Comenius Regio Partnerships consist of two partner regions, one of which acts as a ´coordinator"for the project. The role

of the coordinating region (Partner region 1) is purely administrative; both partner regions have the same rights and obligations with the partnership. In each partner region, the relevant authority is asked to involve at least one school and one other organisation in the project. The other organisation should make a significant contribution to the aims of the project. Only the authority has to sign and submit the grant application on behalf of its region. It manages the project in its region. cite_note-1 This application form should be completed by the relevant authority in the coordinating region (Partner region 1) of the proposed Comenius Regio Partnership, in close cooperation with the partner region (Partner region 2). It shall give full details of the Partnership including the details of all partners (regional/ local authorities and regional/ local partners), all planned mobilities and the grant requests for both partner regions. The coordinating region (Partner region 1) must send a copy of the completed form to the relevant authority in the partner region (Partner region 2). The authorities in both partner regions complete and sign the declaration and fill the information on the cover page of their individual copies. They submit their copy to their National Agencies by 21 February 2012 (date as postmark) attaching letters of intent from each of the organisations participating

in their region. The partner region must not change any of the information contained in the form completed by the coordinating

region; all copies must be identical except for the Declaration. Please note that the form should be completed well in advance before the deadline so that both participating regions are able to post its copy of the application on time.

In a case if beneficiary wants to indicate contribution to a budget of a project higher, than required minimum, please tick. Attention: ticking implicates, that rules concerning checking correctness of a construction the budget will be turned off.

Please note that each National Agency may request applicants to submit additional information in support of a Partnership application. Each partner region should check the details of the application procedure on the website of its National

Before submitting the application, please make sure that it fulfils the requirements listed below.

• Polish beneficiaries (coordinators as well as partners) submit application form, in working language of the project, electronically after registration on the website online.frse.org.pl.

• The application has been submitted by the applicant institution on the 21 February 2012 at the latest (postmark date).

• The application has been submitted using the correct application form.

• The application has been submitted according to the instructions published by the National Agency.

• The form is not hand written (except for the Declaration).

• The form has been completed in full.

• The form has been completed using one of the official languages of the EU.

• Part E (Requested funding) includes the Partnership type or the grant amount requested by the applicant institution for mobilities.

• Part E (Requested funding) includes a budget for additional project costs or states that no grant for additional project costs is requested.

• The partnership consists of two regions, each one located in one of the countries participating in the Lifelong Learning programme.

• At least one participating region is located in a Member State of the European Union at the starting date of the Partnership.

• Each applicant institution is eligible to receive funding from this National Agency to participate in a Comenius Regio Partnership.

• In each partner region, at least one school and one other organisation will be involved in activities (in addition to the applying local or regional authority).

• At least one of the schools involved in the Comenius Regio Partnerships in each applicant region is eligible in Comenius School Partnerships.

• The form has been signed by the legal representative of the applicant institution or a person duly authorised by the legal representative. Please note that in both regions (the coordinating region and the partner region) the applicant institution is the local or regional authority with a role in school education.

• Letters of intent from all organisations participating in the respective partner region have been attached to the signed copy submitted to the National Agency.

• Each participating institution has fulfilled its contractual obligations in relation to any earlier grants received from the National Agencies concerned. (exclusion criterion)

• The application includes a grant request in euros.

Local public authority of Tarnobrzeg is an educational supervisor of all Tarnobrzegs schools and other educational institutions responsible for effective management and on time work of all of them. It initiates or supports all undertaken in the town cultural, educational, prophylactic and pedagogic actions. As the institution which is leading education has a lot of experience in managing and coordinating different types of projects both regional and international.

Institution is responsible for effective and on time realization of the project. It coordinates all project tasks and takes financial responsibility for the project. One of the main task of it is presenting Polish educational system and innovations in management to the partner. Institution also supports all the local partners in a project enabling them to use town properties and the projects promotion.

In our school, Gimnazjum number 2, there are 271 students. Our school is very deeply concerned in universal development of the teenagers. From 2001, we are the active participant of “ School Promoting Health” programe.

One of its aims is connected with promotion of healthy life style. What is more, we pay our attention to such behavior which are good for health, which are the alternative for pathology: alcoholism and drug abuse.

Now, we are trying to achieve the National Certificate of School promoting healthy life style. That is why, we take part in many activities of this kind. We put into practice preventive actions. From 2004 we have had sport classes, which are led in accordance with the guidelines of The Ministry of Sport and Recreation ( signed in 2002 concerning the formation of sport classes). One of the classes is the sport class which is deeply oriented into football under the patronage of the mayor of Tarnobrzeg. Apart from that, we have taken part in educational- preventive program, ‘Keep fit’ which the crucial aim is to propagate the healthy life style and the physical activity.

