The Official Newsletter of the Arizona State Capitol Chapter of NIGP

Summer is almost over, and school is about to start – if it hasn’t already – which means that I am more than ½ way through with my (2nd) year as your Chapter. I feel this year has gone by very quick – as there have been a lot of changes for me. One that we all anticipate at this time of the year is election time in our chapter. An email and flyer were sent out recently so that you have a month to seriously consider how you can help YOUR chapter next year and beyond. The positions open for 2014 are that of Vice-President and Secretary – so please put some thought in how it might be time for you to step up and be the “new blood” we need. New ideas and new faces are always welcome – and new challenges are always fun and rewarding. If you find yourself interested, please contact either myself ([email protected] / 480-644-2815) or Barbara Corella ([email protected] / 623-236-7456) and we’ll be happy to answer any questions you may have. Or you’re able to visit the Chapter website and download the Nomination form.

We would like to take this time to thank Teena Ziegler and Loralei Poll for agreeing to assist in the CPPO/CPPB review sessions. Teena conducts the spring sessions / Loralei will be doing the upcoming fall sessions. We have now gotten approval from National to given continuing education points for these sessions; however, you cannot miss any – you must be present at all meetings in order to receive credit.

That being said, I’d like to congratulate the following new recipients who received CPPO’s in May: Matt Bauer, Maricopa County (Matt also received his MBA and CPM), Cheryl Rentscheler, Maricopa County,

Cathie Rodman, DES, John Snow, City of Scottsdale, Melinda Holmes, City of Yuma, Camille Kowal, DES, and Telma Reyes, CAP. Being awarded their CPPB Certification in May are: Jennifer Roberts, AHCCCS, Cyndi Hawk, ADOT, and Laura Szymanoski, Dysart School District.

We had a great turn-out to our May luncheon, with Pat Klein from ASRS as our guest speaker providing us an overview of the ASRS Retirement funds. June’s webinar on the 11th was another “new” one for us as we continue to implement suggestions from our members. This webinar was offered at the normal ADOT HRDC “central” location as well as an East Valley location, in Mesa. We’re hoping for our November webinar, that we have a West Valley location volunteer so that we cover those folks as well so they don’t have to travel as far. As always, our July

“ABC’s of RFP’s” session was very popular, and we had attendees from Yuma and Tucson, even! And our next Career Seminar is scheduled for August 13th at the ADOT HRDC facility and registration is still open if you haven’t registered. Final arrangements are being made for the

Regional Conference in October. A draft of the sessions being offered should be out by the first week in August.

One final note, Arizona Capitol Chapter is again a finalist for National Chapter of the Year at the National Forum in Orlando. Let’s keep our fingers crossed that this is our year! And as a reminder, anyone planning on attending the Chapter sponsored dinner you must register on the website that you are attending. The restaurant we are attending has very limited space and we cannot allow “drop in’s”, they have informed us they do not have the space.

As always, any comments or suggestions, please contact me or any of the other officers and we would be happy to listen.

24th Annual Regional Conference and Products

Exposition

Registration is now open for the 24th Annual Regional Conference and Products Exposition to be presented on October 10, 2013. This excellent event will be held at the Mesa Convention Center, 263 N. Center St., Mesa, AZ 85201. A full schedule of training sessions will be offered and 78 booths of vendors in the exhibit hall. Register today, on-line at: www.aznigp.org

Start now notifying your users, those departments that you buy for, that the Products Exposition will be open for them to attend. Also, let those vendors that you do business with know that there are still booth spaces available for them to participate. Direct them to the chapter website for information on the event. We need help from you to fill those booths.

This year we will have a Hawaiian theme. Be prepared to enjoy a great event!!

Arizona State Capital Chapter of the National Institute of Government Purchasing (AZNIGP)

AZNIGP Scholarship

Dear AZNIGP Committee Members:

I am writing to thank you for your generous $1,000.00 AZNIGP scholarship. I was very happy and appreciative to learn that I was selected as the recipient of your scholarship.

