CORPORATE SECURITY
GENERAL SPECIFICATIONS
2.0 INTENT
2.1 The intent is to enhance the current physical security levels at 703 Don Mills Rd.
2.2 The City intends to maintain the look, feel, and navigation of its physical security standards in place at other City of Toronto facilities, as well as the programming, tagging and identification of its equipments and instruments. Specific system programming standards will be provided to successful bidder and must be adhered to.

In addition, all existing and newly installed, integrated, and maintained electronic security systems at this facility must continuously transmit with 100% accuracy, alarm communications (via the City wide network) and display at the City’s Central Security Monitoring Station, located at 703 Don Mills Road.3.0 SCOPE OF WORK
The scope of work for this project shall include:

6.0 SECURITY CLEARANCE REQUIREMENTS
6.1 The Security Contractor’s employees (including Subcontractors) that may be expected and/or will be performing work under this contract shall not pose a foreseeable security concern or hazard to the City as it relates to the protection of its assets.
6.3 Unless authorized in writing by the Project Manager, only persons that have provided their Clearance Letter to the Project Manager shall be permitted to work under this contract.
6.4 The Security Contractor shall provide an original recent Clearance Letter only. No copies will be accepted. Failure to provide original letters will result in a contract breach.
6.5 A Clearance Letter from Toronto Police Service is a formal document produced on secure paper indicating that the subject of the inquiry has no criminal convictions in the National Repository of Criminal Records, which is maintained by the RCMP. 6.6 The cost for each of the Clearance Letters will be the complete responsibility of the
Security Contractor.
23.0 CODES, PERMITS, FEES AND INSPECTIONS
23.1 All system components shall be installed according to manufacturer’s instructions and in a professional manner. Workmanship and care shall encompass all aspects of the task being performed so the full intent of the project may be realized. All work shall be performed in compliance with all applicable Regulations, Building Codes and Local By-laws.
23.2 The Security Contractor shall apply for, obtain and pay for all permits, permissions, consents, licenses, inspections, examination and fees required by the City or by any regulatory agency, including building permits, if required.
23.3 The Security Contractor shall arrange for inspection of all work by the authorities having jurisdiction over the work. The Security Contractor shall comply with the requirements of the authorities, federal, provincial and municipal laws and regulations, and all other authorities having jurisdiction. The federal, provincial and municipal laws and regulations constitute an integral part of these specifications. In case of conflict, the applicable federal, provincial and municipal laws and regulations takes precedence over the contract documents.
23.4 The City may appoint and pay for an independent Consultant to inspect the work or to carry out specific tests as the work progresses. The Security Contractor shall notify the Project Manager and the Consultant prior to starting the work, and shall provide any assistance that the Consultant may require to carry out his/her inspections or tests.
23.5 The Consultant (if any) or Project Manager shall act on behalf of the City to ensure that the performance of the work is carried out according to the specification, drawings and acceptable standard practice. The Security Contractor shall co -operate with the Consultant or Project Manager and shall comply with his/her directions in making good all deficiencies and defects, and in ensuring the proper execution of the work within ten (10) business days of reporting the deficiency, and before the final payment is made.

