Biographical Sketch
Gerald E. “Jerry” Talbot was born in 1932 in Bangor, ME, which at the time was home to Maine’s largest African American community, many people having come to the state from Canada. His family traced their history in Maine back to the mid-18th century and
the black Revolutionary War veteran Abraham Talbett. Talbot worked for some time with his father, W. Edgerton “Edgar” Talbot, the head chef at the Bangor House hotel, and graduated from Bangor High School in 1952. After serving in the army from 1953 to 1956, he moved to Portland and wed Anita Cummings of Portland, with whom he raised four daughters. The family faced job and housing discrimination, but Talbot eventually secured steady work in 1966 as a compositor with the Guy Gannett Publishing Company, where he would work for 25 years.
In Portland, Talbot also became actively involved with the civil rights movement in Maine, particularly through the NAACP. He served as president of the Portland branch of this organization three times, in 1964-66, 1970-71, and 1978-80, and was a vice president of the New England Regional NAACP. He joined the “March for Jobs and Freedom” in Washington, D.C. in 1963, participated in a voter registration drive in
Mississippi in 1965, and played an important role in passing Maine's 1966 “Fair Housing Bill.” He was the first African American elected to the Maine State Legislature, serving three terms from 1972 to 1978. During his time there, he proposed a 1977 bill titled, “An Act to Prohibit the Use of Offensive Names for Geographic Features and Other Places in the State of Maine,” which passed. He also co-sponsored, with the late Larry
Connolly, the first "Sexual or Affectional Preference" (1977) amendment to the Maine Human Rights Act. He was the first black chair of a legislative committee – the Human Resources Committee (two terms) – and was the first black speaker pro-tem of the Maine House of Representatives.
Talbot also served on the Maine State Board of Education from 1980-84, as chair in 1984. Simultaneously, he was on the New England States Board of Education Commission. He has been on the Maine Vocational Technical Institute’s Board of Trustees and the Muskie Board of Visitors at the University of Southern Maine. In 1980, he founded Black Education and Cultural History, Inc. (BEACH), which sponsors
conferences, offers scholarships, and serves as a vehicle for speaking out against discrimination. Talbot is co-author with H.H. Price of several articles and the book,
Maine’s Visible Black History: The First Chronicle of Its People, published in 2006.
Throughout his life, Talbot collected documents, books, photographs, and objects with significance to the African American community, both in Maine and beyond. These

In 1995, in order to ensure that the materials would be forever accessible to the public for educational purposes, Talbot donated his collection to the Special Collections of the University of Southern Maine, where it serves as the backbone of the African American Collection of the Jean Byers Sampson Center for Diversity in Maine.
Gerald and Anita Talbot have four daughters, Sharon Renee Verloo, Rachel, Regina and Robin. Gerald’s younger sister is Beth (Elizabeth) Talbot.

Collection Description
The Talbot Collection is a collection of materials, many pertaining to the African
American experience, gathered by Gerald E. Talbot in the course of his life. It is divided into five series containing like materials: Papers, Posters, Objects, Photographs, and Serials.
Series 1 Papers
The Papers Series contains Talbot’s personal and professional papers, including papers from his service in the Maine Legislature, as well as materials gathered by him. The Papers have begun to be processed, and are housed in 38 boxes. Subseries will be added to the finding as completed. Books were part of the donation, 532 titles, and are being cataloged into the African American Collection of Maine’s book collection. They may be found in the Libraries’ online catalog by searching Talbot’s name as author.
Series 1.1. Politics
This series contains materials related to Talbot’s long career in federal and state politics.
Subseries 1. Legislative
This subseries--which contains twelve sub-subseries--includes materials pertaining to the Maine House of Representatives, where Talbot served three terms from 1972 to 1978.
a. General Information/Records
This sub-subseries contains government telephone directories, Talbot’s legislative ID cards, a history of the Maine State House, and a list of joint standing committees and their membership.
b. Roll Calls
This sub-series contains an extensive record of roll call votes on hundreds of pieces of legislation in the Maine Legislature stretching from 1973 to 1978.
This subseries contains several dozen bills and other legislative initiatives—as well as committee amendments--introduced during Talbot’s tenure in the Maine Legislature.
d. Legislative Records, Proofs, Journals, and Calendars
This subseries contains legislative journals and calendars (which constitute the Legislature’s daily schedule), proofs (which are transcripts of the statements and speeches made on the floor of the House or Senate), and records (which
represent the legislative motions and roll call votes made during a given legislative session).
e. Memoria, Resolutions, Orders, and Proclamations
This subseries contains various ceremonial legislative sentiments, including a proclamation recognizing the cultural contributions of Maine’s black community and designating “Miss Black Teenage Maine Day” in 1973.
f. Speeches, Statements, and Newsletters
This subseries contains speeches and statements made by Talbot, as well as then-Speaker of the Maine House of Representatives and others, on various political issues. Notably, it includes statements by Talbot announcing his intention to seek election (or re-election), criticizing then-Governor Longley regarding his rhetoric on minorities, and addressing the Maine Democratic Party convention.
g. Notes and Messages
This subseries contains many of Talbot’s hand-written notes. Of particular interest are the messages Talbot sent to colleagues in the Maine House of Representatives. These messages—often urging a colleague to support a particular bill or asking that an amendment be proposed--provide a glimpse into the real-life experiences of a legislator.
h. Campaigns and Elections
This subseries contains material pertaining to Talbot’s three political campaigns (including palm cards, campaign finance forms, and mailing lists), as well as broader, election-related documents such as candidate lists, election statutes, and work by the Election Laws Committee.
i. Committees
This subseries contains material related to legislative committees on which Talbot served, particularly the Committee on Human Resources, of which Talbot was the chairman.