With your help I was able to graduate with my MBA at ASU’s W.P. Carey School of Business with an emphasis in Supply Chain Management this year. My cumulative GPA for the program was 3.74 and I received an A in all of my SCM classes. Upon completion of my degree, I tested for my CPPO and CPSM designations, both of which I have passed. My hope is to continue working in local government eventually moving myself into a more senior position. The benefits I have received from attending the Evening MBA program through ASU were truly remarkable. The classes, while both physically and mentally demanding, provided a lot of great information through real world

applications in which I have been able to apply in my own work. The program focused on bringing in new innovative ideas to your own organization which I believe allowed me to discover using reverse auctions for health benefits. The use of reverse auctions in health benefits allowed the County to save nearly $7 million dollars on County benefit spend over the next five years. This idea was submitted to NIGP national and was awarded the 2013 Innovation in Public Procurement Award which I will present at the National Forum this year.

Thank you again for you generosity and support. By awarding me the AZNIGP scholarship, you have helped me out tremendously in reducing my financial burden and allowed me to concentrate more on my schooling.

The ABC’s of RFP’s was held July 22, 2013 at the ADOT facility at 1130 N. 22nd Avenue in Phoenix. Ray Jensen, Associate Vice President of Arizona State University was the instructor, again sharing his knowledge and experience

We have recently undergone a comprehensive

revision of the Mohave/ASPIN website with the goal

of providing our membership with increased online

convenience, service, and support.

What is your proudest procurement

accomplishment?

Building Mohave County’s entire centralized

procurement system starting with the unanimous

adoption of the Mohave County Procurement Code

by Ordinance of the Board of Supervisors. The

County’s Procurement Code is substantially based

upon the ABA’s Model Code for State & Local

Governments and is the foundation of the procurement

system. All elected offices, the court system, and all

county departments abide by the Code.

What was your first car?

If the weather is pleasant, I’m outside.

If you could give one piece of advice to college

graduate entering the workforce in your field,

UPPCC Certified individuals in good standing who have reached the age of sixty-two (62) OR have officially retired after a minimum of fifteen (15) years of purchasing experience in the public sector are eligible to recertify under lifetime status. Individuals applying for recertification under lifetime status are required to complete only Sections I, II III, V and VI of application. No recertification points are required to recertify under lifetime status. The applicant need only submit the application with the appropriate payment and documentation of meeting the age requirement (copy of a valid government issued i.d., certificate of birth, passport, etc.) OR provide

documentation of his/her retirement and a minimum of fifteen (15) years of purchasing experience in the public sector. Once an individual recertifies under lifetime status, his/her new certificate will not expire. Individuals who have allowed their certification to lapse or expire are not eligible to recertify under lifetime status.

Further information will be published as it is released. The UPPCC considers retirement for Lifetime Status as being retired from the procurement profession after fifteen years of full time employment whereby the individual had the responsibilities to perform essential functions within the purchasing cycle.

Programs such as the DROP programs offered by many jurisdictions whereby the employee continues to work in the procurement profession within the same organization do not qualify for the UPPCC Lifetime Certification status.

Turner, Graham Alexander “Alex” Jr. 57 of Phoenix passed away June 27, 2013 after a short battle with cancer. Alex was an Assistant Attorney General with the Arizona Attorney General’s Office and represented the Early Childhood Development and Health Board, aka “First Things First.” He also taught night classes on contracts and business law for Glendale Community College. Before working with First Things First, Alex served the Arizona Department of Administration for over eight years as its Chief

There, he put to good use his encyclopedic knowledge of Arizona’s procurement code as well as his thorough command of state contract law and procedure, and public finance. Prior to joining ADOA in 1998, Alex also served one year as the Chief Rules Attorney for the Arizona House of Representatives. Beginning in 1986, Alex spent over 11 years working as an assistant attorney general in the Administrative Law (Unit Chief for the Procurement and Contract Law Unit, assistant attorney general for the Commercial and Gaming Unit) and Transportation Sections of this Office. He leaves behind Karen, his wife of 28 years, one sister Marilyn Smart and niece Rebecca.

for a total of 9 weeks. Please note, there will not be a class on August 29th. If you can’t make it to all of them, you can still attend some of them but you will not receive credit and a certificate at the end of the meetings.
