Scotia,he graduatedfromthe Massachusetts InstituteofTechnology with aB.Sc. degree inArchitecture and masters degrees in Architecture and Planning.
In 1946. Mr. Parker accepted an invitationtodevelopagraduateprogram in planningatthe
UniversityofNorthCarolina.
He
servedas the chairoftheDepartment until his retirementin 1974."He was
absolutely a pioneer." said Dr.Ed
Kaiser,professorof planningatUNC.
"He
helped developthenotionofregional planning.And
hemade
thisthe firstprogram inthecountryactuallybasedon a social science orientation...
He
took studentsunderhiswing.He
would
get a rosterofstudentsin thedepartmentand holdcourtwith each student,askingthem abouttheiraspirationsand
whattheyweretryingtoaccomplish."
During and after his tenure at
DCRP,
Mr. Parkerwas
a tireless supporterof Carolina Planning.andhisgenerousfinancialandmoral support
made
the publicationofthisjournal possible.He
will begreatlymissed.
