18Since its founding in Roubaix in 1999, the Association pour le Développement
des Initiatives Citoyennes et Européennes (ADICE) has been promoting equal opportunity
by enabling those with fewer opportunities to experience living abroad, through various French and European mobility programmes.

ADICE works for the social and vocational promotion of people by enabling everyone to experience living abroad, taking each person’s abilities and aspirations into account, based on the concept of promotion and fostering a lifelong dynamic�
ADICE works primarily on behalf of young people between the ages of 18 and 30 who have encountered problems in gaining access to employment; often they are also experiencing social and/or economic problems and may be discriminated against in hiring because of their ethnic origin or some other factors�
ADICE offers them a chance to participate in European and international mobility programmes, which will enable them to develop social skills (open-mindedness,
independence, critical thinking, solidarity, self-confidence), vocational skills (teamwork, technical and language skills) and
intercultural skills (learning about a new country, a new environment, accepting differences, getting rid of stereotypes,
sharing this experience back home, being open to other lifestyles)�

ADICE’s objective is to make mobility a tool, a means of improving the employabi-lity of young people� ADICE believes that mobiemployabi-lity is an opportunity to learn and grow that will enrich participants’ values and resources and enable them to acquire useful skills for implementing their personal and career plans� From this standpoint, mobility is an advantage in accessing employment: independence, initiative, responsi-bility, a sense of organisation, open-mindedness, etc�, are all important general and multidisciplinary skills in employers’ eyes�
Mobility also draws upon essential values like commitment, solidarity, trust and
cooperation� These values are becoming increasingly important in our constantly evolving service economies�

ADICE is recognised as a body that is active in the area of youth and international mobility� It has obtained the following recognitions:
• Framework Agreement with the European Parliament, 2012 to 2015 • Accredited as a Europe Direct Information Centre, 2013 to 2017 • Leonardo Da Vinci Certification, 2011 to 2014
• Certification as part of the European Youth in Action programme, 2007 to 2014
• Special Consultative Status at the United Nations Economic and Social Council from 2013.
THE ASSOCIATION’S GOALS
The Association favours the concept of promotion, focusing on the individual, his expectations and special experiences that serve as the starting point for developing a suitable project, as opposed to the concept of integration, which leaves it up to the indi-vidual to adapt to the project.
Six months after their mobility experience, 80% of the participants think they are more capable of heading up a project and 82% believe that their career goals are clearer because of this experience.
ADICE informs and trains professionals in international mobility, about the importance of promoting people with fewer opportunities through an experience abroad, and about its work methods.
ADICE participates in international events where its methods and its network of partners involved in various forms of
encouraging mobility are presented as examples. ADICE works in partnership at various levels:
WITH INTERNATIONAL PARTNERS:
All the mobility projects offered by ADICE are developed in cooperation with local institutions located in Europe and around the world� These are associations for volunteer pro-jects, and associations or companies for work-experience projects� In some cases, local public authorities also host vo-lunteers or trainees�
ADICE’s international partners are located in Germany,
En-gland, Spain, Italy, Ireland, the Netherlands, Austria,
Slovakia, Bosnia, Poland, Greece, Moldavia, Azerbaijan, Morocco, China, Bolivia, Mexico, Peru, Colombia, India, Tanzania, Uganda, Canada, United States, etc.
ADICE works with a solid network of longstanding partners who know and share ADICE’s values and work methods, but it is also always looking to expand and diversify its network by regularly adding new partners�
WITH LOCAL PARTNERS:
ADICE’s target audience is marked by economic, social, geographic and cultural difficulties and cannot always be easily reached� In order to reach out to these people for whom
mobility opportunities are few and far between, ADICE has
developed a network of local partners working with youth
who are real information facilitators� ADICE works regularly within these organisations directly with the young people they support, or sometimes with professionals, so that the latter are able to raise public awareness in this area�
WITH INSTITUTIONAL PARTNERS:
In order to develop its projects in a consistent and permanent manner, ADICE has entered into framework partnerships with institutions that enable it to work on its tools and methods for supporting and adapting projects� As an example of this, ADICE and the City of Roubaix have established a framework agreement to consolidate the mobility platform instituted locally; ADICE and the Erasmus +Youth and Sport
Agency (former French Agency of the European Youth in Action Programme ) have developed a partnership framework for facilitating the deployment of projects in the Mediterranean area and implementing actions aimed at promoting the inclusion of young people with fewer opportunities�
In addition, ADICE is regularly asked by institutions to set up a strategic action framework aimed at promoting mobility for economic leverage: ADICE is participating in setting up such a strategy with the Regional Council of Nord-Pas de Calais� ADICE also works with LMCU (Lille Métropole), the General Commission for Territorial Equality, the American Embassy, the Erasmus + National Agencies, the European Commission, the Foundation AG2R, La Mondiale, etc�
WITH PROFESSIONAL EVALUATORS AND TRAINERS:
ADICE always strives to improve the quality of its overall work, and particularly its tools and methods for providing instructio-nal support and managing mobility� ADICE works with consul-ting firms to formulate and develop tools such as a portfolio of categories to guide participants to the most appropriate
projects, or a database for evaluating mobility projects from the participants’ viewpoint, but also as part of various projects such as a study of the impact of international volunteering on the participants, or a pilot project in humanitarian voluntee-ring that requires an in-depth evaluation of the experiment�
RAISING AWARENESS OF MOBILITY
AND EUROPEAN CITIZENSHIP
In January 2013, ADICE was accredited as a Europe Direct Centre by the European Commission. This quality label was created to inform citizens about the European Union, its opportunities, public policies and institutions. The Centre works to familiarise people with the EU’s political activities by providing answers and by organising mass-audience activities to encourage discussion about the EU.
Raising Public Awareness about the European Union
The Centre makes available documentation and a computer connected to the Internet� The documentation display fea-tures brochures on the rights of European citizens, internatio-nal exchange and mobility programmes, European magazines and news� In addition, leaflets and posters about European programmes, activities and events are posted at the Centre�
The Centre offers public events, with annual public meetings, exhibitions, and special events in May («The Lovely Month of Europe in Nord-Pas de Calais»)� The Centre also participates to different local, national and international events to inform a wide audience�
Its Twitter and Facebook pages provide the latest local news and share the experiences of people who have com-pleted a mobility project.
Specific Information and Training Activities on Europe
Each week ADICE promotes European and international mo-bility programmes at public information meetings� The goal is to introduce the volunteering and vocational training pro-grammes offered by the European Union to young people� They are given informational brochures according to what is available in Europe at the time�
Once a month, ADICE-Europe Direct also offers training mo-dules on Europe and European citizenship, intended for young people who want to commit to a European or international mobility experience� This involves informing the participants about how the EU was founded, its policies, its impact on eve-ryday life and the rights and duties of European citizens�

ADICE informs some 1,000 people every year�
About 50 informational meetings are held in our offices every year�
Nearly 400 people sign up on average every year for an initial individual interview with a project leader� Each year nearly 250 people are enrolled in a mobility programme with ADICE�
SUPPORT FOR PARTICIPANTS
Support for participants is marked by individualised attention, adapted to the various profiles, expectations and situations� ADICE attaches special importance to those participants who, for various reasons (no previous experience abroad, lack of self-confidence, language barriers, etc�) require extra support�
The support ADICE provides is intended to ensure that the project is consistent with the participant’s background, and that the experience is useful and relevant�
ADICE offers individual support for up to six months after participants return from their mobility experience� Support is divided into five modules:
• Module 1: Designing the Project and Preparing the Mobility Passport
This module, which involves an individual interview between a project leader and a participant, is intended to identify the issues involved in a mobility experience given the partici-pant’s personal and vocational background� This involves en-abling the participant to visualise himself in a project that is adapted to his background and goals, and enabling him to be an actor in it� For this purpose, he has access to the passport online, where he must fill in some documents (CV, motivation letter, etc�)�
• Module 2: Confirmation of the Mobility Project
This module, which is both individual and collective, sets a staging point for the project, with the participant signing the mobility agreements with ADICE� The participant receives a «mobility portfolio» that includes the online passport files� This is also an administrative step, with the participant recei-ving administrative information (insurance, health care, etc�)� By then the participants have identified the challenges for the next stage of their journey and are able to commit themselves fully to preparing for their mobility�
• Module 3: Preparing for Mobility
The future volunteer or trainee participates in an initial training session provided by ADICE, M3, with all the other participants to ensure enrichment through diversity� The goals of this training module are:
1. To understand their mobility project in the context of European policy
2. To address adaptive skills and abilities for participating in intercultural contexts
3. To acquaint participants with advice and methods for managing their mobility project
4. To prepare for and anticipate their return from the mo-bility experience.
• Module 4: Project Finalisation
This more administrative module should enable participants to see more concretely how they can take full advantage of their mobility experience by participating in their project’s implementation and its success� The contracts are signed, and the project leader explains the final logistical details as well as
the support participants will receive during their mobility.
• Module 5: Capitalizing on the Project
When they return from their mobility experience, volunteers and trainees benefit from collective evaluation, feedback and exchanges about their experience� The goals are to promote participants’ involvement in a self-evaluation approach to
enable them to be actors in the wake of their mobility experience� Pedagogical tools (discussions, evaluation questionnaires) should enable participants to appreciate the value of their experience, especially in terms of their careers�
Six-month follow up
Six months after their return, participants receive an online questionnaire to fill in, so that ADICE can measure the impact of their international mobility experience in their pathway.
Creating Consistent and Relevant Pedagogical Tools
As part of this pedagogical support, mobility-project participants are given several tools to help define and set up their project:
• A mobility passport: this is an online tool created by ADICE to help participants fill in the forms necessary for de-signing their project online: a motivation letter, project form, discovery day, country and its context, Europe quiz to prepare for the Module 3 training days�
• A mobility portfolio: this includes the printed passport files and additional information on participants’ rights and duties abroad, insurance, training forms, etc�
ADICE also has tools to facilitate the administrative and financial management of mobility projects:
• A database: created by ADICE, this database is an administrative, financial and educational tool used in all the pro-jects that ADICE oversees� It lists the people trained and supported who have participated in mobility propro-jects or infor-mation sessions� It describes all of the support given to the participants and introduces ADICE’s local and international partners, as well as all the events ADICE participates in� This innovative tool enhances the quality of these projects: in addition to optimising administrative and financial management, it also provides an overall view of the support given to the public�
• A manager’s portfolio: this document, which all of the association’s project leaders have, covers the association’s work methods step by step, detailing the various phases of the teaching process and describing all the tools to be used (checklists, participant follow-up forms, forms for notes, etc�)�
ACTIONS
MOBILITY PROJECTS
The Volunteer Centre
ADICE offers everyone the opportunity for a worthwhile mobility experience, especially through volunteering.
Volunteer projects are open to all young people between the ages of 18 and 30, with no prerequisites (no diploma or level of language skill is required) other than motivation�
The ADICE team supports each person individually so that together they can design a mobility project that meets participants’ expectations and background�
These mobility experiences take place through various programmes:
• the European Voluntary Service (EVS), funded by the European Union; • the Civic Service (CS), abroad, funded by the French government�
Why volunteer?
• to develop independent skills and self-confidence;
• to test yourself and adapt to a new social, professional and cultural environment; • to participate in a community project and express your citizenship;
• to discover the culture of another country through solidarity-based activities�
This informal apprenticeship helps develop the skills that will be well used every day in professional settings. According to a 2014 study, six months after they return:

in Belfast with the European Voluntary Service:
«Sharing, conviction and solidarity»
I went to the city of Belfast in Northern Ireland as part of a nine-month EVS assignment� I was a volunteer with the TOOLS FOR SOLIDARITY association; its main activity is repairing old tools and sewing machines, which it sends to Africa (mainly Tanzania and Uganda)� The goal was to get the people involved to use these tools in their daily activities in order to eventually generate income and improve their living conditions� My role was to repair the sewing
machines� Which means I had to learn everything, and I knew absolutely nothing about how they worked� Doing manual work in a very chilly shop in a completely new environment - it took me a few months to adapt, but I came away from it with good memories� The association’s philosophy was an example of integrity and conviction in the area of international solidarity�
This experience helped me gain greater self-confidence and a certain degree of independence. I also feel more open to other cultures. Plus practising English really helped me appreciate the language. I proud that I had this experience and that I saw it through to the end.
The Mobility Centre
ADICE offers job seekers an opportunity to develop professional skills through a training course abroad, to help them become employed again.
Vocational training courses are open to all job seekers, vocational trainees and young graduates at least 18 years of age� The ADICE team supports each person individually so that together they can design a mobility project� The goal is to find a training course that will be best suited to the trainee’s background and expectations�
Professional mobility projects are carried out through two programmes:
• Key Action 1 of the Erasmus+ programme, which enables anyone 18 years of age or older to do a 3-, 6- or 10-month course with a company or association in European Union country�
• Mobility for young workers in the Erasmus + programme, which enables anyone working in the youth sector (facilitators, educators, employees or volunteers in the association sector) to spend 2 to 60 days in a European organisation to discover their own work methods�
Why take a vocational training course?
• to gain professional experience in another country in the European Union; • to enhance your CV and set yourself apart from other applicants;
• to improve your language skills;
• to learn about and adapt to a new professional, social and cultural context; • to enhance your employability�

Professionally, I had worthwhile contact with my colleagues and students; I acquired computer skills and new work techniques because of the various types of support given me� I am proud of the relationship I developed with my students and collea-gues, and of the independence I gained� This experience will be useful to me in a professional setting, preferably in Spain, because that’s where I plan to live in the future�”

“I did my three-month project in Ireland in the town of Cork.»
My assignment was to develop a local company by helping the marketing and accounting departments and trying to improve the organisation�
I wanted to do this project in order to get to know other cultures, to improve my English ability, my self-confidence, and to become more open-minded�
First of all, this experience gave me greater self-confidence� You have to be able to set off alone to work with a team, despite the language difficulties, and be able to bear up and get better� I also improved my foreign-language skills during the stay, partly through our various outings� Finally, I developed an open mind about cultural differences within Europe�
I am proud of the personal and professional know-how I acquired during the programme�
This mobility will be useful to me in the future because you have to be able to adapt to a difficult situation and fit into a culturally different team� I think these skills are essential if you are going to be recruited�”

Programme with the United States
The Young Ambassadors programme was established in 2008 at the initiative
of the U�S� Embassy� The CGET (General Commission for Territorial Equality) joined with it in
2009 to enable young people from city neighbourhoods to put their commitment to work in the public interest, whether as citizens or as association members� ADICE is the programme’s national operator�
Introduction
The Young Ambassadors of Community Involvement
programme each year selects some 30 participants
(20 secondary school students and 10 association actors) from priority neighbourhoods to develop their community involvement and create local projects to help neighbourhood residents and the public interest�
The participants come from 6 regions: Aquitaine; Ile-de-France; Nord-Pas-de-Calais; Provence-Alpes-Côte d’Azur; Rhône-Alpes and Midi-Pyrénées�
The programme is an opportunity for secondary-school students from working-class households to show off their
talent, motivation and determination, to learn about the culture and history of the United States and introduce the culture and history of France by serving as ambassadors abroad�
Their stay in the United States lets these young people meet the stakeholders in American community associations and compare their U�S� experiences with one another� The second week consists of an immersion in local life (host families and schools)�
From 2014, the exchanges become bilateral with the host of 15 young American Ambassadors in France�

DEVELOPMENT AND EXPERIMENTATION CENTRE
In an effort to sustain the association and ensure that it stays abreast of current issues and priorities, and to constantly improve the quality of the work it does, ADICE has set up several types of actions and projects that help it grow. Set-ting up new types of projects alongside the mobility projects as such (volunteering and trainee), which are the core of our work, enables our association to broaden the scope of its efforts and develop new areas of activity.
The following presentations concern some of the major projects developed by ADICE in recent years.
EU AID Volunteers
In 2012 ADICE was chosen by the European Commission Hu-manitarian Office (ECHO) to carry out a pilot project in order to design a structured, innovative framework for the recruitment, training and deployment of future European volunteers in tar-geted third-party countries that would pave the way for the establishment of a European «corps» of volunteers equipped to carry out an assignment in a humanitarian context�
ADICE carried out this project with two European partners (Germany and Spain) and an evaluating consultant�
As part of this project, shared tools for the construction and evaluation of humanitarian volunteer projects were deve-loped and tested by the three European partners�
Thirty volunteers, including 9 experts and 21 inexperienced volunteers, were deployed on 4- to 6-month assignments in South America, Africa and Asia� The project resulted in the pu-blication of the experimental results for this innovative form of involvement, especially a study of this trial’s impact on the volunteers and on the local communities�
Transfer of Innovation– Transfer of Administrative and Pedagogical
Tools Useful to Manage Mobility Projects (TAPT)
This project TAPT began on 1 October 2014 and lasted 18 months, until 31 May 2014.
With more than 15 years of experience in managing mobi-lity projects, ADICE has developed a methodology aimed at supporting mobility project management which it wanted to transfer to three European partners: Paragon (Malta), Projinal (Turkey), Cesie (Italy)� Each partner adopted this methodolo-gy and then created its own tools adapted to their target au-dience and their area of activity�
Three tools were transferred: the pedagogical process, which seeks to improve consistency in providing mobility support; the Mobility Booklet, which ADICE gives to each beneficiary and which contains the pedagogical process: the CV, the mo-tivation letter, training, participants’ rights and duties, an insu-rance guide, etc�; and the database: This is a tool for adminis-trative, financial and pedagogical management used in all the projects that ADICE is responsible for�
One result of the project was the adoption by all the partners of a more efficient management of mobility projects and of a better follow-up for youngsters�
This project helped us structure our efforts on mobility projects� We strengthened the various phases of management of our mobility projects� In fact we improved recruitment
and the follow-up phases using the tools provided by ADICE, and we enhanced the preparatory phases by adding new methods, activities and values� We enjoyed
partici-pating in the various phases of the project because we found them specific and useful for our work�
The international workshops and the trial phases of the project were a good opportu-nity to share our know-how, our tools, concepts and the methods we use to manage mobility projects, with everyone learning from everyone else� We are delighted to have learned about ADICE’s experience and to have shared our know-how� We think this collaboration created added value for the two partners through a fruitful exchange of experiences, opinions and ideas�

