(4) The Articles of Confederation A day af ter writing the Declaration of Independence, the Second Continental Congress asked another group of men to write the Articles of Confederation. The Articles of Confederation was the first real government of the United States. It was a treaty between the 13 colonies that now made up the United States. Each state kept it’s own power and government. In the Articles of Confederation, 9 out of 13 states had to agree on an idea before it could become a law. There was not a strong central government. The Founding Fathers wanted to prevent a central government from taking away power from the states.. The Articles of Confederation. According to the Articles of Confederation, the United States government could: • declare war, • make alliances, • work with Native Americans, and • raise money by selling land in the west. The United States government could not: • • •. raise money with taxes, pass laws dealing with trade between states or countries, or draf t (force) soldiers into the military.. (5) Problems Begin Quickly with Shay’s Rebellion The Articles of Confederation didn’t work, and that was quickly proved by Shays’ Rebellion. In 1786 and 1787, farmers across the United States fought against their own government once again. These same farmers had served in the Continental Army and helped the colonies in their rebellion against Great Britain. Now they were losing their homes to the government they had helped create. The new United States needed money. State governments were trying to collect taxes from people who just couldn’t pay. One upset farmer even said,. “The great (rich) men are going to get all we have, and I think it is time for us to rise and put a stop to it.” Daniel Shays of Massachusetts led a group of farmers fighting against taxes they couldn’t afford. He and hundreds of men attacked government officials around the United States. Shays Rebellion was successful, but not in the way you may think. Daniel Shays and his men lost their fight. However, they were able to scare politicians (elected government leaders) across the new country. These politicians realized that a central government without power couldn’t rule the new country. (6) A Success Story – The Northwest Ordinance One part of the Articles of Confederation was successful. The Northwest Ordinance was created in 1787 and included a plan for growth of the United States. Af ter the American Revolution, the government had to decide what to do with the land it had won outside of the original 13 Colonies. The government knew they could make money selling the land to American settlers who wanted to move west. The Northwest Ordinance was written to create laws for the new territory (land).. The Northwest Ordinance created a plan for the land around the Great Lakes.. The Northwest Ordinance included:. • • •. Laws protecting American’s rights – these would later be used in the Bill of Rights, A plan for territory to become a state once it reached a population of 60,000 people, and A law preventing slavery in the new territory, but African Americans who escaped slavery were forced to return.. The population of this area soon grew quickly. Five new states were created from the Northwest Territory. These states are Illinois, Indiana, Michigan, Ohio, and Wisconsin.. (13) For more than 24 years, I have brought my love of Social Studies to teachers and students. My journey includes a variety of roles – classroom teacher, instructional coach, curriculum coordinator, university professor, and professional development trainer. Working with middle school students has been one of the highlights of my career. Af ter thirteen years in the classroom teaching 7th and 8th grade history, I transitioned into the role of an instructional coach at a high school campus. This window into other teachers’ classrooms motivated my inner calling to improve social studies instruction. I realized how important quality teachers are in changing the way students learn history. My next step was to central office. I served a district of over 55,000 students as a Social Studies Coordinator. My goal of improving Social Studies instruction continued as I worked with over 600 K-12 Social Studies teachers to implement transformative Social Studies education. In my current role, I provide professional development, consulting services and resources to Social Studies teachers. Research into best practices is embedded into all of my resources.
