The North Carolina Center for Afterschool Programs (NC CAP) is an organization dedicated to increasing access to high-quality afterschool programs, especially for at-risk youth in North Carolina. In 2010, NC CAP created a roadmap of ten indicators to inform policymakers, funders and citizens of areas where North Carolina should make its largest investments in preventive care – afterschool programs, health care, job programs and other key initiatives for youth success.

Three years later, we have revised and updated the Roadmap of Need to provide a more in-depth needs assessment for our state’s youth. This new version contains twenty indicators of wellness in counties across North Carolina, divided into four categories: Health, Youth Behavior and Safety, Education, and Economic Development. Many of the original indicators from the 2010 version remain in this update, but we have also added several new indicators based on the suggestions of experts in each of these four categories. The indicators contain relevant annual data in order to demonstrate need across North Carolina,

with each indicator being used to identify where young people are most at risk of not succeeding, both in and out of school. All data points selected are updated annually, with the hope that this document, along with future Roadmap of Need documents, can create a longitudinal dataset for county comparison.

We hope this document can serve as a needs assessment for North Carolina, yet we acknowledge that this compilation is not the only or best way to assess need.

For ease of calculation, we weighed all indicators equally, but in reality, some of these indicators may have a stronger influence on youth success than others.

Additionally, we understand that other indicators could have been used. In order to come up with these indicators, NC CAP met with various experts in each of the four fields, including those from the corresponding state agency for each category, using their input to guide our decisions about which data to include.

Had we chosen different indicators, such as using the number of students that qualify for free and reduced priced lunch instead of median household income, we suspect the results could have varied

slightly. However, we predict that the counties at the top and the bottom of the rankings would largely remain the same.

Once we had acquired the data, all 100 counties in North Carolina were ranked based on each individual data indicator.

The rankings were then used to create both an overall ranking and a ranking for each of the four categories: Health, Youth Behavior and Safety, Education and Economic Development. This document includes the data and rankings for each category, as well as the overall data and rankings.

Looking at this compilation, we see a very troubling trend. Our state is at risk of becoming “two North Carolinas” - one populated by young people living in areas that are attracting jobs and industry and another populated by young people living in communities in a state of economic decline. While our roadmap generally points to counties in eastern North Carolina as those most at risk, these county-wide indicators mask the variation occurring within counties, particularly our most populous and competitive counties where there are neighborhoods with many young people in need.

The teen pregnancy rate is the number of pregnan- cies per 1,000 females ages 15-19 in 2011.

NUmBer of PhYsICIANs

The number of physicians represents the number of doctors of medicine or osteopathy licensed with the North Carolina Medi- cal Board per 10,000 total population in 2011.

ChIlD fAtAlItY

The child fatality rate is the number of child deaths per 10,000 children under age 18 in 2011.

This number includes infant mortalities.

ChIlD fooD INseCUrItY

The food insecurity rate reflects the percentage of children under age 18 living in food insecure households in 2011.

These numbers reflect the USDA’s definition for household food insecu- rity—the household- level economic and social condition of limited or uncertain access to ad- equate food.

ChIlD oBesItY

The child obesity per- centage represents the percentage of children ages 2-4 considered obese (at or above the 95th percentile) participating in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) in 2011.

Since children age 5 and older are not eligible to participate in WIC, other health department data sources are unavailable.

The juvenile detention admissions rate represents the number of times indi- vidual youth were placed in detention per 1,000 youth ages 6-17 in 2012.

The children in DSS custody rate represents the number of children who were in Division of Social Services (DSS) custody at some point during 2012 per 1,000 youth under age 18. Children who entered into DSS custody more than once during 2012 are counted only once in this data set.
