Dear Mr. Worku:

On behalf of Canadian Pacific, enclosed is the 2009 Second Quarter Special Discharge

Report for the site located at 28th & Central Avenue NE, Minneapolis MN. In accordance with Metropolitan Council Environmental Services (MCES) Industrial Discharge Permit Number #2289 dated October 1, 2007 (MCES permit), this submittal documents the volume of treated water discharged from the pump and treat system owned by Canadian Pacific.

The total quantity of water discharged into the sanitary sewer system during this reporting quarter was approximately 3,007,100 gallons. The average dally discharge for the system was 33,045 gallons.

The required information for the discharge is provided as follows:

* Attachment A- Special Discharge Report.

e Attachment B - analytical data from Pace Analytical Inc. for the April 2009 monthly sampling event.

o Attachment C - analytical data from Pace Analytical Inc. for the May 2009 month!y sampling event for pH only.

e Attachment D - analytical data from Pace Analytical Inc. for the June 2009 sampling event.

The analytical results from these sampling events showed that the treated discharges water was in compliance with the MCES permit discharge limitations during this reporting period.
