Management/Development Plan
Proposed Tenure and Private Boat Dock, Mr. & Mrs. Warren Lance, Evening Cove, Ladysmith Harbour, B.C.
The following management plan explains the proposed use of the site including details about the site.
Project Purpose
To provide a private marine moorage in Evening Cove. Location, Size and Main Project Features
The project is located on the south side of Evening Cove as shown on the attached plan. The tenure is a rectangular area of 0.183 hectares.
Access Plans
The project will be accessed from Mr. & Mrs. Lance’s property at 3925 Cove Road, Ladysmith, B.C.
Construction Schedule
The proposed construction will be carried out as soon as practical in 2017/18 upon receipt of all regulatory approvals.
Description of existing features
There is an old concrete dock footing structure on the foreshore near the proposed water lot tenure. Based on a habitat assessment conducted in
November 2014 by Castor Consultants Ltd. the existing environment consists of a riparian zone composed of mature coniferous trees, native shrubs and lawn below which is the HWM and a sandstone bedrock bench which gives way to a gravelly beach characterizing the upper and mid intertidal zones. The lower intertidal zone appears to exhibit softer sediments with silty sands. In general, the hard substrate, supports aggregations of acorn barnacles, oysters and a few littorine snails. The subtidal area has a gentle slope with a substrate consisting of sands and silts with a few shell fragments. The biota in the subtidal zone consists of sparse algae dominated by Sargassum with a band of eelgrass (Zostera
marina) extending from near the LWM and shallow subtidal to approximately
minus 1.5 m (chart datum) within the proposed tenure area. Other fauna noted include kelp crab and Plumose anemones.
The area of the proposed trestle and float location is shown in the photographs and on the plans for the proposed works.
2 Size and dimensions of the existing and planned improvements
There is an existing old concrete abutment with a footprint of about 1 by 0.4 m and 1 m in height in the location of the proposed alignment. The proposed dock system will consist of a 1.5 m wide by 43 m long trestle and access ramp
extending to a piled 5 by 18.3 m concrete float with a 2.4 m extension on the south end to meet the access ramp. The trestle supports will be 12” steel piles or concrete pillars in the upper intertidal zone.
The proposed trestle and gangway will be constructed of tubular aluminum the latter of which will extend to a concrete float fixed in place by two or three - 18 inch steel piles. The design will include a 1.5 m wide concrete abutment, near the location of the old existing concrete abutment, to which the landward end of the trestle will be fixed as shown on the attached plan and section.
Environmental
a) Land Impacts
Land impacts relating to the tenure will be restricted to an existing narrow access down to the proposed trestle and float installation. It is not expected that lands will be markedly impacted since an existing access through the riparian zone will be used; with respect to the intertidal zone and subtidal zone the works will transit overhead of these features. It is considered that the design will not impact Commercial, Recreational or Aboriginal fisheries or fish habitat. The proposed structures will change the view from the upland and marine sides however it will create a seaward extension to an otherwise lineal shore, diversifying the form and structure of the foreshore. Inquiry with the BC Archeological Branch identified potential sites in the area. An archeological assessment by Baseline Archeological determined that there were no significant archeological or heritage features at the site.
The type of material used include:
Trestle and deck: Aluminum frame and wood and expanded metal mesh decking. Float: Timber concrete and metal mesh with steel piles.
Construction methods
Trestle: Form and pour marine concrete abutment, drive/socket trestle steel piles by derrick and associated equipment, place trestle by derrick. Place and connect ramp to float by derrick.
Floats: Standard marine construction methods (probably built offsite and towed in).