24.0 RESOURCE COMMITMENTS
24.1 The Security Contractor shall continue to meet manufacturer’s requirements with respect to training and staffing competency, at the sole expense of the Security Contractor, throughout the term of the contract, for all security systems and components installed and in use at all City facilities.
24.2 The Security Contractor shall continue to meet all of the mandatory requirements indicated in warranty conditions throughout the term of the contract and warranty periods.
24.3 The Security Contractor shall provide (at no cost to the city) evidence of maintaining those requirements, within ten (10) business days of inquiry from the Project Manager (or their designate).
24.4 Workers shall have access twenty-four (24) hours per day, seven (7) days per week, to any and all critical equipment parts from a local parts depot or otherwise have the ability to provide parts on-site within four (4) hours when requested and required. 24.5 The Security Contractor shall guarantee to the City that their services and
performance, including those of their Subcontractor, will be provided in a
professional, good, workmanlike manner and comply with, but not be limited to the City’s Workplace Violence Policy, Security Surveillance Policy, etc. Those deemed not complying, at the discretion of the Project Manager, maybe removed from the site for the duration of the contract. The Security Contractor is responsible for maintaining sufficient staffing levels at all times for the duration of this contract to meet contract obligations.
26.0 BEST MATERIALS
All work shall be executed with new and the best materials of their respective kind, free from all imperfections and in a sound, workman like and substantial manner and, in all respects, subject to the approval of the City. They shall have the approval of the Canadian Standards Association, Underwriters Laboratories and Underwriters Laboratories of Canada. In no case shall an item other than that specified be accepted, without the prior written permission of the Project Manager.
27.0 ORGANIZATION OF MATERIAL AND WORK
27.1 The security system shall be complete and capable of operation upon the Project Manager’s acceptance of the system. The Security Contractor shall be responsible for preparing all system for user operation.
delivery of all materials, equipment and tools (including specialty tools) required, and shall co-ordinate the sequence of the work stages (and as reflected in the project schedule).
27.4 No claim shall be allowed for delays and/or additional expense resulting from failure to immediately order and accept the delivery of materials from suppliers in a timely manner and subsequent failure to maintain the contract schedule.
27.5 It is the Security Contractor’s responsibility to implement all required measures (e.g. fences, enclosures, etc.) in order to strictly control the pedestrian traffic in the construction area and to prevent any pedestrian approaching into the areas of construction hazard, or any other dangerous area.
27.6 Careful consideration shall be given at all times to the function of the facility and the persons contained. The Security Contractor shall make all attempts to cause as little disruption in service as possible when providing installation/maintenance/repair. Work that may cause any type of disruption to building operations and/or building occupants shall first be cleared (24 hours in advance) by the Project Manager, and may have to be completed after hours at the discretion of the City of Toronto. 27.7 At no time will any City facility be left insecure due to unresolved problems
encountered during installation, testing or service work, partial remedial work performed, any Video Surveillance camera, Intercom System or Access Control system left inactive for any period of time without:
• Appropriate signage posted at the device notifying potential users of its unavailability; and,
• Notifying the Project Manager and the Corporate Security Control Centre (416-397-0000) of the device’s unavailability and the approximate estimated duration of device unavailability.
27.8 At no time shall the Intellex system or CCure 800 system be shut down, restarted, or database restored, without specific authorization from the Project Manager.
27.9 The Security Contractor shall contact the Project Manager and if available the on-site Security staff or other on-site Keyholder(s), to coordinate specific assistance required to access certain devices, which the Security Contractor cannot otherwise access safely, such as devices located higher than reasonably reachable with a standard ladder. The Security Contractor shall not invoice additionally for such provisions. 27.10 With the approval of the Project Manager, the Security Contractor shall be required
(if necessary) to move all items that are obstructing its performance of work (i.e., stored materials, shelving, furniture, and equipment). The Security Contractor shall also be responsible to return the items that were moved back to their original state immediately upon completion of work. All associated costs for this is the complete responsibility of the Security Contractor. No charges may be claimed.
27.11 Any damages resulting from the Security Contractor moving items shall be
immediately reported to the Project Manager. Failure to do so may result in contract breach.

28.0 BUSINESS AND WORK HOURS

29.0 DAILY CHECK IN/OUT
29.1 Before work commences, the Security Contractor shall have already incorporated all site and facility constraints as it relates to on site access time and work performance limitations.
29.2 Before commencing work and prior to completion of any work, the Security
Contractor’s Workers shall check-in and out daily with the Project Manager and the 24-hour Corporate Security Control Centre at 416-397-0000, and if available with on-site Security.
29.3 Upon check-in, the worker shall clearly explain what effects their work will have on current security systems or VSS that are being monitored, and they shall identify any anticipated alarm signals, as well as any system functional limitations.

