifications, and
WHEREAS,
the Consultant has agreed and is willing and able to perform such services as may be requiredhereunder,
NOW, THEREFORE,
in consideration of the mutual promises herein contained, the partiesdo
agree as follows:1.
Consultant's ServicesThe Consultant agrees to perform certain technical and professional services as more particularly detailed in Schedule
A,

Consultant's
Specific
DutiesThe
Consultant
specifically
agrees:(a)
To
advise and consult with employees and officials of the RegionalPlanning
Board and the New York State Office ofPlanning
Services as may necessary to carry out the purposes of theProject,
for the purpose ofobtaining information
andchecking
findings.(b)
To
participate in such meetings as may be requiredby
the Boardand the New York State
Office
ofPlanning
Servicesduring
the ProjectPeriod.
The purpose of such meetings is to enable the Consultant to reporthis
progress and to obtain advice on questions offact,
policy, procedure orother matters that may arise.
(c)
To prepare a comprehensive final report or series of reportsappropriately illustrated
with maps, charts and graphs, covering all phases of work as set forth in the annexed Schedule A.(d)
To
furnish to the RegionalPlanning
Board one copy of such final report or series of reports.(e)
To
comply with the provisions contained in the "Standard Contract Provisions"hereto
annexed asAppendix
A and made a part hereof as thoughfully
set forth
herein.
5.
Assistance
by
the RegionalPlanning
BoardThe
RegionalPlanning
Board agrees to assist the Consultant insofar as may be practical within the limitations oftime,
staff, office space, andbudget
by
providing the Consultant with available studies, plans and data pertinent to the Project and, if available and appropriate, office space.6.
Personnel(a)
The
Consultant represents that Consultanthas,
or will secure atConsultant's
own expense, all personnel required to perform the services underthis Agreement.
Such personnel shall not be employees of or have any contractualrelationship
with the RegionalPlanning
Board.(b)
All of the services required hereunder will be performedby
theConsultant
or under the Consultant's supervision and all personnel engaged in the work will befully
qualified, and will be authorized or permitted under allProject
No.: CPA-NY-02-00-10398.
Compensation

is entitled to receive the amount requisitioned under the provisions of thisAgreement.
9.
Method ofPayment
Payment
shall be made each month upon the submission and acceptanceby
the P.egionalPlanning
Board of vouchers covering said services rendered each month commencing on or after the date of this contract subject to a 10% withholding
of each suchinvoice,
such withheld amount to be paid with the final payment which shallbe
made upon the final acceptanceby
the RegionalPlanning
Board of the technical and professional services to be rendered hereunder.
10. Right to
Audit
The Consultant
agrees that the Regional Plannina Board or the Office ofPlanning
Services
of the State of NewYork,
or the United States government, or theduly
authorized representatives of any ofthem,
shall have access to and the right to examine anybooks, documents,
papers and records of the Consultantinvolving
transactions related to this Agreement at all times,11.
Termination
of Contract for CauseIf,
through any cause, the Consultant shall fail to fulfill in atimely
and proper manner any and all obligations under thisAgreement,
or if theConsultant
shall violate any of the covenants, or stipulations of thisAgreement,
the RegionalPlanning
Board shall thereupon have the right toterminate
this Agreementby
giving written notice to the Consultant of suchtermination
and specifying the effective datethereof,
at least five daysbefore
such effective date. Such notice shall be sent to the Consultant atthe
address given in this Agreementby
certified or registered mail.Notwithstanding
the above, the Consultant shall not be relieved ofliability
to the RegionalPlanning
Eoard for damages sustainedby
the RegionalPlanning
Boardby
virtue of any breach of this Agreementby
the Consultant andthe Regional
Planning
Board may withhold any payments to the Consultant for the purpose of set-off until such time as the exact amount of damages due theRegional
Planning
Board may bedetermined,
but in no event shallliability
exceed the total amount paid under this contract.12.
Termination for Convenience of RegionalPlanning
BoardThe
RegionalPlanning
Board may terminate this contract at any timeby
giving
written notice to the Consultant of such termination and specifying the effective datethereof,
at least fifteen days before the effective date of such termination. In that event, all finished or unfinished documents and other materials as described in paragraph11
above shall, at the option cfthe
Regional
Planning
Boardbecome
its property. If the contract is terminatedby
the Reoional
Planning
Board as providedherein,
the Consultant will be paid an amount'which bears, the same ratio to the total compensation as the servicesProject

in addition to and notin

of compliance with suchlaws,
rules and regulations as are
directly
orindirectly
herein set forth: the NewYork State Civil Rights
Law;

17. Changes
The Regional
Planning
Board
may, from time totime,
request chanqesin the scope of services of the
Consultant
to be performed hereunder. Suchchanges,
including
anyincrease
ordecrease
in the amount of the Consultant's compensation, must be mutally agreed upon between the RegionalPlanning
Board and theConsultant,
and shall beincorporated
in written amendments thisAgreement.
Any
such change or amendment shall be subject to the writtenapproval of the
New York
State office ofPlanning
Services.

As a general observation, the material represents an example of extrapolation
from our published material but does not represent a meaningful synthesis ofthe
material. Much ofthe
introductory
language in fact carries a negativetone. Note the frequent use ofterms such as unfortunately,
failing
torecognize, problem solving inthe wrong way, althoughthe plan offers,
contents ofthe plan andthen voicing their concerns, etc., etc.
The panels must be written in a positive, task accomplished context so
thatthe reader gets the impression that the board is there and
functioning
successfully, has accomplished its task of
developing
a regional developmentplan, the plan has an implementative process and will impact positively
onthe regional community. Overall
focusing
upon specific recommendationsis a good method of
highlighting
what the plan says andprobably is the singlevirtue ofthis draft of the phn.material.

generalized with more crisis oriented, negative referencesthan the positive, Plan oriented, optimistic references. The story really doesn't get
underwayuntil slide 25 and fails to punch out the specific recommendations ofthe Plan
in the five issue areas that are not identified until the slide sequence 44 through 48.
Choice of words is again bothersome with manynegative terms which sap the thrust
and
directiveness
that a planpresentation should carry to the audience.One suggestion for the theme outline might be a concept which shows the interrelationships
between
the issue areas andthe relateduess of Plan recommendationsdealing
with theareas, a composite
build-up
that leads to the Plan summary somewhat in the fashion of aseries of overlays to build up the sub-components of a map presentation, the sum total
ofwhich would represent a plan.
