SUPPLEMENTARY REGULATIONS
Supplementary Regulations of the START AUTO RALLYE ´2009 was prepared in compliance with the FIA International Sporting Code and its appendices, the FIA Regulations for Regional Rally Championship, Sporting Regulations issued by MNASZ and SAMŠ for Hungarian and Slovak Rally Championship 2009 which comply with the FIA regulations.

START AUTO RALLYE ´2009 will be run in compliance with the FIA International Sporting Code and its appendices, the FIA Regulations for Regional Rally Championship, Sporting Regulations issued by the MNASZ and SAMŠ for Hungarian and Slovak Rally Championship 2009 which comply with the FIA regulations and these Supplementary regulations.

3.1 Entry procedure – for participants of the Hungarian Rally Championship

Competitor is compulsory to made on-line entry on the official website of the MNASZ - RSB
(www.rallyesport.hu) and filled in entry form (with relevant signatures) and than send it on address:

3.1.1 Entry procedure – for participants of the Slovak Rally Championship

Competitors must send duly completed entry form to the address of the Auto Klub Košice (see details in Art. 2.4) up to closing date for entries.
The entry will only be accepted if accompanied by the total amount of the entry fee.
If the entry form is sent by fax or e-mail the original entry form must be send or submitted to the organiser up to road book issuing.
3.2 Number of entrants accepted & classes
Organiser will accept maximum of 150 entries. Organiser can refuse the entry in compliance with MNASZ Prescriptions chapter II, Art. 6.7 (Art. 19.2 and 21.2 FIA Prescriptions).

Competitors, holders of the MNASZ licences, which wish take part in the Slovak Rally Championship 2009 are compulsory to pay registration fee 5000,- Ft in addition to the entry fee on the account of Laroco Rendezvényszervező Kft. up to the closing date for entry.
3.4 Payments details

3.5 Refunds of the Entry fee
Entry fees will be refunded according MNASZ Prescriptions 2009.
4. INSURANCES
Compulsory car insurance: 12 000,- Ft.
Only cars which are in compliance with hungarian laws can take part on rally, with active insurance which cover for civil liability (foreign competitors with active green card) and additional insurance for civil liability will conclude the organiser.
This insurance cover will come into effect from the start and will cease at the end of the rally or at the moment of the retirement or exclusion.
Additional insurance for civil liability is established by contract No.: 190/2004 (VI.8) between MNASZ and OTP-Garancia Biztosító Rt. insurance company (contact is available on the MNASZ secretariat). Insurance company will not stand the loss which arrise during the rally on rally car or property inside the car, for loss to the other competitors, co-drivers or passangers on the closed routes or roads closed for traffic.
5. ADVERTISING AND IDENTIFICATION
According MNASZ 2009 Prescriptions, Chapter II, Art. 6.9.3. Identification:
Competitors will get rally plates according FIA Prescriptions (MNASZ Prescriptions Chapter I., Art.15) during administrative check. These plates shall be affixed on the rally car according Appendix 4 of this Supplementary regulation and must rest on the car during whole rally. If it is found at any time during the rally that any rally plate is missing, a cash penalty 3000,-Ft will be imposed or in the case, that both rally plates are missing, the crew will be excluded.
Competitors will get competing numbers (according Art. 15 of the FIA Prescriptions and Chapter II., Art. 6.9.2 of the MNASZ Prescriptions) during administrative check. These number shall be affixed on the rally car during whole rally. If it is found at any time during the rally that one competing number is missing a cash penalty 4000,- Ft will be imposed, in the case that two numbers are missing, the crew will be excluded.

8. RECONNAISSANCE 8.1 Procedure for registration
During road book issuing, crews must fill in registration form and submit it the latest at the date of the road book issuing.
Every crew will receive an identification sticker from organiser, which must be affixed in right upper part of the windscreen during reconnaissance at all times.
Missing sticker will mean failure of the reconnaissance prescriptions. In the case, that sticker is damaged or in the case of the changing of the recce car, the crew need to ask for new sticker. Competitors will get also identification card (A5 format) and they must submit 1-1 pc of photos. This card must be in the recce car during whole reconnaissance. The crew must show this card everytime on the marshals demand.