k. News Articles
This subseries contains dozens of news clippings from the 1960s to the 1990s, many of which highlight Talbot’s efforts to secure civil rights for black Mainers. Other recurring topics include the death penalty, drug abuse, and tax policy.
l. Miscellaneous
This subseries contains material that does not fall into the above categories. Of particular interest, it includes a document indicating that between September 1973 and May 1977, about three-quarters of the University of Maine at Orono’s faculty in the College of Business Administration resigned.
Subseries 2. Non-Legislative
This subseries--which contains nine sub-subseries--includes materials related to Talbot’s political career that fall outside of his role as a legislator.
a. Education
This extensive subseries reflects Talbot’s deep interest in learning and education. It includes studies of enrollment in Maine schools and community colleges, testimony given before the Committee on Education and Cultural Affairs, and reports on post-secondary and occupational training.
b. Commissions and Task Forces
This subseries contains material related to several commissions and task forces in which Talbot played a role, including the Maine Human Rights Commission, the United Way Substitute Care Task Force, and the Bias Crime Task Force.
c. Associations and Conferences
This subseries contains material related to associations and conferences Talbot was a member of or attended, including the Governor’s Conference on
Handicapped Persons, the Children’s Defense Fund, and the National Governor’s Association.
d. Campaigns and Elections
This subseries contains material related to campaigns and elections other than Talbot’s own political races. It contains pamphlets from Bill Hathaway’s 1972 campaign for U.S Senate, as well as buttons and other paraphernalia from Jesse Jackson’s 1988 presidential campaign.

This subseries contains newsletters from the Dunfey Family and from the Bureau of Public Affairs within the U.S. State Department.

This subseries contains a business card from Thomas Jenkins, then-Field Representative at the United States Commission on Civil Rights.
h. Publications
This subseries contains publications with no direct connection to Talbot’s legislative service, including financial reports for the City of Portland, Maine, a primer on municipal budgeting, a report by the Judicial Council of Maine, and a booklet on the Selective Service System.
i. White House
This subseries contains material related to Talbot’s many interactions with the White House on issues pertaining to civil rights, economic opportunity, and
education. It includes fact sheets on various policy initiatives, as well as a copy of President Carter’s remarks at a White House event to honor members of the National Caucus on the Black Aged.

a. BEACH
In 1980, Gerald Talbot and his wife, Anita, founded BEACH (Black Education and Cultural History), Inc. BEACH served as an information and referral source, concerning black history and human rights. BEACH worked with community members and organizations to bring people together in support of peace and human rights for all. Among its many contributions, BEACH maintained a
collection, and traveling display, of black history items (including busts of famous black people, documents, hand and leg shackles, books, etc.); sponsored events and workshops to further racism awareness and equality; provided education scholarships; and sponsored, supported, and spoke out on legislation and issues concerning black people and other minorities, at the state and national level. The items in the BEACH subseries include material to orient the reader to the BEACH Corporation, material regarding some of the work that BEACH was involved in (outreach projects and education within the schools and community), as well as material that illustrates where our nation stood in the 1980’s and 1990’s regarding racism and racial equality.

