This report is focused on the following two views :
First view is the issues that the domestic nuclear industry is presently facing are diagnosis of the actuality and survey of the countermeasure for the domestic market opening due to UR agreement and advance to foreign market. Second view is diagnosis of the outside status and groping of the countermeasure.
For the second view, internal restraints of public research institutes are studied by dividing it into research and industry.
As a short-term countermeasure, effective results can be expected by considering the collaborating countermeasure which the domestic nuclear industry can oppose, with positive and negative views for the change of local and international nuclear circumstances.
As an example of the realistic approach for the consideration of the collaborating countermeasure, the following step-by-step approach is suggested :
Phase 1 '• Establishment of the collaborating organization of domestic industry for a limited time
Phase 2 : Compliance of the current self-relianced system of domestic industry, and conclusion of a special cooperation agreement Phase 3 : Joint study of each field's countermeasure by the
collaborating organization
Phase 4 : Forward with possible countermeasures after preserving common agreement of the collaborating organization and industry

This report is focused on the following two views :
First view is the issues that the domestic nuclear industry is presently facing are diagnosis of the actuality and survey of the countermeasure for the domestic market opening due to UR agreement and advance to foreign market. Second view is diagnosis of the outside status and groping of the countermeasure.
For the second view, internal restraints of public research institutes are studied by dividing it into research and industry.
As a short-term countermeasure, effective results can be expected by considering the collaborating countermeasure which the domestic nuclear industry can oppose, with positive and negative views for the change of local and international nuclear circumstances.