We are convinced that the teenagers from 13 to 16 years old are very susceptible to risky behaviors. It is wildely known that teenagers search for different kind of drug substances. It is the time in their lives when they start “ the adventure with drugs” which has the horrible consequences for the rest of their lives. That is why, we decided to carry on our activities in Regio project. Please describe the role of your organisation in the project

Gimnazjum number 2 is the school which cooperates with the partner from Spain. Our aim is to work out the details of project and the supervision of its successful realization according to the schedule. We will be responsible for the partners’ visits in our country, conferences, seminars and workshops. We will also focus on the promotion of the project in local media. We will firmly cooperate with the partners. We will manage the Internet page of the project up to date, also the implementation of the project tasks. We will carry out the final products of the project. We will plan and do the evaluation of the project.

B.2 Objectives and activities of the organisation

The main aim of The Association is connected with carrying out the preventive and psychoeducational activities, especially different psychopreventive workshops for children and teenager, their support (psychological, pedagogy, preventive classes). Another aim is connected with team and individual therapy, the diagnosis of different social pathologies, parents support in the course of children education, psychological support for unemployed teenagers, integration and cooperation with other institutions.

Preventive Association “ Brim” was found in 2003. From this time, it has carried out a range of activities for children and teenagers concerning the addiction and educational matters. The members of the association are the pedagogues, psychologists, teachers with the preventive skills and also the coaches of Polish Psychological Association.

The Preventive Association “ Brim” did not use any finance from the European Union, however it took part in some other local projects such as:

-2004- “ The prevention at school and at home”- the project partially financed by The Marshal Council of Podkarpackie Province”

-2005- Risky teenagers behaviours, “ My child and drugs”- the project carried out with the financial support of The Town Council of Tarnobrzeg

-2006-Counteraction of aggression and violence “ Live healthy without drugs”-the project partially financed by drugs”-the Town Council of Tarnobrzeg

-2007- The preventive program for children and teenagers: The Brim-I know, I can, I resolve”- the project partially financed by the Town Council of Tarnobrzeg

-2008- The association cooperated with MOPR in Tarnobrzeg while the completion of the project entitled “ The time for activity in Tarnobrzeg Commune”. The association carried out different activities connected for example with raising the social and vocational competence ( different kind of dysfunction, group and individual therapy)

-Preventive Project- “ I do not take, I am free, I am happy” Please describe the role of your organisation in the project

The Association is responsible for the help and the supervision of school in all the project activities. It will also be the co-organizer of conferences and seminars in your town. Its aim will be collecting and studying the data connected with addiction problems. The Association will carry out the workshops and meetings for parents and teachers concerning the addiction matters. All these activities will lead to fulfillment of mentioned results.

Municipal School Council. It is also responsible for the local police. In that respect it is aware of the dangers of addictions among teenage inhabitants of the municipality and responsible for their prevention and the resolution of problems caused by them.

It is the only public secondary school in the municipality. Most teenagers in the municipality study at our school and we carry out workshops and research concerning healthy habits and problems with addictions among our students. Lately our students have taken part in a workshop on the dangers of social networks. Our school is very active in promoting healthy lifestyles, as well as environmentalist attitudes.

There is always a campaign going on in our school to make our students aware of the world we live in. That includes campaigns to collect food for people in need, lessons to learn about recycling and workshops on the pros and cons of the use of new technologies.

For all that, we want to broaden our objectives by teaching them about the dangers of addictions and the benefits of keeping a healthy body by leading a healthy life. It is in that respect that we consider this Comenius Regio project the perfect framework for doing so.

Our students are the main goal of the project. All activities will have them as the main beneficiaries and objects of research. One of our concerns is that our youth follow lead healthy lifestyles. The activities will be carried out in our school and the participants will be our students. We will work in coordination with the Town Council and help in the dissemination of results. We will be responsible for the partners’ visits in our country, conferences, seminars and workshops. We will also focus on the promotion of the project in local media.

IMPADES is a non-profit organization created in 2009 to promote social development. IMPADES want to improve life’s quality for children, teenagers and adults. We develop programmes aiming at improving life’s quality and preventing risky behaviours. IMPADES works in job counselling, socio-educational activities with children and teenagers, with the aim of promoting a healthy education. We believe in volunteering, teamwork, associationism and support among different organizations.

