INTRODUCTION

The Emergency Response Team wishes to acknowledge the work of Vice President for Academic Affairs and Provost Lynn Hunter, Health Sciences Dean Lynne Davis, and the entire Health Science faculty in collaborating to create this document. The plan prioritizes health and safety while advancing the mission of the MassBay Community College Health Science programs.

The policies and procedures in this document have been developed in adherence with the Mandatory Workplace Safety Standards issued by the Commonwealth of Massachusetts and guidance issued by the Department of Public Health. Compliance with the guidelines, policies and protocols outlined in MassBay’s Phased Access to Campus Education and Services (PACES) Plan is required by all individuals on campus. Additionally, MassBay will enforce compliance with all directives from the local, state, and federal governments, including the COVID-19 Order No. 31 – Face Coverings except in cases where an individual requests an

accommodation.

PACES Level 2

The following precautions will be in place to help mitigate potential risk to faculty, staff and students while minimizing potential exposure during face-to-face instruction.

Phase 2

1. Groups of no more than seven students and one instructor will be permitted in a room at one time.

2. If the total number of instructors and students enrolled in a class is greater than seven, instructors should direct students to breakout rooms at the building entrance.

3. Lab activities and workstations will accommodate social distancing recommendations of at least 6’. The auditorium and cafeteria will be used for breakout sessions to maximize social distancing and labs will be held outside when practical.

4. Students will wear their own personal face covering while entering and exiting the lab. Once in the lab, the student will store their personal face covering in their personal storage space and be provided with a surgical mask and gloves by their instructor. Face coverings are required at all times while on campus, including during breaks and restroom visits.

5. Gloves may be required while in the lab as specified by the lab instructor.

6. At the end of the lab, the student will place their surgical mask into a paper bag for storage and use their personal face covering to exit the building

7. Prior to entering a lab, students will be greeted by the lab instructor at a check-in table outside the lab. Students will be required to answer a series of questions pertaining to potential exposure or risk of coronavirus. The student will be allowed into the lab only if they self-certify that they can answer NO to each question and that they are able to attend lab that day. No

temperature will be taken, or records kept other than attendance.

8. All equipment and workstations will be disinfected at the beginning and end of each session by the students and instructor.

9. Entry and egress to all labs will be through the door of each space.

While entering and exiting extreme care should be given to maintain social distancing and common etiquette.

10. Faculty and students should utilize the restroom nearest to their classroom as depicted in in their program specific plan. Faculty and students should coordinate restroom breaks so as to minimize multiple usage of any one restroom. If more than one individual is in a restroom at one time, care should be given to maintain proper hygiene and social distancing.

11. Gatherings are prohibited in all communal areas unless part of lab instruction.

12. Strategic building scheduling will be employed to minimize overlap of classes and students. Class days and times will be scheduled in advance and will be limited to lab experiences that are essential to the completion of courses, degrees, and programs. Alternate class rotations and student parking locations will be implemented to maximize social distancing.

13. Campus Police will open and disarm the facilities daily. Campus Police will also be responsible for closing and alarming the facility each night.

Access to the facility will require prior written approval AND a photo ID.

A Massbay ONECARD is the preferred method of identification.

CAMPUS EXPECTATIONS & GUIDELINES

BUILDING OCCUPANCY

At no time shall the building occupancy of the Framingham campus exceed fifty (50) persons.

This occupancy number includes staff, faculty, students, and contractors. The Dean will provide a weekly schedule in advance identifying the person in charge for each hour the building is occupied for instruction.

ROOM OCCUPANCY

At no time shall a room occupancy exceed ten (10) persons.

SOCIAL DISTANCING

To the greatest extent possible, all persons will remain 6’ apart at all times. Floor decals are displayed in labs and outside restrooms as a visual cue. Signs are posted throughout campus to remind the importance of social distancing and use of face coverings.

PERSONAL PROTECTIVE EQUIPMENT

Personal protective equipment (PPE) is required at all times while in the building, including exterior areas and parking lots. Face coverings are required at all times, including during breaks and restroom visits. Faculty and students are urged to wear their own face coverings. Disposable masks are available at the front entrance to the building.