8.3 Specific / national prescriptions
8.3.1Prescriptions for the recce vehicles
- series vehicles
- the exhaust shall be a series production exhaust with a maximum noise level within the permitted
hungarian noice level
- the safety rollbar is permitted in accordance with Art. 253.8.1 – 8.4 Appendix J of ISC
- 2 additional road-homologated headlamps are authorised
- the crew may use a "light" intercommunication system (without helmets)
Passage through the SS is permitted only in the direction described in the road book. The route between Sirok – Egerbakta – Bátor (side cut) - Bükkszéki (side cut) –Pétervásár (side cut) – Terpes (27,5 km) is the exception.
Every infringement will be penalised by the organiser.
8.3.3 Throughout the reconnaissance the crews must observe hungarian traffic laws and also every restrictions on the private roads.
SS routes during the recce are not closed for traffic and so they will be used also by other participants – walkers, buses, forest and agricultural machines.
Reconnaissance schedule had to be follow.
Every infringement of the recce rules will be penalised. Penalisation can go from the cash penalty to the start refusal. The organiser will inform RSB about penalisations.
Maximum cash penalty is 250 000,- Ft.
Steward can decide also about time penalty for the crew which infringed recce rules. In this case the cash penalty can not be granted.
If the accident or loss of property occured on the rally route or serious infridgement of the trafic laws occured during the reconnaissance organiser is compulsory to refuse the start without refund of the entry fee and inform about it MNASZ, resp. SAMŠ.
RSB can also check the performance of the recce rules and decide about penalties.
8.4 Speed checks
Organiser will check the speed during recce by using radar Stalker PRO III. Kustom Pro Life (No.: 200-2072-00). In the case of the speeding organiser will decide about cash penalties. Stewards will decide about time penalties (cash penalties, start refusal)
The maximum speed on the forest private road Parádsasvár-Szuha is 50 kms/ h! Fines for speeding: up to 20% 5 000,- Ft
21– 35 % 40 000,- Ft 36 – 50 % 80 000,- Ft 51 a viac % start refusal
8.5 Tyres regulations during reconnassance
There is no tyres prescribed for reconnaissance.
9. ADMINISTRATIVE CHECK

11. RUNNING OF THE RALLY

11.1 Ceremonial start, start of the rally
11.1.1 Ceremonial start: Eger, Dobó tér square, 03.04.2009 from 19:20
in the opposite start order, in the1-minutes interval
Arrival to the ceremonial strat (podium) is along the route described in the road book with start at exit of the Kemény Ferenc Városi Sport Hall (TC0).
Early check-in or lateness will be penalased by the time penalty.
Competitors are compulsory to wear overals !
11.1.2 Competing numbers will be allocated in following order: 1. group – drivers FIA A Priority
2. group – drivers FIA B Priority
3. group – drivers with ASN Priority and with gold licences 4. group – other competitors
5. group – competitors of group H, F and slovak historic cars 6. group – competitors in Historic Championship.
11.2 Changing of the time cards during rally
Organiser will issue the time cards during the administrative checks for both days. Time cards will be collected in the TC regrouping/In and in the Day´s last TC.
11.3 Starting system of the special stage
The crew are compulsory under the penalty of the exclusion to have safety equipments (homologated safety belts fastened and use helmets and fireproof overals during SS - from the start to the STOP) according FIA and national prescriptions.
SS starts will be given by an electronic countdown system. Timekeepers will notify 30s, 15s and 10s and than show on digital starting equipment. The starting procedure continue according time on the start equipment, resp. according red and green lights.
Green light means the moment of the start. Photocell will record any start made before the signal has been given.
11.4 Early check-in at the end of the Day
Early check-in is allowed to the TC 8D (Day 1) and 12F (Day 2).
11.5 Identification of the officials
Officials will wear passes with their names and duties and will be identified as follows:
Control chiefs: red tabbards
Marshals: white tabards
Safety officers: yellow tabards
Interpreterst orange tabards
11.4 Prologue and Super SS
Prologue and Super SS will not be realized.
11.7 Special regulations 11.7.1 Trafic
Competitors are compulsory to be in compliance with hungarian traffic laws during whole rally. Infridgements will be penalised:
- first traffic infringement: a fine (maximum 20 000,- Ft) - second traffic infringement: a 5 minute time penalty - third traffic infringement: exclusion
Clerk of the Course can apply also higher penalties as described abov.
11.7.2 Service parks

Service cars which entered the service park, can leave it anytime but re-entry is forbidden.
Service cars may stay in the service park during the night. Organiser will establish the guard, but organiser will not have material responsibility for the things left in the cars.
Other regulations for the service park
Except the rally car one service car (marked with table „service“ has permitted entry into the service park (2 service cars for gold licences holders).
During the repairs of the rally car it is compulsury to put under the car the sheet with dimensions 5 x 3 m, which is impermeable for petrol and oils. Minimum 150 l bag for waste is compulsory in each team´s service. Minimum 5-kg fire extiguisher must be placed visibly and easily available for team members.
Judges of the facts will observe observance these regulations and infridgements will be penalised by the Stewards.
Organiser will establish the refuelling zone after the service, after TC Out from regrouping. Competitor alone is responsible for the refuelling.
Organiser will establish tyres marking zone on the end of the service.
Auxiliary „segitő“ and „csapat vezető“ cars have not permitted entry in the service park. Organiser will establish the parking for them beside the service park.
Presriptions for Auxiliary „segitő“ cars
Table for Auxiliary „segitő“ cars is possible to buy at the administrative check (9000,- Ft / pc).
Auxiliary „segitő“ cars may enter the park place, which will be established near by the service park or to park places near by SS at the road closing places.
Auxiliary „segitő“ cars may enter service park on Friday 03.04.2009 (07:00 – 20:00), Saturday
04.04.2009 (05:00 – 07:00) and Sunday 05.04.2009 (05:00 – 06:30). They may not be inside the
service park in the other times! Any infridgement of this prescriptions will be penalised by the Stewards with fine maximum 300 000,- Ft.
Service park, prescriptions for service
Only relevant cars are eligible on the places reserved for the gold licence holders.
For service cars and trajlers is forbiden to enter on the places and roads front of the areas of the administrative checks and scrutineering. Any infridgement of this prescriptions will be penalised by fine maximum 100 000,- Ft.
All service activities are strongly forbiden in the days 03. - 05.04.2009 on the public areas. Observance of this rule will be checked by organiser in co-operation with Policy and local authorities. Any infridgement of this prescriptions will be penalised by the Organiser, resp. Stewards according Art. 152 and 153 FIA ISC.
Only relevant service cars (with service table) are eligible on the places restricted for the relevant competition numbers on the whole service park area.
All commercial actions are strongly forbiden in the restricted service areas! Promotional, sales and/or advertising cars are eligible to be in restricted areas only with waiver of the organiser.
Promotional actions of the competing teams in their service places are permitted without fee. Other commercial activities, entry of the others cars, larger place in service park is also possible only on the commercial agrement with the organiser.
12. TEAMS´ SAFETY CARS
Teams´safety cars are forbiden.