As appropriate works will be under the supervision of an environmental monitor standard marine mitigation methods will be employed to minimize impacts.
b) Atmospheric Impacts
Atmospheric impacts will be minimal. Under current conditions the site is rural and exposed mainly to occasional vehicle/boat traffic and home heating exhaust. In considering post project impacts the atmospheric impact would be negligible. Construction of the proposed ramp will require the use of heavy equipment for a limited period of time. In the long term it is anticipated that there will be a minor increase in local season vehicle and boat engine exhaust. It is anticipated that because of the location of the site and the open characteristic of the area any increase in exhaust would be readily dissipated. Vehicle and boat traffic control will likely be the most efficient way of minimizing atmospheric impacts by
ensuring idling is minimized in the area. c) Aquatic Impacts
As noted above the impacts will be minimal mainly in that the proposed works will pass over the intertidal and subtidal zones of the lands covered by water and have been addressed through the DFO process. Because of the form of the trestle and associated structures public access along the beach will not be disrupted. Since there is only one regular vessel mooring at the site and a few visitor vessels, it is expected that there would only be minor water quality effects due to increased boating activity. The sources for these effects include bilge water discharges, exhaust residues and un- or partly combusted fuels and oils as may be derived from outboard engines. Drainage in the immediate area is not expected to be modified by the structures. The trestle and dock are in part solid surfaces with metal mesh decking, which will allow precipitation flow directly to the marine environment. It is expected that most of these effects are minor and can be mitigated by taking guidance from available good boating standards and guidelines.
d) Fish and Wildlife Impacts
Fish and Wildlife impacts will be mainly related to the marine environs. It is anticipated that wildlife impacts will be minimal. The proposed project may
reduce waterfowl and marine mammal use in the immediate area where few anthropogenic structures presently exist and human activity is somewhat
restricted to the shore. This is a relatively small area compared to the available foreshore area in the vicinity of the project. Terrestrial fauna are not expected to be impacted by the project as the shore currently provides an access. There are no known endangered species in the area. It is anticipated that the work will be under taken following DFO work window specifications and operational
statements. Socio-Community
a) Land Use
The site is currently residential as is the adjacent land use with connecting roadways. The site is in the traditional territory of the Stz’uminus Nation. The
4 owner has secured the approval of the Stz’uminus via recent email
acknowledgement sent to FLNRO.
The proposed use is allowed under the current CVRD zoning and there is currently no restriction on dock size.
The main use of the area is understood to be fairly passive, and used mainly by people walking along the shore and the intertidal zone. This use will still be available along most of the shore and users will be able to transit beneath the trestle relatively easily to access the beaches on either side of the subject site. It is anticipated that the trestle and float will not increase vehicle traffic in the immediate area.
b) Socio-Community Conditions
It is anticipated that there will be minor impacts on socio-community conditions in that the view scape will be altered with the introduction of a new private dock. The proposed dock will be located in the same site as the old dock, at least as based on the location of the existing old concrete pylon. It is surmised that there will be no change in the amount of traffic.
The area demographics are largely rural in Stz’uminus Nation territory with small lot subdivisions in the area.
c) Public Health
It is not expected the proposed project will impact public health aspects. It is not anticipated that the proposed facility will result in waste disposal issues or site contamination. Domestic waste will be disposed of through contract waste disposal or CVRD services. There will be no toilets or sewage collection on the trestle or float. Sewage is domestic within the residence and will be handled through an existing septic system and field.
d) First Nations
The Stz’uminus Nation was contacted about the proposed project and the chief and staff visited in the site April 24, 2017. Upon review of the site it was indicated that it was preferred that the proposed dock be located in the vicinity of the old dock. Chief John Elliot followed up with a confirmatory email to Mr. Lance and the province.
Agency Contacts and Supplementary Checklist Information
Agency requirement checklist information is included as are several photographs, which provide a view of the site that the proposed trestle and float will occupy as well as views of the shoreline in both directions.
As shown on the plan there is one other seasonal dock to the north of the subject trestle and float.
Public access is maintained along the beach as the trestle structure overarches the existing intertidal topographic features.
Type of use is private and it is anticipated that it will be used by pleasure craft with seasonal visitor use, mainly in the spring, summer and early fall.