Please describe the role of your organisation in the project

IMPADES will be responsible for carrying out the workshops for teachers and students related to the project. We have got experience in the preparation of workshops with teenagers about risky behaviours, related to social networks and addictions. From our experience we will show how to avoid dangers and what the risks of addictions are. We will work in coordination with the Town Council and IES Enric Valor, not only to carry out workshops, but also in counselling them about the rest of initiatives involved in the project.

The project „ Health Education Concerning Addictions Prevention” will be done by two regions represented by Tarnobrzeg Community ( Poland ) and Ayuntamiento de Picanya( Spain) with the cooperation of Gimnazjum number 2 in Tarnobrzeg and IES Enric Valor de Picanya, the Association „Brzeg” in Tarnobrzeg and Instituto Multidisciplinar para el desarrollo económico y social in Benétusser.

We will concern the reasons of different addictions among teenagers and also the prevention treatment with the usage of survey and researches. We will focus on different kind of activities which aim will be connected with health education, health promotion and healthy lifestyle among children, teenagers, parents and teenagers at school. We will begin firm cooperation with parents concerning educational, preventive or intervention activities. We will use any experience and knowledge of local organizations connected with addictions matters.

In the result of our activities we will work out and introduce the methods of prevention among school teenagers which will lead to the reduction of addictions. The additional aim of the project will be connected with our long term cooperation, that is: educational, the exchange of experience connected with “ The best practice” among the participants of the project.

C.2 Context

What is the general context of each region involved in the proposed Partnership and with regard to education? Is there a specific context as for example specific economical problems, specific needs due to demographic, socio-economical or other factors (e.g. many young people at risk of social exclusion, lacking resources for pupils or learners with special needs, increase of the number of migrants and refugees)? If so, please explain

The degree of risk caused by intoxicating substances to children and adolescents is really alarming, what is more, it is also a social problem. Therefore, it requires diagnosis and taking effective preventive actions.

The period of growing up is a time which is particularly vulnerable to disturbances and undertaking risky behaviors. Junior-secondary school students, start to experiment at this age with various ”novelties”. We realize that this problem relates to young people around the world.

A school is the place to implement primary prevention, which is mainly based on promoting healthy lifestyle and prevention of addictions.

In Poland, the obligation to develop and implement a school prevention program was introduced in 2002. However, despite these actions, alcohol and drug problems increase size among students. In addition, in the families of our students are growing unfavorable phenomena such as unemployment, weakening family ties, the increase of conflicts. More and more students grow up in broken families or in the temporary absence of one parent. Unmet needs in the family cause a desire to find an acceptance in the peer group, not always having a good effect, and not giving good role models.

Addiction often begins in adolescence period but we suffer its consequences for the whole lifetime

(Social maladjustment, interrupted education, lack of occupation, job or family loss, and even homelessness).

Therefore, we would like, together with our partner, to develop effective methods of preventing addictions. We want to know and compare the legal regulations in the field of prevention in our countries. We will focus on methods and forms of addictions prevention, and discuss our problems to jointly find the solutions. We will analyze the effectiveness of measures taken and implemented prevention programs as well as compare the strategies of prevention activities in our countries.

The project implementation will be used as an important element in the process of applying for the National Certificate of Health Promoting School. We would like to participate in the Regio program because we want to offer young Europeans a creative way of spending free time-as an alternative to the monotony and negative behaviors. We want to raise the quality of our schools in the field of preventive and educational activities.

II.In order to achieve the aims of the project we have to indicate the reasons and determinata of searching for stupefying means in partnership schools and examine the scale of the problem. We are deeply convinced that we are not able to prevent addictions effectively, if we do not indicate exactly the reasons of the addictions. Otherwise, our prevention treatment will focus on struggling the symptoms rather than their reasons.

We will discuss what kind of researchers have been done in our regions. We will make the diagnosis about the addiction problems in our schools. On the basis of the diagnosis we will indicate the methods which will help us to prevent different addictions- we will apply them in our institutions. We will define and concentrate on strengthening the prevention measures which are to eliminate, prevent and weaken the risk factors. We will analyse the reasons of low effectiveness of existing preventive programs. Each school will present its own procedure advance in dangerous situations connected with stupefying means. We will exchange our experience and compare the effectiveness of our activities. They will be connected with permanent health education, health promotion and healthy lifestyle among children and teenagers, parents and teachers. We will cooperate with parents on the ground of health education, health promotion and healthy lifestyle among children and teenagers, parents and teachers.