Also included in this subseries (in the “Schools” folders) are letters to and from Gerald Talbot, in order to coordinate his speaking at local schools, records of some of the questions the children asked, as well as several “Thank You” letters written by the children. These materials not only show the content of what Gerald shared, and what children took away from his discussions, but also give insight to the climate regarding equality/racism/civil rights in the 1980’s & 1990’s.

b. Minority Specific Education
The materials in this subseries include clippings, publications, and essays, specifically related to minority issues in education. Scholarship resources and awards for minority students can also be found here. Included is an appeal for donations, by The United Negro Fund; information on, and award letters for, the ”PreCollege” program with the Portland School of Art; and information relating to the establishment of the Pedro Tovookan Scholarship for a Black student to attend the PreCollege Program. Also included is correspondence which shows a pattern of award recipients not being able to further their education, or utilize these scholarships, because they had to work in order to help their families financially

c. General Education
This is a collection of publications and newspaper clippings, that Gerald Talbot collected between 1979 and 1981, related to varying educational issues (i.e.: truancy, teacher pay, community/adult ed.”, school funding, curriculum etc.). Included in this series is: the 13th annual Gallup Poll; an edition of “The Maine
Paper, a Conservative View”; and the December 1981 edition of the “Maine Insight” newspaper.

Subseries 3 NAACP
In the Paper Series, The NAACP files are made up mostly of materials relating to the Portland Branch, from its inauguration in 1964 and spanning the next thirty years. From its inception, the Portland Branch was an influential proponent of civil rights. So much so that within three years of its’ founding, the Portland Branch was host to the entire New England Conference of Branches convention. The Portland Branch was involved directly with a number of legal cases, and specifically with the state of the prison system in Maine. They threw a number of events and annual Martin Luther King Day
celebrations. Key synopses of the NAACP contribution in Portland can be found in the 20 year special edition publication materials and the interview Talbot engaged in with Charles L. Lumpkins of University of Maine, Orono.
The rest of the NAACP collection contains specific branch materials from Bangor, and a number of other branches around the country with whom Talbot had a connection. Rich historical information on the NAACP’s engagement with various civil rights issues can be found in the Maine Committee on Indian Affairs and the Maine Human Rights Commission files where Talbot was a member of both. This collection also includes materials from the National organization of the NAACP dating back to 1955. It provides researchers some of the cultural context through which the smaller branch
organizations operated and also a connection to some of Talbot’s travels around the country for various national conventions.
Subseries 4 Materials related to the Klu Klux Klan Series 2 Posters
The Posters Series consists of posters and other graphic formats documenting African American history and culture. The material has been organized into five topical groups: University of Southern Maine (USM), Made by Talbot, Events/Information, Politics, People/Groups. In deciding where to place a poster, the order of the groups is the order of preference, thus the fact that the poster had to do with USM would take precedence over Made by Talbot, which takes precedence over Events/Information, and so on. Within the groups, material has been arranged in chronological order, oldest to newest, with undated material at the end. The posters take up 21 map case drawers.
Series 3 Objects
The Objects Series contains artifacts pertaining to Africa, African America, and America in general. The artifacts range from wooden, cast iron, ceramic, and beaded items, to a framed original KKK charter and paper reproductions. Many items in this series were given to Talbot by family and friends. The objects are housed in 13 boxes (some irregular) and 9 oversize drawers.
the 1800s and more informal snapshots from the 1960s and 1970s, to civil rights marches and Miss Black Teenage Maine Pageant contestants. Many of the
photographs came from the Portland Press Herald. There are 512 photographs, 11 glass plate negatives, and copy negatives in 9 boxes and two map case drawers.
Series 5 Serials
The Serials Series consists of incomplete runs of 7 magazine titles primarily of interest to African Americans. The titles include Ebony (1956-1995), Jet (1968-1993), Essence (1992-1995), The Crisis (1974-1995), Black Enterprise (1978-1995), Emerge (1990-1991), and Black ethnic collectibles (1987-1989). The Collection does not include all issues within the date ranges. They are housed in 26 boxes.