ACTIONS
Interreg IV A 2 Seas: YES! Cluster
The goal of the YES! Cluster was to promote initiatives in the area of social inclusion to improve the employability of young people. The Cluster developed three projects in the Interreg IV 2 Seas programme (GAPS, iLaebor, Villa Cross Media) which offered different but complementary approaches to help young people shut out of the job market to acquire vocational and social skills.
Phase 1 of the YES! Cluster took place from November 2013 to November 2014� During this period, all the partners assessed their work methods, exchanged best practices, identified their most useful and effective tools and presented them to the other partners� The Cluster’s work led to a mutual enrichment of the pedagogical tools, which are effective in helping young people find jobs (particularly the NEET, neither in employment, education nor training):
• Individual support
• Progressive, step-by-step methods • Personalised guidance
• Alternative training for young people shut out of the job market, white-collar workers and traditional institutions�
By the end of the project the partners had created a model for empowerment presenting various paths to employment:
To share the Cluster’s results, ADICE held a large event on 13 May 2014 at the ENPJJ (the French National Academy for Youth Protection and Juvenile Justice) in Roubaix, with 187 participants and experts (Anne Houtman, Head of the European Com-mission’s office in France, mayor of Roubaix Guillaume Delbar, etc�)�
Erasmus + Strategic Partnerhips: PC IMPRESS
The PC Impress project brings together ADICE and four European partners (Poland, Netherlands, Italy and Spain) to work on «post-mobility» issues by creating a relevant methodology and pedagogical tools. The project seeks to capi-talize on and add value to mobility projects.
The goals are to create innovative, specific tools for mobility project participants�
• A European list of existing tools for capitalizing on and promoting international mobility in Europe • Establishing a skills portfolio for the participant to enable him to capitalize on all the skills
acquired during his mobility
• Creating an online tool on job-market expectations and needs • Setting up an online platform for sharing tools and methods • A work framework for debriefing and capitalization interviews • A practical guide to capitalizing for informal education workers�
The goal is eventually to have the most relevant pedagogical tools to make mobility a tool for accessing employment.
Erasmus + Strategic Partnerhips: E2MP
The project entitled “European Mobility Project Management Platform” gathers 5 European partners, located in Wales, Poland, Italy and France.
The objective of the project is to allow Youth workers to acquire the necessary competences and know-how to manage inter-national mobility projects� The aim is to train youth workers in the European mobility project management to support young people with fewer opportunities in the construction, realisation and capitalisation of their experience� To this end, many tools will be created:
• A European mobility project management online training
• Specific training sessions for young people with fewer opportunities support • An evaluation and certification process of youth workers
• A professional orientation and inclusion session guide • A platform to capitalize and disseminate the training
The final objective is to ease social inclusion and career prospects of youngsters with fewer opportunities thanks to an efficient management of mobility projects by youth workers.

Transfer of Innovation
As part of the Innovation Transfer project between 2012 and 2014, ADICE transferred these administrative and pedagogical support tools� The project’s results are available in a brochure entitled: «Mobility Management System – Tools for Construc-tive Mobility Projects�»

EU Aid Volunteers
As part of the European Commission’s ECHO
experimental programme: “EU Aid Volunteers,” ADICE produced two booklets:
- a booklet presenting the specifications associated with preparing for volunteer missions
- a document presenting the project, its conclusions and recommendations in the wake of the end of this experimental programme in European volunteering in developing countries�

European and International Mobility
In 2014 ADICE produced a brochure entitled “European and International Mobility,” which presents the results of a survey of 53 young people who went on mobility assignments with ADICE; they were interviewed six months after their return� The brochure is available at: www�adice�asso�fr/?p=2950

YES! Cluster
As part of the YES! Cluster programme (INTERREG IVA 2 Seas), French, English, Dutch and Belgian institutional and association actors developed an innovative methodology and tools in order to capi-talize on know-how on behalf of European young people and their entry into the job market� A publication presents the various results of the Cluster� You will find in it the specific solutions ap-plied locally among a large target audience of young people� It is available in three languages�
