By changing disadvantages of a developing country into opportunities of an emerging econ-omy, during the last 10 years Vietnam made a short-cut to catch up with the global ICT industry. Focusing on IT human resource development and creating the favorable business environment including many incentives for ICT companies, Vietnam IT industry has been growing rapidly. From 2002 to 2013, the revenue of software industry increased 52 times to reach nearly 3 US$ billion and the hardware industry increased 70.5 times to reach 36.8 US$ billion. In 2013, Ho Chi Minh City was ranked 16th and Hanoi was ranked 23th in the list of the TOP 100 Outsourcing destinations of the world by Tholons (an advisory firm for global outsourcing and investments).

Vietnam has huge potential in IT human resource thanks to its young population (over 50 million out of 90 million popula-tion aged under 35); Vietnamese youth is famous for its passion and talent in mathematics (more than 93% Vietnamese stu-dents who attended The International Mathematical Olympiad won medals). Vietnam now has nearly 300,000 IT stustu-dents in 290 universities, which is the stable supply for IT companies in the coming years. The IT workforce in Vietnam counts around 450.000 employees (2013), of which over 200,000 ones are post graduates and graduates. The cost for software outsourcing and development in Vietnam is about 30 to 50% lower than in India and 20% lower than in China.

In 2012, Vietnam Government approved the new strategy for ICT development aiming at transforming Vietnam into an ICT - advanced country. We are now witnessing more and more leading multinational corporations coming to Vietnam to invest and set up their global business base, factories, research laboratories, such as Samsung (nearly US$6 billion of investments), Intel (more than US$ 1 billion), Microsoft, IBM, HP, LG, Canon, Fujitsu, Alcatel-Lucent, etc. Hardware and software prod-ucts made in Vietnam are now being exported to all over the world, serving billions of users. The world is now paying increas-ing attention to Vietnam for its success and rapid growth in IT industry. In October 2014, Asian – Oceanian Computincreas-ing Organization (ASOCIO) is holding its flagship event “ASOCIO ICT Summit” in Hanoi with 700 delegates from companies and institutions of over 20 economies in Asian – Oceanian region. On this occasion, VINASA issues this special publication “Vietnam’s 30 Leading IT Companies” to provide the most updated information of IT industry in Vietnam and to present the leading companies in Vietnam in 2014, promoting for cooperation between these companies and potential partners around the world.

This small and informative publication has 2 parts: the first part is an overview introduction of IT industry in Vietnam pre-sented by PhD. Hoang Le Minh, General Director of Vietnam National Institute of Software and Digital Content Industry (NISCI). He is a very famous IT expert in Vietnam (in 1974 he was the first Vietnamese participating in The International Mathematical Olympiad and won the first prize); The second part is a brief introduction of Vietnam’s 30 leading IT enterprises operating in 2 business lines: BPO/ITO, offshoring services and package software products/solutions. Companies introduced in the publication were carefully selected by a council of 17 experts, including business managers, IT consultants, scientists and IT journalists. Chairman of the council was PhD. Mai Liem Truc, Former Deputy Minister of Post and Telecommunications of Vietnam. The publication is made in both hard and soft copy and has 2 versions, one in English and another in Japanese. VINASA is seeking for ASOCIO’s, WITSA’s and their member associations’ support to present and dis-tribute this publication to all members companies as one of the bridge glue for business cooperation in the near future. As this is the first edition of the publication, there must be limitations and dissatisfactions. We are looking forward to get your comments and feedbacks to help us to improve the publication at its future editions.

Vietnam IT market overview

After nearly 15 years of succesful development, IT in Vietnam has archived the next level of matured stage and obtained a new power.

The world economy in recent years showed complicated movements and remained unstable with potential risks. Meanwhile, Vietnam economy has been still facing with many challenges where the nonperforming loans in banking and the difficulties in business of enterprises illustrated the risk of destabilizing the macro-economy. In this context, Vietnam IT has had steady development steps to continuously strengthen its position and role in the sectors such as politics, socio - economics, security - defense for further integration into the world.

As for the IT Industry, the total export value of the hardware - electronics industry in 2013 continued to achieve an impressive number with 34.76 billion USD (a 51.7% increase compared to 2012) while the total import value accounted for only 26.39 billion USD (a 35.7% increase compared to 2012). The exported items mainly consisted of mobile phone, taking up 63% of the total. The software industry revenue rose 12.7% compared to 2012, reached 1,361 million USD. Being affected by the economic downturn, the revenue of the digital content industry reached 1,407 million USD, an increase by 13.9% only compared to 2012.