SYMPTOM MONITORING

You must be free of the following symptoms2 related to COVID-19 for the previous 24 hours:

• Cough

• Shortness of breath or difficulty breathing

• Fever of 100 degrees or more

• Chills

• Congestion or runny nose

• Muscle pain

• Headache

• Sore throat

• Fatigue

• Nausea or vomiting

• Diarrhea

• New loss of taste or smell

Some labs may implement a COVID-19 Health Screening questionnaire and/or temperature screening as part of the lab experience. Student health information will not be retained.

SOCIAL COOPERATION

MassBay recognizes that during the coronavirus pandemic we must abide by certain social expectations in order to maintain a safe educational environment, as

recommended by the Center for Disease Control (CDC). We expect that our community will treat each other with civility and respect as we work together to support these safe boundaries.

ATTENDANCE AND CONTACT TRACING

To assist with contact tracing and identifying the areas to clean and disinfect in case of positive diagnosis, all students, college employees (including staff and instructors) and outside contractors will be required to sign in each time they enter the campus.

Instructors are strongly encouraged to take and maintain daily attendance records for each session. If you become symptomatic or are diagnosed COVID-19 positive, self-report by calling 781.239.2222. A contact tracing reporting form will be completed to identify potential exposure. Include privacy statement

FACULTY & STAFF PARKING

Faculty and staff will continue to park in the spaces adjacent to the building. When practical, faculty and staff should park in every other space to follow social distancing recommendations.

STUDENT PARKING AND TRANSPORTATION

Carpooling to campus is discouraged. If you become symptomatic while on campus, or learn of potential exposure that requires quarantine, you will not be able to carpool from campus.

When possible, park in every other space to follow social distancing recommendations and consider staggering entrance and egress times. Cars should be parked nose in to keep the driver’s doors of each vehicle apart.

There are limited public transportation options available to access the Framingham campus. College directed and operated shuttles are not running.

Students are authorized to park in the Normandy Street lot only. When practical, students should park in every other space to follow social distancing recommendations.

FACULTY/ STUDENT ACCESS TO BATHROOM

Faculty and student restroom routes have been established to minimize contact as well as to control the sanitized environment. Please refer to individual program plans for details.

LAB HYGIENE

Good hygiene practices will always be communicated to all students and reinforced.

Common practices include hand cleaning if gloves are removed, avoiding touching one’s face, and sneezing or coughing into a tissue or the inside of the elbow. Anyone who feels sick must stay home. Eating or drinking will not be permitted inside the lab space or anywhere in the building, at any time. Food and beverages will be kept outside in the faculty and students’ respective vehicles for consumption during break and lunch periods.

Faculty and students will observe social distancing and PPE protocols when accessing and exiting the labs for all break and lunch periods.

SANITATION

Each lab space is equipped with hand sanitizer and sanitation wipes to disinfect hands, tools, equipment, and workstation surfaces. A sanitation wipes dispenser will be centrally located in the lab space for students and faculty to access while maintaining social distance.

A day porter will be assigned to the Framingham campus to clean and disinfect common surfaces at appropriate intervals throughout the day.

INSTRUMENTS AND OTHER EQUIPMENT

Workstations, instruments, and other equipment will be designated for individual use only whenever possible. Instruments and other equipment may not be shared unless disinfected. Students will disinfect their area before and upon conclusion of class to include instruments, and other equipment as well as adjacent surfaces contacted during the course of their lab work. A cleaning kit including wipes, spray bottle with disinfectant and disposable rags will be provided in each lab.

ELEVATORS AND STAIRCASES

No more than one person may use an elevator at a time, unless necessary for an

accommodation. If possible when using the elevator, avoid touching the elevator buttons with your exposed hand/fingers. Self-cleaning elevator buttons have been installed. Wash your hands or use hand sanitizer with at least 60% alcohol after using the elevator.

One direction stairways will be identified in campus specific plans to increase distancing.

Take caution when touching handrails and wash your hands or use hand sanitizer with at least 60% alcohol when necessary.

AUTHORIZED ACCESS

During these unprecedented times, MassBay regrets that only current, registered students in good standing and current employees in good standing are allowed on campus. No guests will be granted access.

CLOSURE

The Dean or designee is authorized to immediately close the facility if they become aware that someone on campus or who has been on campus within the previous three days has received a positive diagnosis and/or is symptomatic. After securing the campus, the Dean will alert the Chief of Police of the potential exposure.

After four days, the building will be thoroughly cleaned and disinfected following specific cleaning protocols. The Emergency Response Team will determine when on campus operations can resume based on the situation.