30.0 COSMETICS, PROTECTION, AND FINISHES
30.1 Tamper proof screws and fasteners shall be used on all equipment in public areas. The Project Manager shall be provided with twelve (12) sets of tools required to service security equipment that have tamper proof screws and fasteners.
30.2 Finishes and graphics for all equipment in public areas shall be submitted to, and approved by the Project Manager.
30.3 The Security Contractor shall be responsible for all cutting, core drilling, and patching required for the installation of this work. Where alterations occur or new and existing work is required, the Security Contractor shall join, cut, remove, patch, repair, or finish the adjacent surfaces as required without further charges to the City.
30.4 The Security Contractor shall clean dust and water residue from core drilling, cutting and patching of masonry, and drywall to satisfaction of the City. Furnishings, floors, and finishes shall be protected prior to the commencement of work.
Contractor. Any additional repairs required, due to unapproved work, may be billed to the Security Contractor for payment.
30.6 The removal or relocation of all existing material, equipment or parts which have not been identified in the contract documents, and which will obviously interfere with the new installations shall be executed by the Security Contractor without additional charges to the City.
30.7 The Security Contractor shall be responsible to advise and obtain approval from the Project Manager, prior to the removal or relocation of all existing material, equipment or parts.
30.8 The Security Contractor shall protect existing furnishings by providing and maintaining adequate temporary protective coverings.
30.9 The Security Contractor shall provide and maintain adequate fire safety and protection in accordance with applicable fire code and regulations.
30.10 All work shall be performed by qualified and skilled trade’s people as defined by the Occupational Health and Safety Act, Regulation 213/91 and all finishing shall be of the highest quality. Construction and finishing techniques shall preserve the original appearance of the affected areas.
30.11 Unless authorized in writing by the Project Manager, the Security Contractor shall not post/affix any stickers, labels, signs, logos, or any kind of promotional or advertising material on any equipment or instruments, nor at any City of Toronto site. This includes decals warning of systems in use or services provided.
30.12 On approval from the Project Manager, the Security Contractor shall at no cost to the City be responsible to post/affix stickers, labels, signs, logos, or other appropriate materials to ensure that devices, equipment or other instruments are properly labelled to allow Users to understand the purpose and to know how to use the new devices, equipment or other instruments. E.g. all new Maglock exit buttons shall be blue in colour and labelled with the words, “Push to Exit” on the button, all new Intercoms shall be labelled with the words, “Push Button for Security”.
31.0 DELIVERY OF MATERIAL, SITE STORAGE CONTAINERS AND CLEANLINES

32.0 EXISTING EQUIPMENT
32.1 The Security Contractor shall return to the City and send all old electronic security hardware, electro-mechanical security hardware and mechanical hardware in a secured storage container to:

of 24-hours notice of delivery of old functioning electronic security hardware, electro-mechanical security hardware, and electro-mechanical hardware.
32.3 All costs and expenses associated with returning old equipments shall be the responsibility of the Security Contractor.
33.0 INVOICING

34.0 ALTERATIONS
34.1 The City shall have the right at any time to order changes in the work. Any such change shall be made pursuant to a contract change order executed by the Security Contractor and the City prior to Security Contractor undertaking work pursuant to this change order.
34.2 Except as stated in the contract change order, the work shall remain unaltered and the rights and obligations of the parties shall remain unaltered and in full force and effect. Each contract change order shall set out the change in work, the cost of such change, cost to the Security Contractor and impact (if any) on the delivery of
completion of the work. Each contract change order, unless otherwise specified, shall be deemed to incorporate the terms and conditions of the contract and shall be deemed to be part thereof.
35.0 FUTURE SYSTEM EXPANSION
35.1 The City reserves the right to expand or add to the system, at any time, using firm(s) other than the Security Contractor, provided that the expansion is done by a firm that is an authorized dealer or agent for the equipment or system being expanded. 35.2 The City reserves the right to make changes, alterations, additions, or deletions to
any of the City’s equipment without further charges and without foregoing any existing warranty with the Security Contractor.
36.0 SERVERS
The entire C•Cure 800 systems shall be linked via C•CureCentral and C•Cure Monitoring. Each of these servers/front ends shall be supported on a 24-hour, 365 day a year basis.
37.0 UPGRADES AND UPDATES
37.1 Throughout the contract term and its warranty period the Security Contractor shall provide notice to the Project Manager within 24-hours of all manufacturers’ or software developer’s release of a version, firmware, and/or patch upgrade and/or update for all security systems and video surveillance systems owned or operated by the City.

