County Level Programs

Name of Program: Emergency Grant/Loan Program

Agency: Stark County Regional Planning Commission

Description: Provides one-time only emergency funding for homeowners that are

experiencing a problem with their home that poses a threat to the health and safety of the residents; this problem must have occurred within the last three months without warning.

Eligibility: Owner-occupants of single family homes in Stark County, outside the cities of Canton, Massillon and Alliance and the village of Hills and Dales may be eligible to apply. Must be income qualified and current with property taxes or on a payment plan. Must provide proof of homeowners insurance.

Eligible Repairs: Emergency needs that have occurred in the past 3 months such as furnace repairs, water wells, roof repairs, etc. that pose an immediate threat to the safety of the occupants.

Type of Funding: One-time emergency grant of up to $4,500 and 0% deferred loan of up to $4,500.

Name of Program: CDBG Housing Rehabilitation Program

Agency: Stark County Regional Planning Commission (SCRPC)

Description: The Housing Rehabilitation program is designed to assist qualified single-family, low-to moderate-income (LMI) homeowners with needed repairs to bring their homes to decent, safe, and sanitary conditions. WAITING LIST (3 to 5 years). SCRPC also provides assistance to owner-occupants of single family homes with repairs/replacements and connections to the sanitary sewer system under the CDBG Housing Rehabilitation Program.

Eligibility: Owner-occupants of single family homes in Stark County, outside the cities of Canton, Massillon and Alliance and the village of Hills and Dales, may be eligible to apply. Must be income qualified and current with property taxes or on a payment plan. Must provide proof of homeowners insurance.

Eligible Repairs: Work can include electric, plumbing, roofs, windows, furnaces, siding, flooring, wall repairs, etc. General home remodeling does not qualify.

Name of Program: Lead Hazard Control Grant

Agency: Ohio Department of Health through a grant from HUD

Description: Lead hazard control program for homeowner and tenant households. Must be a resident of Tuscarawas county. Households must have low-to-moderate incomes and lead in their unit. Program assists homeowners directly;

tenants are assisted by a grant to their landlord.

Eligibility: Household income cannot exceed 80% of area median income. If property is owner-occupied, either child under 6 yrs of age must live in home or visit significant amount of time, or there must be a pregnant woman in home. If home is rental, owner must agree to not significantly raise rent for 3-yr. period. Owner must make good faith effort to rent to low income families with children.Structures with more than 4 units not eligible for assistance.

Eligible Repairs: Lead hazard control repairs

Type of Funding: Grant, up to an average of $8,000 per unit

Name of Program: Minor and Emergency Repair, Annual Rebuilding Day, Safe at Home

Agency: Rebuilding Together Northeast Ohio

Description: Assists senior and low-income homeowners repair and maintain their homesin Cuyahoga, Lake, Medina, Portage, Stark and Summit counties.

Eligibility: Low income elderly, disabled and low-income homeowners.

Eligible Repairs: Minor Home Repairs: replacing a roof, fixing or replacing a furnace, building a ramp, upgrading the electrical system, painting, and flooring. Emergency Repairs are completed in response to unforeseen circumstances such as weather, and other crisis relative to heating, sewer, water systems that are not covered by insurance. Home Rehabilitation projects are undertaken on Annual Rebuilding Day. Safe at Home assists with accessibility and

maintenance items for seniors, including grab bars, hand rails and safety seats.

Type of Funding: $3,500 per home for an emergency repair.

Name of Program: Free Radon Tests

Agency: Ohio Department of Health, Indoor Radon Program

Description: Free radon tests. Radon is a colorless, odorless radioactive gas that forms when naturally occuring uranium decays. Radon gas is commonly found in rocks and soil and it enters homes through holes and cracks in the

foundation. Prolonged exposure to radon levels above 4 picocuries per liter of air significantly increases the risk of lung cancer, even for nonsmokers. The US EPA considers radon the second leading cause of lung cancer in the United States overall, and it is the leading cause of lung-cancer among non-smokers.

Name of Program: Reuse Warehouse and Store

Agency: The Stock Pile

Description: A nonprofit building material reuse warehouse for low-to-moderate income families and other nonprofit agencies. Used and overstock building materilas are donated from local businesses, contractors and individuals. Doors,

windows, sinks, carpet, tile, appliances, paint and other materials are available at one-third of retail prices.

Eligibility: Must be a member. Free memberships and a 20% discount are available for elderly, disabled and low-to-moderate income customers and non-profit customers.

