Foreword

Uganda National Bureau of Standards (UNBS) is a parastatal under the Ministry of Trade, Industry and Cooperatives established under Cap 327, of the Laws of Uganda, as amended. UNBS is mandated to co- ordinate the elaboration of standards and is

(a) a member of International Organisation for Standardisation (ISO) and

(b) a contact point for the WHO/FAO Codex Alimentarius Commission on Food Standards, and (c) the National Enquiry Point on TBT Agreement of the World Trade Organisation (WTO).

The work of preparing Uganda Standards is carried out through Technical Committees. A Technical Committee is established to deliberate on standards in a given field or area and consists of key stakeholders including government, academia, consumer groups, private sector and other interested parties.

Draft Uganda Standards adopted by the Technical Committee are widely circulated to stakeholders and the general public for comments. The committee reviews the comments before recommending the draft standards for approval and declaration as Uganda Standards by the National Standards Council.

The committee responsible for this document is Technical Committee UNBS/TC 8, transport and communication

This second edition cancels and replaces the first edition (US 402:1993), which has been technically revised.

The significant changes that have made are;

In clause 4

i. this edition now references to the current Uganda Standard CDUS 2256:2020 for the adhesive backing material requirements replacing the US 401:2003 that was withdraw.

ii. The table types (I-VI) of sheeting materials specified in CDUS 2256:2020 have been introduced Editorial changes

the format of the standard has been aligned to the current UNBS Standards template. Section numbering order has changed.

1 Scope

This standard specifies requirements for portable retro-reflective triangular road safety signs for indicating temporary obstruction in a roadway, which may constitute a traffic hazard

For the purposes of this document, the following terms and definitions apply.

3 Terms and definitions

For the purposes of this document, the following terms and definitions apply.

Safety Sign

a sign that gives a general safety message obtained by a combination of colour and geometric shape and which by the addition of a graphic symbol or text gives a particular safety message.

3.2

Safety Colour:

colour of special properties, to which a safety meaning is attributed.

Note: The purpose of safety colours is to draw fast attention to objects and situations affecting safety and health. Safety signs shall only be used in these circumstances.

3.3

Acceptable:

acceptable in relation to this standard, for use under outdoor conditions of temperatures 150 up to 450C and humidity 50% to 95%.

4 MATERIALS AND ESSENTIAL FEATURES

4.1 General Form: The safety sign shall be in form of an equilateral triangle, of dimensional requirements specified in Section 5 of this standard.

4.3 Coefficient of Retro-reflection Value, R:

To determine conformity with this standard, a retroreflective piece of size 12.5 cm x 5.0 cm of the safety sign shall be subjected to experimental testing procedures elaborated in WDUS 2256:2020 the specimen shall meet the minimum requirements of this standard.

4.4 Specular Gloss Value:

The test specimen in Clause 3.3 when subjected to the specular gloss test described US 2256:2020 shall comply with the requirements specified in the same standard.

4.5 The Adhesive Backing:

The material behind the retroreflective sheeting shall be of a class (there are 6 classes) meeting the requirements of clause 7.5 of US 2256:2020.

4.6 Support: Where the retroreflective sheeting material is flexible and incapable of standing stiffly unsupported, it shall be adhered to a plate of mild steel of minimum thickness 0.8 mm; which shall be impact resistant.

4.7 Contrast Colours:

The contrast colours for the safety sign shall be retroreflective red, a prohibition colour for the triangular body, to contrast with the inner triangular portion that shall be either black (or hollow) or white. The retroreflective red and white colour hues shall meet the requirements specified in US 2256:2020.

4.8 The triangular body of the safety sign shall have one or both faces retroreflective. Daytime and night colours shall have substantially the same hues.

4.9 The exposed surfaces of the retroreflective sign and the base shall be protected against corrosion and rust, and shall be scratch resistant.

The surfaces shall be free from any foreign marks including mounting holes.

4.10 The safety sign shall incorporate means by which it can be made to stand upright on the road surface and be maintained upright without movement in winds having a velocity of 48 kph (kilometers per hour).

The supports shall be such as will not damage the road surface

5 DIMENSIONS

5.1 The signs shall have the dimensions specified in Table 1

5.2 The following options or versions of the sign shall be acceptable:- (i)Retroreflective triangular sign with hollow centre;

(ii)Triangular sign, all solid, both triangular body and white centre retroreflective;

(iii)Triangular sign as in (ii) but with a black non-retroreflective exclamation symbol (dimensions in Fig. 2) to contrast with the central white portion.

6 STORAGE AND PACKAGING

Each pair of signs shall be supplied in a suitable durable container to prevent undue scratching during storage.

7 MARKING

The sign shall be indelibly marked with the following:

(i)The name and/or registered trade mark of the manufacturer.

(ii)Type of retroreflective sheeting and class of the adhesive backing material used paragraph with an element of text styled as special (in this case a designation):

Quality verification of retro-reflective and non-retro-reflective black sheeting material .

When a purchaser requires ongoing verification of the quality of retro-reflective and non-retroreflective black sheeting material, it is recommended that, instead of concentrating solely on evaluation of the final product, he/she also direct his/her attention to the manufacturer's quality system. In this connection it should be noted that MS-ISO 9001 covers the provisions of an integrated quality system.

Products that conform to Uganda standards may be marked with Uganda National Bureau of Standards (UNBS) Certification Mark shown in the figure below.

The use of the UNBS Certification Mark is governed by the Standards Act, and the Regulations made thereunder. This mark can be used only by those licensed under the certification mark scheme operated by the Uganda National Bureau of Standards and in conjunction with the relevant Uganda Standard.