37.3 The Security Contractor shall provide the City with all software upgrades and updates, in original packaging (where available), with original manuals/documentation, and original copies (compact discs, floppies, etc).
37.4 The Security Contractor shall register and maintain applicable formal Software Support Agreements for Software House. Registration of the Software Support Agreements will be entered into all existing C•Cure 800 and C•Cure Central software registries by the Security Contractor without charge.
38.0 WARRANTY CONDITIONS
38.1 Warranty for this project will commence after review and acceptance of the as-built and other record documentations by the Project Manager.
38.2 Acceptance will be issued by e-mail from the Project Manager to the Security Contractor.
38.3 Security Contractor shall be responsible for the warranty certificate. Warranty certificate shall be scanned and e-mailed to the Project Manager by the next business day after receiving acceptance from the Project Manager. the Security Contractor shall submit the original copy of the warranty certificate withIn five (5) business days after issuing the acceptance from the Project Manager.
38.4 All the new and existing materials used by the Security Contractor to commission the existing and new devices, equipment and instruments shall be covered by warranty under this contract
38.5 If, within one (1) year after the date of final acceptance of the work as determined by the City, or designated portion thereof, or within one (1) year after acceptance by the City of designated equipment, or within such longer period of time as may be prescribed by law, or by the terms of any applicable special warranty required by the contract, or applicable codes, any of the work found to be defective or not in accordance with the contract, the Security Contractor shall correct it within four (4) hours after receipt of a notice from the City to do so unless the City has previously given the Security Contractor acceptance of such condition. This obligation shall survive termination of the contract. The City shall give such notice promptly after discovery of the condition.
38.6 Under the one (1) year warranty period repair and maintenance services shall be made available 24-hours per day, seven days per week, including all holidays. Regardless of the cause of loss, disruption or damage, the Security Contractor shall attend any of the sites covered under this contract and begin repair of any and all problems within four (4) hours of the City’s request and restore the system to normal and in accordance to the manufacturer’s specifications.