We will also cooperate firmly with parents as far as educational, preventive, intervention and healthy aspects are concerned. We will organize training appointments for teachers which aim will be the improvement of preventive aspects and other teenager problems.

We will discuss the aspect of precocious intervention in dangerous situations. We will try to establish preventive factors which are to help the teenagers- self esteem, dealing with different emotions, strengthening the ties within the families, improving the assertive. We will guarantee the active participation in preventive classes which are the alternative for fulfilling social and psychological needs. We will support all the teenagers who are in danger of addictions. We will improve their self esteem, motivate them to different kind of activities, develop their interests. We will also concentrate on the matter of alcohol, drug and nicotine addictions and also ubiquitous drugs. We will deeply concentrate on the aspect of propagation of reliable information about this phenomenon and also on the appropriate development of child’s personality.

III.In order to achieve the mentioned aims, we will apply varied work methods. These will be meetings with specialists, debates, discussions, film presentations and other preventive materials. We will conduct art and literature competitions and quizzes. We will arrange motive activities- sport activities, competitions, bike trips, raids, fires. We will use project method, we will take part in social campaigns, organize town preventive actions. In order to achieve these aims we will work in team groups.

C.4 Work programme and project management

The project includes 6 meetings-3 in Spain and 3 in Poland. The general number of mobilities is 24 for each partner country. The schedule of work includes all the activities which are going to take place during our partnership meetings and also those tasks which will be done between the meetings.

During our trips we will focus on the knowledge and experience connected with the methods of prevention of different addictions. We will arrange seminars, conferences and workshops. The tasks which will be included during the meetings are:

-the results of the tasks taken by both schools between the meetings -discussions, comparisons of the researches results, polls

-comparison of legal aspects connected with addictions and also legal basis of taken activities at schools -experience and work method exchange with students

-region presentation and also the visits in partnerships institutions

-the acquaintance with the education systems of partnership schools -working out shareable methods connected with addictions prevention Between the meeting, we will focus on the following tasks:

- information campaign ( September- 2012)

-researches, gathering different information, making conclusions during the project -multimedia, brochures, articles presentations connected with the analyses made -conferences and seminars

-class activities, workshops, chats and meetings and also integration classes for students -students’ competitions

-different school events connected with healthy life style -arranging workshops and meetings for parents -town anti-nicotine actions with students participations

-the study of work methods which aim is to prevent addictions among teenagers

-presentation and propagating the effects of the activities connected with the project ( March 2013, November 2013 and June 2014)

-the Internet page of the project, presenting the current results of work of each partner school

-the reception of the participants of the partner school ( food, accommodation, transport and all the matters connected with the mobilities)

-the study and the implementation of final products ( DVD films, multimedia presentations, reports, articles and brochures) -the evaluation of the project-according to the schedule

-the review of the project and the consideration of its results: mid-project evaluation ( June 2013) and the final review ( June 2014)

The activities undertaken within the framework of the project will contribute to the increase in the awareness of threats existing in today‘s world, especially those resulting from taking psychoactive substances. This awareness will enable to include in the programme the activities broadening pupils‘, parents‘, and teachers‘ knowledge as well as developing the ability to recognize those threats. They will also learn how to react properly in case of facing the problem of addiction.

The tasks carried out within the period of the project will contribute to the implementation of the activities concerning addiction prevention, which will be supported by experience gained during partnership cooperation. Conducting surveys, organizing seminars, workshops will enable the teachers to improve their teaching techniques and use them in everyday education process. Expected results:

-decrease in the number of pupils taking addictive substances -gaining new knowledge in education process

-raising awareness of the problem in the local environment and making efforts to solve it

-strengthening cooperation between local and foreign partners in the joint project and process of solving the problem of addiction -developing and strengthening mutual intercultural comprehension and tolerance

-sharing the best experience concerning prevention -improving teaching skills of the project participants

-promoting European cooperation in media and in local environment

-improving the knowledge of local culture, education and customs of partner regions.

1. The Club of Leaders for Health Promotion created during the project of will continue its activities

2. Multimedia presentations containing information about the participating institutions will be used on the lessons of history and geography.

3.A website with numerous materials developed during the project will continue to be available and used by students, teachers, parents and also by other schools and the wider community

4. Newly learned ways of working in the field of addiction prevention will be incorporated into Educational and Prevention School Programs

5. Multimedia presentation about the dangers of nicotine, “Day without Tobacco ”will be used to prevention activities on form periods

6. Prepared stage production “The Court on a Cigarette ”will be presented at the school after the end of the project 7. Multimedia presentations made by students about the highs will be stored on a CD
