THE COMPUTER JOURNAL

Publication Policy

The subject of computing has been expanding rapidly for many years. This has had the effect of causing an explosion in the number of academic papers submitted to The Computer Journal and, over the last few years, has been producing an ever-increasing backlog of papers deemed to be of publishable standard. To publish papers which are three years old is not in the interests of either the authors or the Journal, and the Editorial Board is anxious to ensure that such a situation does not continue. A new method for selecting papers for publication has, therefore, been introduced.

In order to maintain the Journal as a leading medium in all aspects of computer science and computer applications, it has been agreed that future issues will identify state-of-the-art themes and will publish new papers related to those themes. By ' new' it is intended that papers should have been written no longer than six months before the press date. The list of themes to be chosen will be published approximately 18 months in advance and submissions will be invited against the themes. Most issues, however, will use only half the available space for the theme papers, and papers of a more general nature will still be accepted. The themes chosen for the period up to December 1993 are given below. Authors should note, however, that changes in the topics and in the dates of publication could be made as a consequence of the nature of material submitted.

The new refereeing process will be as follows. All papers will be refereed in the usual way and once they have been confirmed as being of publishable standard they will be considered for a particular theme. With each issue will be associated a sub-group of the Editorial Board who will select the best papers from those available for inclusion in the issue. It is only at this time that acceptance of a paper, or otherwise, will be notified.

Authors should note, however, that at the same time as attempting to move the Journal into one which publishes only the best papers on relevant topics, the Publications Committee of the BCS is intending to expand its coverage. New journals covering special-interest topics such as databases and parallel computing are expected to be introduced in the near future, possibly as new journals or possibly as a second/third series of The Computer Journal. There will be full co-operation between any new publications and The Computer

Journal. The Editorial Board is hopeful that these new opportunities for publication will allow the present

proportion of submitted material to continue to be published.

The arrangements for the submission of papers remain as before. All papers submitted for publication should be sent to the Editor-in-Chief, The Computer Journal, Middlesex Polytechnic, The Burroughs, Hendon, London NW4 4BT.