38.8 The establishment of the time period of one (1) year after the date of final acceptance, or such longer period of time as may be prescribed by law, or by the terms of any warranty required by the contract relates only to the specific obligation of the Security Contractor to correct the work, and has no relationship to the time within which its obligation to comply with the contract documents may be sought to be enforced, nor to the time within which proceedings may be commenced to establish the Security Contractor’s liability with respect to its obligations other than specifically to correct the work.
38.9 If this contract in its specifications requires that specific deliverables shall perform as a system, this representation and warranty shall apply to the deliverables, individually, in combination with each other, and as a system. Where the Security Contractor will be providing any component of a deliverable from or through a Subcontractor, the Security Contractor shall cause its Subcontractor to comply with this representation and warranty with respect to the component to be provided by such Subcontractor.
38.10 Where the deliverable being provided by the Security Contractor has an interface with any other product and such interface is necessary for the functionality, operation or performance of its deliverable, the Security Contractor shall ensure that such product complies with this representation and warranty and such interface does not in any way impair the ability of its deliverable to comply with this representation and warranty.
38.11 At the City’s request made at any time before or within 90 days (or such other time period as designated by the City) of its acceptance of the deliverable, the Security Contractor shall, at no charge to the City, demonstrate the compliance techniques and test procedures to be followed by the Security Contractor or the City or its authorized agent to confirm that the deliverable complies with this representation and warranty.
38.12 Where the Security Contractor advises the City that its deliverable is not able to comply with this representation and warranty at this time but will be able to do so by a specified date, the City may at its sole discretion accept the deliverable on the condition that there is compliance by the specified date; however, the City is not obligated or liable to make payment for the deliverable until such condition is satisfied.
38.13 In the event of any breach of this warranty and representation, the remedies available to the City shall include but not be limited to:
i. the Security Contractor restoring the deliverable to the same level of performance as represented and warranted herein;
ii. the Security Contractor repairing or replacing the deliverable with a deliverable conforming with this representation and warranty;
modifications; and
iv. the Security Contractor granting the City or its authorized agent access to the source code for the information technology used in the deliverable in order to make any modifications necessary to make the deliverable compliant with this representation and warranty or securing for the City the necessary permission for such access and arranging for any necessary waivers of moral rights or other intellectual property rights to make such modifications, in each case, so as to minimize interruption to the City’s ongoing business processes, with time being of the essence, and to be done at the Security Contractor’s sole expense.
38.14 The Security Contractor represents and warrants that any restoration, repair or replacement made pursuant to subparagraph (i) or (ii) above, will not corrupt any data of the City or introduce any viruses into the City’s system. The Security Contractor agrees that any modification made pursuant to subparagraph ( iii) or (iv), above, is the property of the City, including all copyright and other intellectual property rights pertaining thereto.
38.15 No matter the cause of loss, disruption, or damage to the device or component and its system under warranty it is the complete responsibility of the Security Contractor to respond within the specified time and correct the problem and return the device or component and system to normal operation without any additional costs to the City. Correcting the problem and restoring the device/component to normal is not limited to replacing the device, component or the entire system under warranty at no additional cost to the City.
38.16 This warranty shall survive cancellation or other termination of this contract. Nothing in this representation and warranty shall be construed to limit any rights or remedies (including indemnities) otherwise available to the City under this contract or at law or equity; and nothing in the contract shall limit the scope of this representation and warranty and any rights or remedies set out herein, and, in particular, no waiver or disclaimer set out in such agreement (or made otherwise) shall operate to limit the Security Contractor’s liability under this representation and warranty.
38.17 If the Security Contractor fails to make good such defects within a stipulated time, the City reserves the right to have the work done by others at the Security Contractor's expense.
38.18 For the duration of the warranty period for this project the Security Contractor shall maintain a service contact phone number, which is attended 24-hours by live operators, with no long-distance or other telephone charges when dialed from the City of Toronto.
38.19 For the duration of the warranty period for this project the Security Contractor shall supply 24-hour emergency telephone support by a trained technician at no extra charge to the City.
38.20 For the duration of the warranty period for this project the Security Contractor shall maintain a 24-hour service e-mail address. Messages sent to this email address by the City shall be responded to by the Security Contractor on or before
38.21 The Security Contractor shall provide the City with typed documentation regarding each service call made under this warranty. For each service call under this warranty, at minimum the following information shall be included:
• Date
• Test frequency
• Name of property
• Address
• Name of person performing inspection, maintenance, tests or combination thereof, and affiliation, business address, and telephone number
• Name, address, and representative of approving agency(ies)
• Designation of device(s) tested, for example, “Tests performed in accordance with Section of NFPA 731”
• Functional test of devices
• Functional test of required sequence of operations
• Other tests as required by equipment manufactures
• Other tests as required by the AHJ
• Signatures of tester and approved owner representative
• Disposition of tester and approved owner representative “Owner notified,” “Problem identified during test (e.g.,” Owner notified,” “Problem
corrected/successfully retested,” “Device abandoned in place”)
38.22 The Security Contractor shall provide this information via electronic mail by the end of the following business day to the City at a predetermined e-mail address.
38.23 At the end of each service call placed under the one year warranty period, the technician will submit a verbal report of the information above to the Corporate Security Control Centre (416) 397-0000 and if applicable the on-site Security staff, before leaving the site. After this report has been made, if applicable either on-site Security or on-site management staff may need to inspect the work performed. Upon satisfaction of problem rectification, on-site Security or on-site management shall sign the Security Contractor’s service ticket to acknowledge rectification of the problem. A copy of the service ticket will be left with the signing individual. This will be done at no additional costs to the City.
38.24 For the term of the one (1) year warranty period The Security Contractor shall maintain a sufficient level of supplies within the Greater Toronto Area to restore the system to normal within the time required and to have sufficient levels of supplies to make the system/device new within the time required.
38.25 Maintenance and repair services under the one (1) year warranty period include, without limitation, the supply of all necessary labour, parts, materials, tools (including speciality tools) delivery, travel time, programming, integrating, testing and any other associated costs.
38.26 Any new materials used by the Security Contractor to commission any or all of the existing devices to the new system will be covered by the warranty under this contract.
38.27 If the actual cause of the problem is discovered to be related City-owned equipment, which is not covered in this contract, and cannot be rectified by the Security
service call placed under the two (2) year warranty.
39.0 WARRANTY – PREVENTATIVE MAINTENANCE