The telecommunications and internet infrastructure remained sustainable development with the total telecommunications revenue of 7.4 billion USD in 2013. The number of Internet broadband subscribers represented 22.4 million subscribers (a growth rate of 11.2% compared to the last year) and the ratio of 24.93 subscribers among 100 people. The total of Internet connection bandwidth exceeded 640.000 Mbps, an 83% increase compared to 2012. The total number of telephone subscribers reached 130 million subscribers, 95% of which are mobile subscribers and the number of 3G subscribers reached a peak of 20 millions. In 2013, the “.vn” domain names with 100,380 registered and 266,028 in use helped Vietnam continuously hold the leading in the Southeast Asia in the usage of national level domain names with an average growth by 172% per year. Although the revenue of basic telecommunications services such as voice call, text message, etc reduced due to the boom of Internet-based over-the-top mobile applications (OTT), the Internet services revenue rocketed to 965 million USD, doubling compared to 2012.

Also in this year, the foreign investment in the ICT still throve thanks to the considerable investment of two major corporations like Samsung and Nokia. In particular, Samsung officially raised its investment in Vietnam to nearly 6 billion USD and Nokia launched the first factory in Bac Ninh province with an initial investment of 320 million USD.

According to the ranking of the evaluation report on Measuring of Information Society by the International Telecommunication Union (ITU), the ICT Development Index (IDI) of Vietnam is the 88th among 157countries in 2013, ranked 4th in the Southeast Asia and ranked 14th among 28 countries in Asia - Pacific. Vietnam was highly rated by ITU in terms of ICT use with a rank of 83th _{among 155 countries in 2013. According to the ranking in the Global IT Report by the World}

world and ranked the 8th_{among 148 countries. According to the ranking of the ICT skills and ICT}

human resource subindex by ITU, in 2013, Vietnam stood at the 101th _{among 155 countries, the}

same rank as in 2012. Notably, in the IT industry, Vietnam was ranked among top 10 countries in the Asian - Pacific region in terms of offshore services. Ho Chi Minh City was ranked 16th_{and Hanoi} was ranked 23th _{in the Global list of the TOP 100 Outsourcing Cities by Tholons (an advisory firm for} global outsourcing and investments).

Passing a year full of difficulties and challenges, in 2013, Vietnam ICT continued to affirm its essential position and has contributed significantly to the development of harmonized infrastructure systems of the national economy and the industrialization and modernization of the country.

Vietnam IT Human Resources

Vietnamese population with 90 millions peoples is young and more eager to learn, among them over 65% are under the age of 33. Besides, Vietnamese high-school students are widely perceived to be stronger in math, which gives them an edge when it comes to IT.

As for human resources training, by the end of the year 2013, Vietnam had 290 universities and colleges and 228 vocational schools which offered training courses on telecommunications and IT majors with the total annual enrollment quota exceeding 65.000 students. IT human resource development becomes a big demand and a good business to invest.

The IT workforce in Vietnam counts around 450.000 employees (2013), of which over 200,000 ones are post graduates and graduates. They have good experiences; people are trainable, motivated, they can easily move beyond routine tasks and come up with solutions.

The cost for software outsourcing and development and in Vietnam is around 30% -50% lower than in India, 20% lower than in China.

Vietnam – Japan IT cooperation as a success story

Japan is the 3rd largest ICT spending country in the world after The USA and China. Japanese market is the largest software exporter of Vietnam. Japan supports Vietnam in ODA projects in general and ICT projects in specific strategic and collaborative relationship in the government-level between Japan and Vietnam (to name a few): Project for promoting E-customs in Vietnam (Apr. 2012 – Apr. 2015), Project for Development of the National Biodiversity Database System (Nov. 2011 – May. 2015), Vietnam Television Centre Project/2000.3, Higher Education Development Support Project on ICT (Mar. 2006), Hoa Lac Hi-tech Park Infrastructure Development Project (E/S) (Mar. 2010), Hoa Lac Science and Technology City Development Project (I) (Mar. 2012), Project for Development of Traffic Control System for Expressway in Hanoi (Mar. 2012), Project for E-Customs and National Single Window for Customs Modernization (Mar. 2012).

Learning the Japanese experience in the application of IT to enhance the intellectual economy. Having similarity of Culture and Mind with Japan, Vietnam is considered by Japanese companies as the most interested country in terms of a new partner of ITO and Offshore development as well as Japan is one of the most important software export market of Vietnam. Export turnover of the industry in 2012 reached $2.1 billion, accounting for more than 8% of bilateral exports. Vietnam is building information infrastructure so it needs Japan’s help in information infrastructure, human resource development, restructuring telecommunication business, information security etc. Ratio of ITO and Offshore from Japan to Vietnam is increasing (13.9% in 2008 to 23.3% in 2011).

KDDI Vietnam with cooperation with Rocky Lai & Associates Inc. has invested US$ 278M on high-tech infrastructure in one of industrial zones: new Danang IT Park. NEC Vietnam Co. is doing system integration, remote management services, biometrics industry. Canon Vietnam is doing manufacturing multi-function/single-function/laser beam printers, scanners. Fujitsu Computer Products of Vietnam (FCV) is manufacturing Printed Circuit Board Assembly (PCBA) and Printed Wiring Board (PWB). Renesas Design Vietnam provided general system LSI design operations. CyberAgent company has invested in Internet business (Tiki, NCT, Baokim etc.). DeNA Digital Content Company acquired Punch Entertainment Vietnam to provide engineering support for Mobage social mobile gaming network. Global Cyber Soft, Harvey Nash Vietnam, USOL Vietnam, LZT Vietnam, Seta International, TMA Solutions, FPT Software, Fujinet, GMO RunSystem, Luvina, NCS, RikkeiSoft, TVO, Vietsoftware International, Vinicorp and many more Vietnamese companies are doing software outsourcing for Japanese customers.

4. IT Promotion and incentive policy by Vietnam government

In 2010, Vietnam Prime Minister Nguyen Tan Dung has signed the Decision No. 1755/QD-TTg approved the National Strategy on “Transforming Vietnam into an advanced ICT

country”. Since that time, there's are enormous changes in governmental organizational structure

and directions. Firstly, there was an establishment of the National Commission on Application of IT with the Prime Minister as the Chairman. This showed the interest of the Government of Vietnam to promote the use and development of IT in state agencies as well as in key sectors, areas and in the society. Specially, on July 01st_{in 2014, the Bureau of Politics of Viet Nam}

Communist Party promulgated the Revolution No. 36 – NQ/TW on “boosting the use and

development of IT to meet the demand for sustainable development and international integration”. These documents show the political determination of the Party and the Government

of Vietnam in emphasizing the importance and setting a strategic orientation of the use and development of IT in the next period. It's clear that IT development orientation, which promotes IT infrastructure development and IT-based services, should build up and promote the IT use in education system, helping develop the highly skilled IT workforce, building up government, e-commerce, e-enterprises and e-transaction in parallel with boosting the knowledge economy and the information society. In doing so, Vietnam Government has continued with many incentive and promotion IT policies as corporate income tax incentives (for high-tech manufacturers and high-tech manufacturing support services), favorable tax rate treatments, preferential duties, IP protection by law, competitive service fees, incentives for land rental, land lease, policy of refunding to software producers a part or all of their paid corporate income tax for re-investment.

Practical goals for IT application and development in period of 2015 - 2020 have been identified. IT application and development are considered as one of the Vietnam's key areas,

country in the Asia-Pacific region, serving it as a new IT Technopole.

Vietnam as a defined “thirsty for high-tech” market with foreign equipment suppliers and services providers will find great opportunities in this particular market as Vietnam is anxious to catch up to the latest technology and make use of it to improve economic development. Taking the lead in implementing new technologies in the field of IT, Vietnam is the hottest spot of trying and applying high-tech in Asia. New investors enter this market with high-tech products or service could rouse new trends to large amount of young generation. High-tech services and products always “go like hot cakes” in Vietnam.

Vietnam also has very stable politic and good-will destination. IT industry is the sector that received the attention and called for investment from Vietnam Government. Vietnam becomes an attractive and reliable destination for investment because of its stable politics, guaranteeing a profitable vision to investors. The implementation of new laws & e-commerce supporting services have favored many advantages to investors such as a lower favorable tax rate, open procedures, preferential conditions, an improvement of the state administrative mechanism (bureaucracy) to enter quickly into the world market “playground”.

- R&D: KMS R&D department consists of 12 engineers who are fully dedicated for creating new

knowledge on emerging technology in order to: 1) keep the entire company and engineers stayed on-top of current technology trends; 2) create innovative products. While doing such interesting things with new technology, we often conduct technical workshops to update and share our knowledge to local community, our audiences including IT Lectures, IT students and software engineers.

In addition, we’ve developed our own proprietary tools that allow us to be better testers. We partner QA tools like Bugzilla, JIRA, HPQC, and Selenium with our proprietary tools from QASymphony to create automatic captures of test execution and defect documentation.

An important element that drives the success of KMS Technology is our work force. Our recruitment process is rigorous and allows us to assemble a team of high quality developers and testers. In the past 5 years, only 1 in 15 applicants receive a job offer from KMS. The top tier of high-level software developers accounted for over 50% of the total number of software developers at KMS, with some software architects who are experts in many technical aspects. This major team holds a decisive role in creating the optimum solutions for clients and plays a key role in transforming challenges into successful customer case studies and revenue for KMS Technology.
