B.Sc. degree inArchitecture and masters degrees in Architecture and Planning.

In 1946. Mr. Parker accepted an invitationtodevelopagraduateprogram in planningatthe

UniversityofNorthCarolina.

He

servedas the chairoftheDepartment until his retirementin 1974.

absolutely a pioneer." said Dr.

Kaiser,professorof planningat

UNC.

"He

helped developthenotionofregional planning.

And

he

made

thisthe firstprogram inthecountryactually

basedon a social science orientation...

He

took studentsunderhiswing.

He

would

get a rosterof

studentsin thedepartmentand holdcourtwith each student,askingthem abouttheiraspirationsand

whattheyweretryingtoaccomplish."

During and after his tenure at

a tireless supporterof Carolina Planning.