40.0 AS-BUILT
40.1 Upon final completion and acceptance of the project, the Security Contractor shall submit one (1) set of as-built (at no additional charge) to the Project Manager within thirty (30) days from the date of the sign-off the testing sheets.
40.2 As-built shall include drawings shall be in the form of black line set, record drawings on AutoCAD 2005, clean CD-ROM.
40.3 Drawings shall include:
i. Architectural: site plans, building plans, and floor plans showing all locations for every security device (existing and new).
ii. All security devices depicted in the drawings shall be individually labelled according to the programming on the security system to ensure tagging consistency.
iii. All security device symbols depicted shall be in conformance to the Security Industry Association Architectural Graphic Standards for Security System Layout
SIA/IAPSC AG-01-1995.12 (R2000.03).
iv. A Summary of Security Devices Table, as installed in Excel Format. The table shall include the following for each security device: Security Device CAD Symbol, Make, Model, Serial number, Install Date, Installing Company, and Warranty Expiry Date and a photograph of each installed device.
v. Wiring diagrams and/or schedules for each system defining the interconnection of all inputs and outputs for all equipment/security devices.
vi. Construction Typical for all security applications.
vii. Fabrication/shop drawings for all equipment (including custom equipment). 40.4 As-built shall include all information required in the prefabrication submittals
revised to reflect "as installed" conditions.
40.5 As-built shall also include one (1) set of complete and current operation and maintenance manuals for all devices and equipment.
40.7 The Security Contractor shall submit the packing slips for all equipment supplied throughout the project at the time of the submission of As-Built.