14. FINAL CONTROL AND PROTESTS 14.1 Final control
Place: IMC Seat Márkakereskedés, Eger, Faiskola u. 68 Only following persons can take part on the final control:
- representative of the competitor – he must show the competitors´licence or authorisation
- crew
- maximum 2 mechanics
If the crew is not able to prove datas about parts in the homologation form after finish of the final control, the dismantling of the car must follow and Steward will decide about cash penalty 10 000,- Ft. Result of the infridgement of this rule will be exclusion.
14.2 Protest fees
Technical protest fee 150 000,- Ft. Protest fee (general) 100 000,- Ft.
In the case of the technical protest, if the protest requires the dismantling and the re-assembly of different parts of car, the claimant must pay an additional deposit according the decision of the Stewards.
Deposit must be paid by the claimant. Protest will be refused if the deposed will not be paid.
14.3 Appeal fees:
Sum for a national appeal fee is 100 000,- Ft. Sum for secondary appeal fee is 300 000,- Ft.
15. OTHER REGULATIONS
15.1 Procedure in the case of the accident
If the accident happened on the place with spectators, the driver is compulsory immediately stop and be sure if anybody was not injured or if anybody get into the risk. If yes, the drivers is compulsory to help.
In the case, that any person obtain injury, the nearest marshal and SS Chief must be informed. The crew may leave the place of the accident only with Police approval.
Any infridgement of this regulations will be penalised by The Stewards, penalty may go as far as exlusion.
Requirements in the case of accident, safety requirements
1) All participants must thoroughly know Art. 37 of the FIA Prescriptions.
2) When a red “SOS” sign is displayed, the crews is mandatory immediately to stop to render assistance. The crews are compulsory to help to injured persons and make sure that safety services are mobilised as soon as possible.
3) The first competing car to arrive at the scene of an accident must stop and inform the next car of all the details.
4) The next car must take the following information to the next radio point (it can be also SS finish) and submit there following information:
- competing number of the involved crew
- number of injured persons – members of crew or spectators and sort of their injury
- if any crew member or spectator is trapped in or outside the car
- location of the accident, i.e. the closest road book junction or kilometre post
- any other vital information, i.e. fire, water ..
5) The following cars must stop if the red “SOS” is displayed.
6) All competitors stopped in the SS must place their red triangle at least 50 m before where the car is stopped even if the car is clear of the road.

9) Competitor, which retired from the rally, are compulsory submit their time cards in the next TC as soon as possible.
15.2 Organiser forbid to the crews to perform doughnuts with car after the finish and in the park fermé area!
15.3 Organiser allow to buy road books in addition by competitors. The price is 5 000,- Ft (including tax). This price must be send together with the entry fee.
15.4 Chief of the teams (according „Chief team pass“ or competitor licence) could assume „Csapatvezető“
table during administrative check. Everybody must show his/her pass or licence. Only with this table is entry to the TC and SS controls allowed. This table must be affixed in right upper part of the windscreen. Organiser will reserve resticted area in the service park for these cars.
15.5 Damages on the rally cars caused by the impact with wild animals are exluded according Civil Code from 1959 year, No.: 345.
15.6 Organisers of the Start Autó Rallye ´2009 retain the right for edition of various publications (printed or electronic). Any publication can be made without written permission from Marco Racing Team Kft.
15.7 Marco Racing Team Kft will decide about utilization of the property rights (commercial, hostessy, advertising ...) on Start Autó Rallye ´2009.
15.8 Media acreditations will be run according MNASZ and SAMŠ rules during Start Autó Rallye´2009.
15.9 Organiser of the Start Autó Rallye ´2009 inform by this way, that the organiser is not responsible for any claims which occur to the participants of the rallye. Everybody is responsible for himself.