Name of Program: Very Low Income Housing Repair Program

Agency: USDA Rural Development

Description: Provides loans and grants to very low-income homeowners to repair, improve, or modernize their home. COUNTY IS ONLY PARTIALLY ELIGIBLE.

Eligibility: Loans To obtain a loan, homeowner-occupants must be unable to obtain affordable credit elsewhere and must have very low incomes, defined as below 50 percent of the area median income. Loans are at 1 percent interest with up to 20 years to repay.

Eligibility: Grants Grants are only available to homeowners who are 62 years old or older and cannot repay a Section 504 Loan.

Eligible Repairs: Funds may only be used for repairs or improvements to remove health and safety hazards, or to complete repairs to make the dwelling accessible.

City Level Programs Alliance

Name of Program Housing Rehabiliation Program

Agency: City of Alliance, Planning and Development/Stark County RPC

Description: Designed to assist qualified single-family low-to-moderate income

homeowners with needed repairs to bring their homes into decent, safe and sanitary housing conditions. This program is administered for the City of Alliance by the Stark County Regional Planning Commission.

Eligibility: Stark County owner-occupant of single family home. Income and other qualifications apply.

Eligible Repairs: Work can include electric, plumbing, roofs, windows, furnaces, siding, flooring, wall repairs, etc. General home remodeling does not qualify.

Type of Funding: One-time assistance only per eligible homeowner and the maximum amount of the project cannot exceed $25,000

Canton

Name of Program Furnace Program

Agency: City of Canton, Housing Department

Description: Offers a grant to correct furnace problems.

Eligibility: City of Canton resident, own and resident in your home, current on

mortgage, no indebtedness to City or Stark County. Income qualifications.

Eligible Repairs: Furnace repair or replacement

Type of Funding: Grant up to $5,000. Homeowner must comply with a 5-year residency requirement.

Name of Program Homeowner Rehab Program

Agency: City of Canton, Housing Department

Description: Designed to assist low-and-moderate income homeowners, located within the City of Canton, to upgrade housing conditions.

Eligibility: Homeowners must be low-to-moderate income.

Eligible Repairs: Can include upgrading of major mechanical systems, structural elements, electric, plumbing, roofs, windows, furances, siding, flooring, etc.

Type of Funding: Deferred loan. Limits are a minimum of $1,000 and a maximum of $37,000 per unit, established by actual repairs needed to meet the Residential Rehabilitation Standards.

Lead Repairs Allowed? Yes. In addition to bringing the property up to code, lead paint hazards must be addressed once the grant has been awarded.

Name of Program Repair and Maintenance Program

Agency: City of Canton, Housing Department

Description: Corrects housing conditions, which if neglected adversely affect the health, safety and welfare of the homeowner.

Eligibility: Low-and-moderate income homeowners in City of Canton

Eligible Repairs: Work may consist of a roof, furnace, electric, plumbing, flooring, code

violations, carbon monoxide emission, sewage backup, water line breaks and other qualifying repairs.

Type of Funding: Grants are available for up to $5,000. Projects between $5,000-$15,000 will be eligible for a 5-year 0% Interest Deferred Loan.

Massillon

Name of Program: Emergency Grant Assistance

Agency: City of Massillon, Community Development Department

Description: Purpose is to correct true emergency problems that are a current threat to the health and safety of the household.

Eligibility: Must be the owner-occupant of a single-family residence for a period of one full year. Real estate taxes must be current and homeowners insurance must be maintained on the property.

Income cannot exceed 80% of the area median income (AMI) for the Stark County area based on the current U.S. Department of Housing and Urban Development (HUD) income guidelines.

Eligible Repairs: Problems such as a furnace, hot water tank, and water or sewer line can be addressed.

Type of Funding: Grant. The maximum amount of assistance cannot exceed $7,000 for roofs and $5,000 for all other items.

Agency: City of Massillon, Community Development Department

Description: Purpose of this program is to address needed repairs, correct existing violations of the Massillon housing code and bring the house up to decent, safe and sanitary conditions.

Eligibility: Must be the owner-occupant of a single-family residence for a period of one full year. Real estate taxes must be current and homeowners insurance must be maintained on the property.

Income cannot exceed 80% of the area median income (AMI) for the Stark County area based on the current U.S. Department of Housing and Urban Development (HUD) income guidelines.

Eligible Repairs: Repairs and improvements to bring property up to local housing code and ensure decent, safe and sanitary living conditions.

Type of Funding: Maximum amount of assistance cannot exceed $27,000 and will result in a deferred lien, not to exceed 10 years, being placed on the property. Those individuals holding a land contract are not eligible for this program.