41.2.2 The Security Contractor shall notify the Project Manager of other applicable standards and updates to the standards listed above.
41.2.3 The Security Contractor shall ensure applicable entries are made into each sites’ Electrical Standards Authority log book each time applicable electrical work is performed.
41.3 Device Installation Standards
The Security Contractor shall adhere to the City-specific standards for all installation projects undertaken this project. The City-specific standards will be provided at the mandatory site meeting.
41.4 Installation Requirements
41.4.1 All system components shall be installed according to manufacturer’s instructions and in a professional manner. Workmanship and care shall encompass all aspects of the task being performed so the full intent of the project may be realized.
41.4.2 Unless authorised by the Project Manager, the Succesful Bidder shall flush mount all card readers, door contacts, and electric strikes, back boxes/junction boxes, all devices, equipment and component installed shall be equipped with tamper resistant screws/fasteners on the secured side to prevent from tampering.
41.4.3 Any backboxes / junction boxes shall be installed on secure side.
41.4.4 BNCconnectors, or other parts that are required shall be supplied by the Security Contractor and shall be included in the quoted price.
41.4.6 Unless specified otherwise by the Project Manager, the Security Contractor shall supply and install architectural door hardware where necessary to ensure the
effectiveness of the electronic security system, which includes but is not limited to the following: storeroom function lockset with a ¾’ throw that is equipped with cylinders that match the site’s existing keyway system and other door hardware such as door closers, non-removable pin hinges, crash bars, etc.
41.4.7 The pinning of the new locks will also be completed by the Security Contractor. The City will provide the appropriate codes for the pinning to the Security Contractor. (Architectural hardware shall match current building/facility door hardware.)
41.4.8 The Security Contractor shall be responsible for verifying card readers successful connection to the existing C-Cure Central host server accordingly for card database replication.
41.4.9 Any required expansion boards and ancillary equipment needed for a full operation of the system are the responsibility of the Security Contractor.
41.4.10 All devices shall be individually enunciated at the communication panel.
41.4.11 The Security Contractor shall be responsible for the installation of all the equipment, units and sub-systems at the site in order to meet all requirements specified in this document and as per all applicable standards.
41.4.12 All installation materials, accessories and special equipment, services, personnel team, test equipment and tools required for installation of the equipment shall be provided by the Security Contractor.
41.5 Cable Management
41.5.1 The Security Contractor shall be responsible for providing all cable, conduits, boxes and raceways.
41.5.2 All electronic modules shall be properly housed in metal enclosures or junction boxes as required.
41.5.3 The Security Contractor shall be responsible for ensuring that all back boxes, conduit and raceways meet equipment and wiring requirements for the system. The Security Contractor shall inspect the raceway system during installation and shall notify the Project Manger of any problems found, prior to the finishing of the wall, ceiling or floor surface.
41.5.4 All junction boxes shall be accessible and the location of all boxes and access panels shall be approved by the Project Manager.
41.5.6 Any new and existing cables for all devices which are exposed on the surface of a wall or ceiling or any other accessible surface shall be placed in conduit or wire mould by the Security Contractor.
41.5.7 All labour to run conduit, pull cables, mount back boxes, or perform any work on high voltage equipment shall be performed by a unionized electrician as per the City of Toronto’s Fair Wage Policy.
41.5.8 All wires and cables shall be ULC listed for their application and shall conform to manufacturer specifications after installation.
41.5.9 The Security Contractor shall be responsible for all associated wiring, hardware, and programming to provide a complete and functioning system.
41.5.10 All cable and wiring methods shall meet national, provincial, and local code requirements. All cable shall be grounded to meet codes and provide a trouble free system.
41.5.11 All wire and cable types shall be submitted to the Project Manager for acceptance prior to installation. All cables shall be whole; splicing of cable is prohibited.
41.5.12 When the Security Contractor will be reusing existing cables for the installation of new devices the Security Contractor shall determine that the existing cable is in good condition and capable of transmitting communication signals from the device to the control panel or digital video recorder to guarantee that when the new device will be connected to the exiting cable the device will work as intended.
41.5.13 If the Security Contractor finds that the existing cable is faulty, the Security Contractorshall replace th e existing cable with new cable. If any new wire runs are not able to be run in existing conduit shall be run in new conduit from the device to the panel.
41.5.14 Wires and cables of similar purpose that will not interfere with each other’s transmission capabilities shall be bundled and secured out-of-the-way from circuit boards, access panels, device connections, moveable parts, heat sources or any non-recommended surfaces.
41.5.15 Proper cable ties shall be used in all cable wrapping. Where cables may need to be moved or separated frequently; or as directed by the City, cable shall be bundled with velcro straps.
41.5.16 Wire or cable or loops shall not exceed manufacture’s recommended tolerances.
41.5.17 Power wires shall not be bundled together with any data or video signal transmission cables.
41.5.18 The end result shall be a clean and neat finish which will allow free access to essential components of the system, provide no interference of transmission and no harm to the system or components.
41.6.1 All cables shall be marked, with a unique number, in common at both ends using a permanent method. Labelling shall agree with record drawings.
41.6.2 All terminals shall be permanently marked and shall agree with record drawings. 41.6.3 All system power supplies shall be labelled with their feed source and breaker
number.
41.6.4 The Subcontractor shall be marked with common designations for mating connectors. The connector designations shall be indicated on the record of drawings.
41.6.5 All visible panel and control labels shall be silk-screened, engraved and filled, or engraved plastic laminate. Labels shall be permanently attached.
41.6.6 Labelled Doors and Frames
• In no instance shall any labelled fire door or frame be cut, penetrated, drilled or modified in any way.
• Any labelled door or frame which will require modification to meet the system specifications shall immediately be brought to the attention and written approval of the Project Manager.
• The Security Contractor shall be responsible for replacing any labelled door or frame that is modified, by the Security Contractor, without written approval from the Project Manager.
41.7 Conformity of Work with Plans and Specifications
41.7.1 The Security Contractor shall at all times have on the work site, a superintendent capable of reading and thoroughly understanding the plans and specifications, and thoroughly experienced in the type of work being performed. Such superintendent shall include the supervision and direction of all subcontractors, if any are used. The superintendent shall have available at all times the lists/floor plans required.
41.7.2 The Security Contractor shall provide all of their individual technicians with a written copy of all their duties, responsibilities, and obligations prior to starting work. Each technician shall have such documentation available whenever performing work at a City of Toronto site.
41.7.3 The Security Contractor shall perform all work and shall furnish all materials and complete the work in conformance with the requirements.
42.0 SPECIFICATIONS
42.1 Suggested make and model are listed in the Required Equipment Legend. Any alternate equipment offered shall be approved by the Project Manager and shall be compatible with existing equipment. Bidders offering alternate equipment should include detailed specification sheets for the products offered with quotation documents. In the event that the specification sheets are not provided with quotation documents, Bidders shall provide the information within ten (10) business days of such request from the City. Failure to provide the information within ten (10) business days shall result in non-compliance and the bidder's quotation shall not be considered further.
